【摘? 要】全國國有企業(yè)黨的建設工作會議指出，黨對國有企業(yè)的領導是政治領導、思想領導、組織領導的有機統(tǒng)一，要發(fā)揮把方向、管大局、保落實作用。“九字真經(jīng)”其本質(zhì)是黨對國有企業(yè)領導方式的具體化，更是國有企業(yè)做好黨的建設與生產(chǎn)經(jīng)營深度融合的“金鑰匙”。如何把會議要求貫徹到具體工作之中，山東新能泰山發(fā)電股份有限公司黨委在企業(yè)推進市場化改革的背景下進行了卓有成效的嘗試與實踐。

【Abstract】The National Party Construction Conference of State-Owned Enterprises pointed out that the Party's leadership over state-owned enterprises is an organic unity of political leadership， ideological leadership and organizational leadership. It is necessary to play a role of holding the direction， managing the overall situation and ensuring the implementation. The essence of "nine-word policy" is the concretion of the Party's leadership style to the state-owned enterprises， and it is also the "golden key" for state-owned enterprises to do a good job in the deep integration of Party construction and production and operation. How to implement the requirements of the conference into the specific work， the Party committee of Shandong Xinneng Taishan Power Generation Company Limited has carried out effective attempts and practices under the background of promoting market-oriented reform.

1 引言

全國國有企業(yè)黨的建設工作會議提出了關于國有企業(yè)要成為“六個力量”的重要論斷。從發(fā)展要求看，堅持黨的領導、加強黨的建設是國有企業(yè)深化改革、做強做優(yōu)做大的根本保障，強調(diào)深化國有企業(yè)改革，首要一條就是堅持黨的領導，否則就不是中國特色社會主義。新能泰山公司堅持和加強的黨的領導，充分發(fā)揮黨委在公司治理和經(jīng)營中的作用，所遵循的原則就是黨對國有企業(yè)的定位，用把方向、管大局、保落實的“金鑰匙”來解鎖企業(yè)黨的建設與生產(chǎn)經(jīng)營的融合難題。

2 以改革為基點，換發(fā)新時代企業(yè)黨建新活力

山東新能泰山發(fā)電股份有限公司（以下簡稱新能泰山公司）自1994年成立以來，歷經(jīng)多次改組改革成為華能集團內(nèi)物流業(yè)務的上市整合平臺，主要業(yè)務發(fā)展方向為大宗商品智慧供應鏈集成服務、產(chǎn)業(yè)園投資運營及物業(yè)資產(chǎn)管理等。兩年來，新能泰山公司貫徹落實華能集團戰(zhàn)略部署要求，實現(xiàn)了新能泰山公司資產(chǎn)結構優(yōu)化和換發(fā)了新的生機，以“三項制度”為突破，建立符合市場化特點的選人用人體系、人才管理體系和干部評價體系，為新能泰山公司“二次創(chuàng)業(yè)”再出發(fā)提供了必要的內(nèi)部環(huán)境和內(nèi)生動力。

目前，新能泰山公司堅持以習近平新時代中國特色社會主義思想和黨的十九大精神為指引，不斷推進公司深化改革，全力推動公司向國內(nèi)具備核心競爭力的智慧供應鏈集成服務商和一流的物業(yè)資產(chǎn)管理、產(chǎn)業(yè)園運營商轉(zhuǎn)型。在面對改革機遇和尋求市場突破的同時，公司黨委以落實“九字真經(jīng)”為抓手，分析企業(yè)內(nèi)外部環(huán)境，不斷提升企業(yè)黨的建設活動質(zhì)量，為公司高質(zhì)量發(fā)展提供組織保證。

2.1 工作與方向相得益彰須明確時代背景

正確認識和牢牢把握新時代黨的建設總要求這一新時代背景，對做好黨建工作和更好落實黨建工作舉措具有重大意義，為新能泰山公司持續(xù)做好市場化改革和高質(zhì)量發(fā)展提供了思想政治保障。
