秉持生態(tài)文明理念，共同構(gòu)建地球生命共同體開(kāi)啟人類高質(zhì)量發(fā)展新征程

10月12日，國(guó)家主席習(xí)近平以視頻方式出席在昆明舉行的《生物多樣性公約》第十五次締約方大會(huì)領(lǐng)導(dǎo)人峰會(huì)并發(fā)表主旨講話。

習(xí)近平指出，生物多樣性使地球充滿生機(jī)，也是人類生存和發(fā)展的基礎(chǔ)。保護(hù)生物多樣性有助于維護(hù)地球家園，促進(jìn)人類可持續(xù)發(fā)展。昆明《生物多樣性公約》第十五次締約方大會(huì)為未來(lái)全球生物多樣性保護(hù)設(shè)定目標(biāo)、明確路徑，具有重要意義。國(guó)際社會(huì)要加強(qiáng)合作，心往一處想、勁往一處使，共建地球生命共同體。

習(xí)近平強(qiáng)調(diào)，人與自然應(yīng)和諧共生。我們要尊重自然、順應(yīng)自然、保護(hù)自然，構(gòu)建人與自然和諧共生的地球家園。綠水青山就是金山銀山。良好生態(tài)環(huán)境既是自然財(cái)富，也是經(jīng)濟(jì)財(cái)富，關(guān)系經(jīng)濟(jì)社會(huì)發(fā)展?jié)摿秃髣?。我們要加快形成綠色發(fā)展方式，促進(jìn)經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)雙贏，構(gòu)建經(jīng)濟(jì)與環(huán)境協(xié)同共進(jìn)的地球家園。新冠肺炎疫情給全球發(fā)展蒙上陰影。面對(duì)恢復(fù)經(jīng)濟(jì)和保護(hù)環(huán)境的雙重任務(wù)，我們要加強(qiáng)團(tuán)結(jié)、共克時(shí)艱，讓發(fā)展成果、良好生態(tài)更多更公平惠及各國(guó)人民，構(gòu)建世界各國(guó)共同發(fā)展的地球家園。

習(xí)近平強(qiáng)調(diào)，我們處在一個(gè)充滿挑戰(zhàn)、也充滿希望的時(shí)代。為了我們共同的未來(lái)，我們要攜手同行，開(kāi)啟人類高質(zhì)量發(fā)展新征程。

第一，以生態(tài)文明建設(shè)為引領(lǐng)，協(xié)調(diào)人與自然關(guān)系。要解決好工業(yè)文明帶來(lái)的矛盾，把人類活動(dòng)限制在生態(tài)環(huán)境能夠承受的限度內(nèi)，對(duì)山水林田湖草沙進(jìn)行一體化保護(hù)和系統(tǒng)治理。

第二，以綠色轉(zhuǎn)型為驅(qū)動(dòng)，助力全球可持續(xù)發(fā)展。要建立綠色低碳循環(huán)經(jīng)濟(jì)體系，把生態(tài)優(yōu)勢(shì)轉(zhuǎn)化為發(fā)展優(yōu)勢(shì)，使綠水青山產(chǎn)生巨大效益。加強(qiáng)綠色國(guó)際合作，共享綠色發(fā)展成果。

第三，以人民福祉為中心，促進(jìn)社會(huì)公平正義。要心系民眾對(duì)美好生活的向往，實(shí)現(xiàn)保護(hù)環(huán)境、發(fā)展經(jīng)濟(jì)、創(chuàng)造就業(yè)、消除貧困等多面共贏，增強(qiáng)各國(guó)人民的獲得感、幸福感、安全感。

第四，以國(guó)際法為基礎(chǔ)，維護(hù)公平合理的國(guó)際治理體系。要踐行真正的多邊主義，有效遵守和實(shí)施國(guó)際規(guī)則。設(shè)立新的環(huán)境保護(hù)目標(biāo)應(yīng)該兼顧雄心和務(wù)實(shí)平衡，使全球環(huán)境治理體系更加公平合理。

習(xí)近平指出，中國(guó)生態(tài)文明建設(shè)取得了顯著成效。中國(guó)將持續(xù)推進(jìn)生態(tài)文明建設(shè)，堅(jiān)定不移貫徹創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享的新發(fā)展理念，建設(shè)美麗中國(guó)。

習(xí)近平宣布，中國(guó)將率先出資15億元人民幣，成立昆明生物多樣性基金，支持發(fā)展中國(guó)家生物多樣性保護(hù)事業(yè)。中方呼吁并歡迎各方為基金出資。

習(xí)近平指出，為加強(qiáng)生物多樣性保護(hù)，中國(guó)正加快構(gòu)建以國(guó)家公園為主體的自然保護(hù)地體系，逐步把自然生態(tài)系統(tǒng)最重要、自然景觀最獨(dú)特、自然遺產(chǎn)最精華、生物多樣性最富集的區(qū)域納入國(guó)家公園體系。為推動(dòng)實(shí)現(xiàn)碳達(dá)峰、碳中和目標(biāo)，中國(guó)將陸續(xù)發(fā)布重點(diǎn)領(lǐng)域和行業(yè)碳達(dá)峰實(shí)施方案和一系列支撐保障措施，構(gòu)建起碳達(dá)峰、碳中和“1+N”政策體系。中國(guó)將持續(xù)推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)和能源結(jié)構(gòu)調(diào)整，大力發(fā)展可再生能源，在沙漠、戈壁、荒漠地區(qū)加快規(guī)劃建設(shè)大型風(fēng)電光伏基地項(xiàng)目。

習(xí)近平最后強(qiáng)調(diào)，人不負(fù)青山，青山定不負(fù)人。生態(tài)文明是人類文明發(fā)展的歷史趨勢(shì)。讓我們攜起手來(lái)，秉持生態(tài)文明理念，站在為子孫后代負(fù)責(zé)的高度，共同構(gòu)建地球生命共同體，共同建設(shè)清潔美麗的世界！

《生物多樣性公約》第十五次締約方大會(huì)領(lǐng)導(dǎo)人峰會(huì)于10月12日在昆明以線上線下結(jié)合方式舉行，聯(lián)合國(guó)秘書長(zhǎng)古特雷斯、俄羅斯總統(tǒng)普京、埃及總統(tǒng)塞西、土耳其總統(tǒng)埃爾多安、法國(guó)總統(tǒng)馬克龍、哥斯達(dá)黎加總統(tǒng)阿爾瓦拉多、吉爾吉斯斯坦總統(tǒng)扎帕羅夫、巴布亞新幾內(nèi)亞總理馬拉佩、英國(guó)王儲(chǔ)查爾斯等以視頻方式出席。

Chinese President Xi Jinping delivered a keynote speech via video link at the leaders summit of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity （COP15） held in Kunming， southwest Chinas Yunnan Province， October 12， 2021. Xi called on the international community to enhance cooperation， build consensus and pool strength to build a community of all life on Earth.

Noting that biodiversity makes Earth full of vigor and vitality， and lays the foundation for human survival and development， Xi said protecting biodiversity helps protect Earth， our common homeland， and contributes to humanitys sustainable development.

The Kunming conference will work for the conclusion of the Post-2020 Global Biodiversity Framework， and identify targets and pathways for global biodiversity protection in the future， Xi said.

He stressed the need to respect Nature， follow Natures laws， protect Nature， and build a homeland of harmonious coexistence between man and Nature.

“A sound ecology and environment is not just a natural asset， but also an economic asset， and it affects the potential and momentum of economic and social development，” Xi said， calling for speeding up efforts to foster a green way of development and securing a win-win of economic growth and environmental protection.

Noting that the COVID-19 pandemic has cast a shadow over global development， Xi said developing countries in the face of the dual tasks of economic recovery and environmental protection “need help and support all the more.”

“We need to strengthen solidarity to overcome difficulties and let people across countries benefit more and in a fairer way from development outcomes and a sound environment，” Xi said.

“We are living in an era both fraught with challenges and full of hopes，” Xi said. “For the sake of our common future， we need to join hands and start a new journey of high-quality development for humanity.”

The development of ecological civilization should be taken as a guide to coordinate the relationship between man and Nature， Xi stressed， adding that human activities need to be kept within the limits of the ecology and environment， and holistic conservation and systematic governance of mountains， rivers， forests， farmlands， lakes， grasslands and deserts need to be carried out.

Xi urged efforts to let green transition drive peoples efforts to facilitate global sustainable development.

“We need to build a green， low-carbon and circular economic system， translate ecological strengths into development strengths， and bring out the great benefit that green mountains and clear waters can offer. We also need to step up green international cooperation and share the fruits of green development among all countries，” said the president.

Stressing the need to better peoples well-being to promote social equity and justice， Xi called for pursuing win-win results in environmental protection， economic development， job creation， poverty alleviation and other endeavors， and increase the sense of fulfillment， happiness and security of people in all countries.

“We shall take international law as the basis to uphold a fair and equitable international governance system，” Xi said， adding that people need to practice true multilateralism， and effectively honor and implement international rules.

He also said that the new environmental protection targets people set need to be ambitious on the one hand and pragmatic and balanced on the other.

Noting China has made remarkable progress in building an ecological civilization， Xi said China will continue to advance ecological progress， stay committed to implementing the new development philosophy emphasizing innovative， coordinated， green and open development for all， and build a beautiful China.

Xi announced Chinas initiative to establish the Kunming Biodiversity Fund and take the lead by investing 1.5 billion yuan （about 233 million U.S. dollars） to support biodiversity protection in developing countries.

China calls on and welcomes all parties to make contributions to the fund， Xi said.

Pointing out that China is moving faster to establish a protected areas system with national parks as the mainstay， Xi said areas with the greatest importance to the natural ecosystem， and with the most unique natural landscapes， the most valuable natural heritage and the greatest biodiversity reserve will be included in the national parks system over time.

To achieve its carbon peak and neutrality targets， China will release implementation plans for peaking carbon dioxide emissions in key areas and sectors as well as a series of supporting measures， the president said.

The country will also put in place a “1+N” policy framework for carbon peak and carbon neutrality， he said.

China will continue to readjust its industrial structure and energy mix， vigorously develop renewable energy， and make faster progress in planning and developing large wind power and photovoltaic bases in sandy areas， rocky areas and deserts， Xi said.

United Nations Secretary-General Antonio Guterres， Russian President Vladimir Putin， Egyptian President Abdel-Fattah al-Sisi， Turkish President Recep Tayyip Erdogan， French President Emmanuel Macron， Costa Rican President Carlos Alvarado， Kyrgyz President Sadyr Zhaparov， Papua New Guinean Prime Minister James Marape and Britains Prince Charles also attended the summit via video.
