Vision of the Belt and Road： Dissemination of High—speed Rail & Dual Character of the Initiative

【Abstract】President Xi’s BR Initiative proposes a win-win solution to the multilateral development， which intends to bring benefits for many countries and worldwide economy. China has made a lot of achievements via BR， yet it has to get prepared for criticisms and doubts towards such an enormous proposal.

Body：As an old Chinese proverb goes， if you want to get rich， you should build a road， and when the train whistle is heard， tons of gold will arrive. A friend once informed me about her father’s bringing her the gift abroad. While she was showcasing me the gift， she was thrashing around and dancing wildly. That’s how we placed thoughts on foreign products years ago.

But now， it seems like that we have switched our views to an opposite direction. We tend to have infatuations on the transportation of China. Being the core of communications， the high-speed rail has made our life more convenient. About 9 in 10 would choose high-speed rail as the way to go out.

Not only us， but a large crowd of foreigners are obsessed with our technology.

There was an civil engineer comparing China’s high-speed rail with the airports. He said， “Most cities have built new train stations to accommodate the high-speed trains. These stations are all clean modern architectures. In the larger cities， they might feel more like airports， but somehow even larger and more spacious than airports. Like airports， you have to go through security checks and wait in a departure lounge. Unlike the airport， you don’t have to check in hours before hand， and security queues would usually take a couple of minutes.”I’ve also interviewed some of my foreign friends postingtheir feelings upon China's high-speed rail. The feedbacks are also likethis：“When you look out your window and see rural China flying by，you feel caught in a time-warp When you walk up and down the aisles at your pleasure and convenience， you feel the blood circulating.When you use your 4G （or portable wifi） on the trip without anyone telling you that it interferes with the operation of the vehicle， you feel productive. More realistically， you feel entertained.”Above all are the positive feedbacks from the world， yet China has to get prepared for criticisms and doubts towards such an enormous proposal. For example， the route passes Northwest， Southwest， Russian， stretching its way to the middle Asia， and the middle east. When talking about the middle east， everyone would think about the unstable social conditions and the ordeal the local people are experiencing or have experienced. What follows then might be “Would there be a market where economy could grow？ What will China do if any country along the Road and Belt would not or cannot honor the bilateral or multilateral agreements？”

The answer to the first question is definitely YES. A Chinese professor once said the turmoil in the middle east was normal， it’s not real if we did our investment until all the conflicts were gone. That means no matter what our Chinese entrepreneurs may confront， some of them will expand their business to there， which states that there will be communications in terms of commercial trade and changing markets. And in fact， China has invested 50 billion RMB in Arab and has reached the agreement of exchanging currencies of both countries. Besides， China has already become one of Arab’s largest trade partner.

As for the second question， what the Belt and Road advocates is to develop different civilizations and cultures， rather than highlight the obstacles we have ever encountered. While accomplishing the mutual success with Arab via the Belt and Road， we can help to tight the connection between China and Middle East as well as the corporation between the countries in the middle east too. Xi said that there are 2 keys. One is to enhance the communications to resolve discrepancy， another is to stipulate the development to solve difficulties.

China is writing its story along with challenges and brings us positive achievements. When heaven is about to place a great responsibility on a great man， it always first frustrates his spirit and will， exhausts his muscles and bones， exposes him to starvation and poverty， harasses him by troubles and setbacks so as to stimulate his spirit， toughen his nature and enhance his abilities. China， as the great man in the ancient texts， is fighting against all kinds of challenges and makes wonders. It is becoming the nexus of the world that should not be neglected.
