市政府外辦視頻參加中聯(lián)部舉辦“中國(guó)共產(chǎn)黨十九屆六中全會(huì)精神專題宣介會(huì)”

2021年11月19日，中聯(lián)部以線上線下相結(jié)合的方式，面向外國(guó)政黨、在京駐華使節(jié)和外國(guó)各界代表等舉辦中國(guó)共產(chǎn)黨十九屆六中全會(huì)精神專題宣介會(huì)。來(lái)自全球160多個(gè)政黨和組織機(jī)構(gòu)的500多位代表，以及近100位在京駐華使節(jié)出席。

會(huì)上，中共中央對(duì)外聯(lián)絡(luò)部部長(zhǎng)宋濤從四個(gè)方面對(duì)黨的十九屆六中全會(huì)的精神要義進(jìn)行了全面闡述，有關(guān)專家從不同角度進(jìn)行解讀，世界各國(guó)政黨領(lǐng)導(dǎo)人和代表也進(jìn)行了精彩發(fā)言并同專家交流互動(dòng)。市政府外辦黨組書(shū)記、主任王雯率領(lǐng)市政府外辦全體干部職工以視頻形式參會(huì)學(xué)習(xí)。

宣介會(huì)結(jié)束后，市政府外辦組織干部職工開(kāi)展討論。王雯強(qiáng)調(diào)，全辦同志要認(rèn)真學(xué)習(xí)領(lǐng)會(huì)此次宣介會(huì)內(nèi)容和宋濤部長(zhǎng)講話精神，認(rèn)真謀劃籌備，在重慶舉辦面向各類在渝外籍人士的宣介活動(dòng)，拓展宣介的廣度和深度，提升對(duì)外宣介和傳播能力水平。

與會(huì)人員深受啟發(fā)和鼓舞，紛紛表示在今后工作中要堅(jiān)持把黨的十九屆六中全會(huì)精神對(duì)外宣傳與對(duì)外開(kāi)放相融合，國(guó)際傳播與國(guó)際合作相融合，結(jié)合重慶實(shí)際，對(duì)外講好中國(guó)故事和重慶故事，不斷提升對(duì)外傳播效能，形成國(guó)際傳播工作合力。

市政府外辦專題調(diào)研長(zhǎng)江文化藝術(shù)灣區(qū)建設(shè)

為加快推進(jìn)中西部國(guó)際交往中心建設(shè)，10月28日，市政府外辦副主任周毅率隊(duì)深入九龍坡區(qū)、大渡口區(qū)，就高起點(diǎn)規(guī)劃、高標(biāo)準(zhǔn)建設(shè)長(zhǎng)江文化藝術(shù)灣區(qū)開(kāi)展專題調(diào)研。

調(diào)研期間，周毅一行前往九龍半島規(guī)劃展覽館、重慶發(fā)電廠主廠區(qū)、五洲世紀(jì)中心、黃桷坪正街美術(shù)藝術(shù)項(xiàng)目、大渡口區(qū)釣魚(yú)嘴碼頭等地走訪，并先后與九龍坡區(qū)、大渡口區(qū)相關(guān)負(fù)責(zé)人開(kāi)展座談交流。

周毅表示，目前重慶市正在加快建設(shè)中西部國(guó)際交往中心，市政府外辦將積極為各區(qū)與駐外使領(lǐng)館間搭建起溝通的橋梁，建立多領(lǐng)域的國(guó)際合作渠道，高標(biāo)準(zhǔn)推進(jìn)長(zhǎng)江文化藝術(shù)灣區(qū)建設(shè)。

長(zhǎng)江文化藝術(shù)灣區(qū)作為主城六張城市新名片，是重慶市“南部人文之城”的核心區(qū)，規(guī)劃建設(shè)“藝術(shù)灣”是推進(jìn)“兩江四岸”治理提升的重要內(nèi)容，也將為重慶市開(kāi)展元首外交、舉辦國(guó)際會(huì)議、全方位展示重慶國(guó)際交往形象提供重要載體和窗口。

市政府外辦舉行重慶市境外企業(yè)“云巡查”視頻會(huì)議

為助推企業(yè)安全穩(wěn)定發(fā)展，11月9日，重慶市境外企業(yè)“云巡查”視頻會(huì)議在重慶外事大樓舉行。本次會(huì)議對(duì)重慶外建集團(tuán)和外建集團(tuán)烏干達(dá)分公司開(kāi)展“云巡查”，幫助企業(yè)切實(shí)做好風(fēng)險(xiǎn)隱患排查。市政府外辦副主任周毅主持會(huì)議，市委國(guó)安辦、市發(fā)展改革委、市公安局、市商務(wù)委、市衛(wèi)生健康委、市國(guó)資委等部門(mén)相關(guān)負(fù)責(zé)人參會(huì)。

周毅表示，當(dāng)前全球疫情持續(xù)蔓延，安全形勢(shì)復(fù)雜嚴(yán)峻，對(duì)我境外企業(yè)安全和發(fā)展造成現(xiàn)實(shí)威脅。市政府外辦將會(huì)同相關(guān)部門(mén)加強(qiáng)對(duì)企業(yè)的關(guān)心指導(dǎo)，助推重慶市在境外企業(yè)發(fā)展行穩(wěn)致遠(yuǎn)。

會(huì)上，中國(guó)駐烏干達(dá)大使館經(jīng)商參贊蔣季青對(duì)本次活動(dòng)進(jìn)行指導(dǎo)和點(diǎn)評(píng)，市疾控中心防疫專家劉南、中虎國(guó)際公司安保專家張爻分別從烏干達(dá)面臨的主要安全風(fēng)險(xiǎn)、目前企業(yè)安保工作中存在的問(wèn)題、境外防疫風(fēng)險(xiǎn)和防疫規(guī)范、海外員工身心健康管理等方面提出了針對(duì)性意見(jiàn)和建議。

中俄政黨論壇“可持續(xù)發(fā)展”第二次專題會(huì)議11月25日以視頻方式舉行。中共中央對(duì)外聯(lián)絡(luò)部副部長(zhǎng)錢(qián)洪山，重慶市政府外辦、吉林省外辦等中俄兩黨和地方代表參加。市政府外辦副主任李明全線上出席并作交流發(fā)言。

錢(qián)洪山副部長(zhǎng)重點(diǎn)介紹習(xí)近平總書(shū)記關(guān)于可持續(xù)發(fā)展的重要論述，深入宣介黨的十九屆六中全會(huì)精神，表示中國(guó)共產(chǎn)黨愿與統(tǒng)一俄羅斯黨共同努力，積極推動(dòng)中俄發(fā)展戰(zhàn)略對(duì)接，深化兩國(guó)地方和務(wù)實(shí)領(lǐng)域合作，共同推動(dòng)全球合作進(jìn)程，為促進(jìn)新時(shí)代中俄關(guān)系發(fā)展作出更大貢獻(xiàn)。

2021四川·重慶日語(yǔ)作文演講大賽成功舉行

由重慶市人民對(duì)外友好協(xié)會(huì)、四川省人民對(duì)外友好協(xié)會(huì)、日本駐重慶總領(lǐng)事館共同主辦的“2021四川·重慶日語(yǔ)作文演講大賽”，10月30日通過(guò)線上線下同時(shí)進(jìn)行的方式成功開(kāi)賽。重慶市對(duì)外友協(xié)副會(huì)長(zhǎng)王廣成、四川省對(duì)外友協(xié)秘書(shū)長(zhǎng)向瓊花、日本駐重慶副總領(lǐng)事大熊雅昭出席大賽并分別致辭。

王廣成表示，日語(yǔ)作文演講大賽是川渝兩地對(duì)外友好交流品牌活動(dòng)之一，得到川渝兩地各高校的熱情響應(yīng)和日語(yǔ)學(xué)習(xí)愛(ài)好者的積極參與。青年是國(guó)家和民族的希望，也肩負(fù)著中日兩國(guó)關(guān)系的未來(lái)，希望參賽選手以此為契機(jī)更加努力學(xué)習(xí)，為增進(jìn)兩國(guó)人民的理解和友誼作出更大的貢獻(xiàn)。

市政府外辦組織協(xié)調(diào)市生態(tài)環(huán)境局應(yīng)邀線上出席11月23日由重慶市國(guó)際友城韓國(guó)仁川廣域市和聯(lián)合國(guó)亞太經(jīng)濟(jì)社會(huì)委員會(huì)東北亞區(qū)域辦事處共同舉辦的國(guó)際低碳城市論壇，并在論壇第一部分“實(shí)現(xiàn)城市的碳中和”發(fā)言。

市生態(tài)環(huán)境局應(yīng)對(duì)氣候變化處副處長(zhǎng)談贇從踐行綠色發(fā)展理念引領(lǐng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、打造綠色樣板帶動(dòng)城市綠色轉(zhuǎn)型、用好組合政策推動(dòng)低碳發(fā)展、推動(dòng)制度創(chuàng)新落地見(jiàn)成效等方面，向與會(huì)的130余名代表分享了重慶探索低碳轉(zhuǎn)型實(shí)現(xiàn)綠色復(fù)蘇的有關(guān)經(jīng)驗(yàn)做法，開(kāi)展應(yīng)對(duì)氣候變化交流。

On November 19， the International Department of the CPC Central Committee held a special publicity and promotion meeting on the guidelines of the sixth plenary session of the 19th CPC Central Committee for foreign political parties， foreign envoys in Beijing and foreign representatives from all walks of life. Over 500 representatives from more than 160 political parties and organizations around the world and nearly 100 foreign envoys in Beijing attended the meeting.

At the meeting， Song Tao， director of International Department of the CPC Central Committee， comprehensively expounded the guidelines of the sixth plenary session of the 19th CPC Central Committee from four aspects. Relevant experts interpreted them from different angles. Leaders and representatives of political parties all over the world also made wonderful speeches and exchanged ideas with experts. Wang Wen， director general of Foreign Affairs Office of Chongqing Municipal People's Government meets with Huub Buise， Consul General of the Kingdom of the Netherlands in Chongqing

On November 2， Huub Buise， newly appointed Consul General of the Kingdom of the Netherlands in Chongqing， called on Wang Wen， director general of Foreign Affairs Office of Chongqing Municipal People's Government. The two sides exchanged views on the basis， prospect， and work plan of cooperation between Chongqing and the Netherlands.

According to Wang Wen， the Netherlands is a major EU country with the advantageous geographical location at the land-sea intersection of "Belt and Road"， while Chongqing is the juncture between "Belt and Road" and Yangtze River Economic Belt. The industries of the two places are highly complementary with great cooperation potential. Foreign Affairs Office of Chongqing Municipal People's Government surveys the construction of Yangtze River Culture and Art Bay Area

On October 28， in order to accelerate the construction of an international exchange center in Central and Western China， Zhou Yi， deputy director general of the Foreign Affairs Office of Chongqing Municipal People's Government， led a team to Jiulongpo District and Dadukou District for a special survey on the planning and construction of Yangtze River Culture and Art Bay Area from a high starting point and with a high standard.

During the survey， Zhou Yi and his delegation visited the Jiulong Peninsula Planning Exhibition Gallery， the main plant area of Chongqing Power Plant， 5C Group Century Center， Huangjiaoping Zhengjie Art Zone project， Diaoyuzui Dock in Dadukou District， and held meetings with relevant heads of Jiulongpo District and Dadukou District.

On November 9， in a bid to propel the safe and stable development of enterprises， the "Cloud Patrol" video conference of overseas enterprises in Chongqing was held in Chongqing Foreign Affairs Building. The meeting conducted "Cloud Patrol" on Chongqing International Construction Corporation and Uganda branch of CICO to help enterprises ensure solid investigation of potential risks. Zhou Yi， deputy director general of the Foreign Affairs Office of Chongqing Municipal People's Government， presided over the meeting， and relevant heads of the National Security Office of the CPC Chongqing Committee， the Chongqing Municipal Development and Reform Commission， the Chongqing Municipal Public Security Bureau， the Chongqing Municipal Commission of Commerce， the Chongqing Municipal Health Commission， the Chongqing Municipal State-owned Assets Supervision and Administration Commission and other departments attended the meeting.

Zhou Yi said that the current pandemic spread worldwide， plus complicated and severe security situation， pose a real threat to the safety and development of overseas enterprises in our city. At the meeting， Jiang Jiqing， Economic and Commercial Counselor of the Chinese Embassy in Uganda， gave guidance and comments on the event. Liu Nan， an epidemic prevention expert of the Chongqing Center for Disease Control and Prevention， and Zhang Yao， a security expert of Sino-Tiger International Corporation， respectively put forward relevant opinions and suggestions on the main security risks faced by Uganda， the problems existing in the current enterprise security work， overseas epidemic prevention risks and epidemic prevention norms， and physical and mental health management of overseas employees.

On November 25， the Second Special Meeting on "Sustainable Development" of China Russia Political Parties Forum was held via video. 2021 Sichuan · Chongqing Japanese Composition Speech Contest held successfully

On October 30， co-sponsored by the Chongqing People's Association for Friendship with Foreign Countries， Sichuan Provincial People's Association for Friendship with Foreign Countries and the Consulate General of Japan in Chongqing， the "2021 Sichuan · Chongqing Japanese Composition Speech Contest" was successfully held via online and offline forms at the same time. Wang Guangcheng， vice president of Chongqing People's Association for Friendship with Foreign Countries， Xiang Qionghua， secretary-general of Sichuan Provincial People's Association for Friendship with Foreign Countries， and Okuma Masaaki， vice consul general of Japan in Chongqing attended the contest and delivered speeches respectively.

Chongqing sends representatives to attend the International Low Carbon City Forum to share the experience of exploring low-carbon transformation and realizing green recovery

On November 23， the Foreign Affairs Office of Chongqing Municipal People's Government organized and coordinated the Chongqing Municipal Ecology and Environment Bureau to attend the International Low Carbon City Forum on the Internet jointly organized by Incheon Metropolitan City of South Korea， an international sister city of Chongqing， and the Northeast Asia Regional Office of the U.N. Economic and Social Commission for Asia and the Pacific （ESCAP）， and address in the first session of the Forum "Realizing Urban Carbon Neutrality".

Tan Yun， deputy director of the Climate Change Response Division of the Chongqing Municipal Ecology and Environment Bureau， shared with 130-plus representatives on the city's experience and practices in exploring low-carbon transformation and realizing green recovery， and conduct exchanges on responding to climate change from the aspects of practicing the concept of green development， leading the upgrading of industrial structure， creating a green model to drive the city's green transformation， making good use of policy portfolio to promote low-carbon development and pushing forward the implementation of institutional innovation.

In the first session of the forum， relevant responsible persons of Shenyang， Incheon Metropolitan City of South Korea， Kobe City and Kitakyushu City of Japan respectively introduced the policies， projects and efforts made by their cities to achieve carbon neutrality.
