Build Strong Bases for Going Global by Using the Chinese Wisdom

This article was first presented as a keynote speech at the 2017 China Industrial Park Sustainable Development Forum. It contains the author’s fi rsthand experience of developing and managing the Pudong New Area, arguing industrial park plays a crucial role in increasing economic innovation and competence.

If we fail to present China’s story to the foreign audience, they will not acknowledge our achievements. If China did not make these achievements, we would not have been able to clearly explain socialism with Chinese characteristics,thus we would not have enough conf i dence when talking with foreigners. In going global, we need to fi gure out how to forge forward. We have to identify out the diff i culties and road blocks and then move ahead carefully.

--A New Phase in Going Global: Presenting the Chinese Culture and Development Vision Abroad

With the development of the BRI, going global has entered a new phase characterized by the fact that not only Chinese businesses go abroad, but also what is known as the soft power, such as the Chinese culture and developmental philosophy, is being introduced overseas. For Chinese culture to be accepted by other peoples, the culture has to be advanced and appealing. Also the means and methods of disseminating it should evolve with the times. What is more, it is imperative to fi nd the best way to enter into a foreign environment and strike a common accord among the audience. After forty years of reform and opening up, China’s achievements and experiences provide ample ground and strength for spreading our vision of development. If we want to have China’s story heard and the BRI accepted and participated in by other countries, it is not only necessary but also inevitable to introduce China’s advanced developmental philosophy.

The Guiding Role of Chinese Culture in Implementing the BRI

Since the Belt and Road Initiative has been unfolded, China has made great headway in presenting its culture to the world, with numerous achievements in such areas as cultural exchange, communication and trade. The BRI’s Security Requirements and the Training of Chinese Military Personnel Serving Abroad

Chinese military academies are endowed with advantages in training talents for serving abroad. They should enrich their curricula and teaching materials for meeting the security requirements of the BRI, particularly in strengthening all-round capability ranging from strategic communication, public diplomacy with a focus on military public diplomacy, new media diplomacy to increasing opinions of military diplomacy heard by others, from cross-cultural communication, general knowledge of nature, society, culture and law of countries along the Belt and Road, to resolving crisis, public relations, and foreign language skills. This paper will brief l y introduce some of the areas above.

The BRI and Conducting Public Diplomacy in Central Asia

As an important platform for bringing open and new economic arrangement to a higher level, the BRI serves as the overarching plan and action guide for major country diplomacy with Chinese characteristics in the new era. Central Asia has been regarded as an important target region of the BRI. In the past fi ve years, China has committed to the principles of shared achievements through consultation and cooperation. Guided by “connectivity in five areas”, it has realized alignment of development strategies, project cooperation, infrastructure construction, and people-to-people exchange with Central Asian countries, making signif i cant progress in regional diplomacy and building the Silk Road Economic Belt. Meanwhile, there still are many challenges in promoting the BRI in Central Asia. This paper is an attempt to discuss the content, form, means and methods of conducting public diplomacy in Central Asia by analyzing and forecasting the current situation, development and future prospects for the BRI. It also highlights the uniqueness and value of public diplomacy in pushing forward the BRI.

The BRI and Taking China’s Miracles Abroad

Within forty years of China's reform and opening up, particularly since the 18th National Congress of the Communist Party of China, China has made an impressive array of historic reforms that have culminated in world renowned“China's miracles". Now the BRI is taking such miracles to outside China, which adds global wisdom for continued miracles and future innovation. Reform and opening up, problem-oriented approach and people-centered philosophy are the basis for China’s miracles. The BRI, which is the process of great change and development, provides new ground for China's miracles and a chance for China to open new horizons and learn from other countries.

Maintaining the Vision of Doing Greater Good and Shared Profits in Implementing the BRI

Doing greater good and shared profits are of great significance to the BRI.However, there have been misunderstandings such as the theories of China unilaterally giving away money, providing free ride, an uncontrollable high risks, and the mixing up of profit-making and social responsibilities. It is of utter importance to adopt the vision of doing greater good and shared prof i ts in implementing the BRI, which allows correct handling of the interests of China and other countries, the participation and reform of the global governance system,and the relationship between the government and enterprises, between economic and trade cooperation and people-to-people exchange, as well as the relationship between practical implementation and media guidance.

Since the 18th National Congress, the CPC Central Committee with Xi Jinping at the core has advanced the BRI based on its clear and far-sighted understanding of the global community of share future, the development trend of the world and the historic changes in China’s relations with the rest of the world. In the past few years, the international community has shown increasing understanding of this proposal. Despite continuous jarring noises, by and large there have been a growing number of positive changes of opinion. “A global community of shared future” has thus become an important window on China’s foreign policy for international China watchers.

Overseas Social Responsibilities of Chinese Businesses: a Public Diplomacy Perspective

Since the proposal of the “going global” strategy and particularly the BRI, Chinese businesses have stepped up their expansion overseas by rapidly increasing their outbound investment, construction projects and business operations. In the meantime,the issues of conducting public diplomacy and fulfilling their overseas social responsibilities by Chinese businesses have come under the spotlight. This paper is an attempt to discuss the main activities of overseas social responsibilities of Chinese enterprises by examining the close ties between overseas social responsibility and public diplomacy of Chinese enterprises, and put forward proposals for enterprises to performing overseas social responsibility through public diplomacy.

As windows into China and the Chinese people for the international audience, Mr. Chan’s films have been screened worldwide. Mr. Chan wished for world peace on many of his birthdays and as a world-famous celebrity, he has long championed for world peace. In a recent interview with the Public Diplomacy Quarterly, Jackie Chan shared his thoughts on the international exchange of fi lms,international charitable activities and world peace.

Japan in the Eye

Xu Jingbo, a journalist and visiting author in Japan, is the president of the Asia Communication Group. He has reported China’s “two sessions” since 1997 and has interviewed a number of Chinese and Japanese leaders. Through his book titled “Japan in the Eye of Xu Jingbo” and a radio program with the same name on the internet radio app “Himalaya”, he presents Japan’s story to the Chinese audience in a unique way, helping them to have an objective and thorough understanding of Japanese society from all aspects.

A Study on Chinese Think Tank Going Global

Nowadays, think tanks are increasingly becoming an important force in influencing government policies, promoting international exchanges, and benefiting social development. As think tanks of socialism with Chinese characteristics gradually take shape and improve themselves at a time when China’s international influence continues to grow, it has become an inevitable trend to satisfy social demand and the need of growth for China’s think tanks to expand their influence beyond borders. Taking the Charhar Institute, a nongovernmental international relations and public diplomacy think tank as an example, this paper will analyze the strategy of Chinese think tanks’ efforts of going global and provide some practical suggestions.

The New Colombo Plan: a Public Diplomacy Perspective

Public diplomacy is an important part of Australia’s foreign policy. In 2013,Australia kicked off the New Colombo Plan to sponsor Australian students to study and do internship in the Indo-Pacif i c Region in order to serve the country’s strategic goal. This paper focuses on the case of this company, summarizing its rich experience and making recommendations. Principles of Public Diplomacy: an Analysis of Alexander Windt’s Constructivism

Public diplomacy is very important in international relations. Perspectives on how to best use public diplomacy vary among Chinese and foreign scholars.However, there has been little study made by the international relations profession in using constructivism to explain the principles of public diplomacy. The theory of Alexander Windt, a representative of the constructivism school, can be used to explain the principles of public diplomacy: public diplomacy was created by the rules and structures of the international system, and it in turn shapes these rules and structures. The new identity made in this process def i nes national interest. This theory sheds some light on a global community of shared future China has proposed.

With continuously slow increase in world economy and spread of protectionism in the West, in 2016, China successfully hosted the G20 Hangzhou Summit. At the beginning of 2017, President Xi Jinping gave a keynote speech at the World Economic Forum. In May 2017, the Belt and Road International Cooperation Summit Forum took place in Beijing. These events left China’s deep imprints on global economic governance. At the same time, US was questioned from all corners because of newlyelected President Trump’s conservative policy. The shift of China and US in their roles in global governance has caught the attention of public opinions.The New York Times, a representative of US mainstream media, serves as an important platform where American foreign policy debates take place. At a time of these shifts in global governance, the wayThe New York Timesconstructs China’s national image, how it looks at China’s international influence and the kind of reference for US policy on China it provides, all function as a window for observing the new dynamics and direction of China-related public opinions in the West.

This paper focuses on Chinese investments in Cambodia, Laos, Myanmar, and Vietnam with the BRI as the backdrop. The models and focuses of such investments are different in these four countries, and this investment cooperation between China and the four countries sets a good example for other ASEAN members. This paper recommends that the four countries seize the opportunity to welcome Chinese investments for their own economic development and not let their fractional and technological conf l icts with China block their way of development.
