創(chuàng)新合作服務(wù)“一帶一路”建設(shè)第15屆東博會匯聚新老伙伴

第15屆中國—東盟博覽會和商務(wù)與投資峰會新聞發(fā)布會現(xiàn)場.

伴著炎炎夏日，第15屆中國—東盟博覽會、中國—東盟商務(wù)與投資峰會的籌備工作也進(jìn)入到了緊張的沖刺階段。7月17日，中國國務(wù)院新聞辦公室召開了中國—東盟建立戰(zhàn)略伙伴關(guān)系15周年暨第15屆中國—東盟博覽會、中國—東盟商務(wù)與投資峰會新聞發(fā)布會，通報(bào)中國與東盟經(jīng)貿(mào)合作情況及第15屆東博會、商務(wù)與投資峰會的亮點(diǎn)和籌備進(jìn)展。

2018年是中國—東盟建立戰(zhàn)略伙伴關(guān)系15周年。15年來，雙方經(jīng)貿(mào)合作取得了顯著的成效。第15屆東博會主題為“共建21世紀(jì)海上絲綢之路，構(gòu)建中國—東盟創(chuàng)新共同體”，不僅“一帶一路”、創(chuàng)新合作成為關(guān)鍵詞，東博會“朋友圈”還擴(kuò)大到了非洲，坦桑尼亞出任特邀合作伙伴。

“一帶一路”、創(chuàng)新合作點(diǎn)亮主題

據(jù)中國廣西壯族自治區(qū)黨委常委、秘書長黃偉京介紹，將于9月12～15日在中國南寧舉辦的第15屆東博會具有五大特點(diǎn)：

一是主題突出“一帶一路”和創(chuàng)新合作。今年是中國—東盟創(chuàng)新合作年，本次盛會以“共建21世紀(jì)海上絲綢之路，構(gòu)建中國—東盟創(chuàng)新共同體”為主題，充分展示創(chuàng)新成果及創(chuàng)新合作的發(fā)展新趨勢，為中國—東盟合作注入新動(dòng)力。二是舉辦15周年紀(jì)念活動(dòng)。包括中國和東盟國家領(lǐng)導(dǎo)人共植友誼樹、15周年經(jīng)貿(mào)成果展、紀(jì)念15周年中國—東盟企業(yè)家峰會以及15周年系列宣傳活動(dòng)等。三是展覽內(nèi)容更加豐富，商機(jī)更多。中國參展的產(chǎn)品突出信息化、智能化、綠色節(jié)能化，以科技創(chuàng)新升級帶動(dòng)更全面經(jīng)貿(mào)合作；東盟國家參展的知名品牌商品比往屆更多，有8個(gè)東盟國家包館；“一帶一路”國際展區(qū)的參展國家展品更為豐富。四是積極推進(jìn)“南向通道”建設(shè)。為南向通道沿線省區(qū)市展示相關(guān)政策措施、產(chǎn)業(yè)優(yōu)勢、基礎(chǔ)設(shè)施建設(shè)、進(jìn)出口貿(mào)易、物流通關(guān)、金融服務(wù)、招商引資、對外投資等內(nèi)容搭建平臺，提供綜合服務(wù)，促進(jìn)政策溝通、產(chǎn)業(yè)對接和項(xiàng)目落地、舉辦南向通道專題推介會。五是合作領(lǐng)域更寬。本屆東博會框架下繼續(xù)舉辦系列高層論壇，涵蓋的領(lǐng)域在原有的基礎(chǔ)上，增加應(yīng)急救援、海洋、商事仲裁等新領(lǐng)域，推動(dòng)重點(diǎn)項(xiàng)目落地。目前已確定舉辦的論壇共有37個(gè)。

此外，第15屆中國—東盟商務(wù)與投資峰會將在鞏固擦亮、優(yōu)化提升原有品牌活動(dòng)的同時(shí)創(chuàng)新活動(dòng)模式，豐富活動(dòng)內(nèi)容。中國—東盟工商界將抓住新一輪科技和產(chǎn)業(yè)革命帶來的機(jī)遇，在創(chuàng)新領(lǐng)域加強(qiáng)合作，進(jìn)一步發(fā)揮“南寧渠道”、南向通道的作用。本屆峰會將舉辦主題國領(lǐng)導(dǎo)人與中國企業(yè)CEO圓桌對話會、中國—東盟商界領(lǐng)袖論壇、首屆“一帶一路”新經(jīng)濟(jì)發(fā)展論壇、首屆“一帶一路”青年領(lǐng)袖論壇等9項(xiàng)活動(dòng)，聚焦中國—東盟跨境電子商務(wù)發(fā)展、商事法律合作等領(lǐng)域。而《中國—東盟工商界推動(dòng)服務(wù)“一帶一路”南寧宣言》《貿(mào)易便利化對中國—東盟跨境電商發(fā)展的影響和促進(jìn)作用專題研究報(bào)告》《中國—東盟青年推動(dòng)服務(wù)“一帶一路”南寧宣言》《“一帶一路”國別法律研究項(xiàng)目》《中國—東盟自貿(mào)協(xié)定實(shí)施效果評估》等一批宣言和文件報(bào)告屆時(shí)也將發(fā)布。

坦桑尼亞：東博會“朋友圈”的新伙伴

記者從新聞發(fā)布會上獲悉，目前，第15屆東博會的各項(xiàng)籌備工作進(jìn)展順利，國內(nèi)外企業(yè)報(bào)名參展踴躍。本屆東博會的主題國是柬埔寨。絲綢之路經(jīng)濟(jì)帶延長線的非洲國家坦桑尼亞擔(dān)任特邀合作伙伴。

坦桑尼亞與中國的互利合作始于1981年，目前共有40多家中國公司在坦桑尼亞開展勞務(wù)承包業(yè)務(wù)。2017年，雙邊貿(mào)易額為34.52億美元。坦桑尼亞還是中國公民團(tuán)隊(duì)旅游的重要目的地國。坦桑尼亞方面的東博會籌備委員會表示，中國是坦桑尼亞的重要經(jīng)貿(mào)合作伙伴，東博會將是坦桑尼亞參與“一帶一路”建設(shè)和開拓東盟市場的一個(gè)很好的合作平臺。作為第15屆東博會特邀合作伙伴，坦桑尼亞將于會期舉辦國家推介會；設(shè)置國家形象館進(jìn)行國家形象展示；展示坦桑尼亞優(yōu)質(zhì)和特色農(nóng)產(chǎn)品、手工藝品，洽談旅游合作等，組織優(yōu)秀展商、采購商參會。坦桑尼亞桑給巴爾第二副總統(tǒng)伊迪閣下將率坦桑尼亞高級別代表團(tuán)參會。

桑給巴爾貿(mào)工部部長Amina Salum Ali此前表示：對第15屆東博會充滿期待。坦桑尼亞已經(jīng)就東博會的籌備工作成立了跨多個(gè)部門的籌備委員會，將積極認(rèn)真做好參加本屆盛會的各項(xiàng)工作。

東博會深化中國—東盟戰(zhàn)略伙伴關(guān)系成效顯著

2018 年是中國—東盟建立戰(zhàn)略伙伴關(guān)系 15 周年。據(jù)中國商務(wù)部副部長高燕介紹，15 年來，中國和東盟雙邊貿(mào)易規(guī)模大幅提高，雙邊貿(mào)易額由 2003 年的 780 多億美元增長到 2017 年的 5000 多億美元。中國已連續(xù) 9 年成為東盟第一大貿(mào)易伙伴，同時(shí)東盟連續(xù) 7 年成為中國第三大貿(mào)易伙伴。15 年間，中國—東盟雙向投資新增額超過 1600億美元，累計(jì)投資存量達(dá) 2000 億美元，東盟成為中國企業(yè)對外投資的重點(diǎn)地區(qū)。東盟還是“一帶一路”國際合作的優(yōu)先方向和重要伙伴。雙方高度重視瀾滄江—湄公河、大湄公河次區(qū)域經(jīng)濟(jì)合作機(jī)制、中國—東盟東部增長區(qū)合作等次區(qū)域合作框架下的合作，推動(dòng)雙方有關(guān)地方和企業(yè)積極參與區(qū)域經(jīng)濟(jì)一體化進(jìn)程。

“東博會為推動(dòng)中國—東盟戰(zhàn)略伙伴關(guān)系深入發(fā)展發(fā)揮了重要作用?！秉S偉京秘書長還介紹道，前 14 屆東博會，共有 67 位中外領(lǐng)導(dǎo)人、2900 多位部長級貴賓出席，通過系列高層友好交流，增進(jìn)戰(zhàn)略互信。東博會框架下共舉辦200 多個(gè)會議、論壇，涵蓋 40 多個(gè)領(lǐng)域，建立起多領(lǐng)域合作機(jī)制。

“本屆東博會將創(chuàng)新區(qū)域合作機(jī)制，增強(qiáng)高層對話平臺，推動(dòng)中國—東盟戰(zhàn)略伙伴關(guān)系邁上新臺階；延伸展會價(jià)值鏈，夯實(shí)專業(yè)合作平臺，促進(jìn)中國—東盟經(jīng)貿(mào)合作取得新成果；進(jìn)一步發(fā)揮‘南寧渠道’作用，推動(dòng)中國—東盟多領(lǐng)域交流提升到新水平。”高燕說。

Highlighting the Belt and Road and Innovation Cooperation, the 15thCAEXPO to Gather Old and New Friends

In the summer of 2018, preparations for the 15thChina-ASEAN Expo(CAEXPO) and the China-ASEAN Business & Investment Summit are urgently underway. On July 17, 2018,the State Council Information Office of China held a press conference, brie fing on the China-ASEAN economic and trade cooperation and the highlights and preparations for the 15thCAEXPO and the China-ASEAN Business &Investment Summit.

The year 2018 marks the 15thanniversar y of China-ASEAN strategic partnership. Both sides have witnessed remarkable achievements in the economic and trade cooperation during the past 15 years. The theme of the 15thCAEXPO is “Jointly Building the 21stCentury Maritime Silk Road and the China-ASEAN Community of Innovation”. The African country of Tanzania will serve as a speciallyinvited partner.

The Belt and Road and innovation cooperation highlighted in the theme

According to Huang Weijing, Member of the Standing Committee and Secretary General of the Guangxi Autonomous Regional Committee of the Communist Party of China (CPC), the 15thCAEXPO, to be open on September 12-15, 2018 in Nanning, capital of south China’s Guangxi Zhuang Autonomous Region, has five features.

First, the theme highlights the Belt and Road and innovation cooperation.The year 2018 is the China-ASEAN Year of Innovation. Under the theme of “Jointly Building the 21stCentury Maritime Silk Road and the China-ASEAN Community of Innovation”,the 15thCAEXPO will showcase innovation outcomes and the new trend of innovation cooperation, to inject new impetus into China-ASEAN cooperation.

Second, activities will be held in commemoration of the 15thanniversary.These commemorative activities include Friendship Tree Planting by leaders of China and ASEAN countries,the 15thAnniversary Economic and Trade Achievement Exhibition, the 15thAnniversary China-ASEAN Entrepreneur Summit and the 15thanniversary promotion activities.

Third, exhibitions will be more substantial and create more business opportunities. Chinese exhibits will highlight informatization,intelligence and energy conservation,and promote all-round economic and trade cooperation through technology innovation and upgrading. There will be more branded commodities from ASEAN countries, and eight ASEAN countries will set up independent pavilions. The Belt and Road International Pavilion will present more exhibits.

Fourth, construction of the Southern Transport Corridor will be advanced.The 15thCAEXPO will build a platform for the provinces, municipalities and autonomous regions along the Southern Transport Corridor to showcase their policies and measures,industrial advantages, infrastructural construction, import and export trade, logistics clearance, financial services, investment promotion and outward investment, provide comprehensive services, promote policy communication, industrial connection and project initiation, and hold the Southern Transport Corridor Promotion Conference.

Last, the range of cooperation will be wider. High-level forums will be held again under the framework of the 15thCAEXPO, which will cover new cooperation fields such as emergency rescue, ocean and commercial arbitration, and promote the initiation of key projects. So far, altogether 37 forums have been determined.

In addition, the 15thChina-ASEAN Business & Investment Summit will renovate activity models and enrich activity content while improving original branded activities. China-ASEAN business community will seize the opportunities presented by the new round of technological and industrial revolution to strengthen cooperation in innovation, and further give play to the roles of “Nanning Channel” and the Southern Transport Corridor.

According to Chen Zhou, Vice Chairman of the China Council for the Promotion of International Trade,the 15thChina-ASEAN Business &Investment Summit will comprise nine activities that focus on China-ASEAN cross-border E-commerce development and commercial and legal cooperation, including Round-table Dialogues between Leaders of Countries of Honor and CEOs from China, China-ASEAN Business Leaders Forum, the 1stBelt and Road Forum for New Economic Development, and the 1stBelt and Road Forum for Young Leaders. A series of declarations and documents will also be released at the same time.

Tanzania, a new partner of CAEXPO

The preparations for the 15thCAEXPO are progressing smoothly, with a lot of domestic and foreign enterprises signing up for the event. The Country of Honor for the 15thCAEXPO is Cambodia.Tanzania, an African country on the extension of the Silk Road Economic Belt, will act as a special partner.

China-Tanzania mutually beneficial cooperation began in 1981 and there are now more than 40 companies carrying out the business of labor contracts and services in Tanzania. The bilateral trade volume reached US$ 3.452 billion in 2017. Tanzania is also an important tourist destination for Chinese citizens.Tanzanian preparatory committee for CAEXPO said that China is an important trade partner of Tanzania, and CAEXPO will be a good cooperation platform for Tanzania to participate in the development of the Belt and Road and tap into ASEAN markets. As the special partner of the 15thCAEXPO, Tanzania will hold promotion events during the expo, set up a pavilion to display its quality and featured agricultural products, and send exhibitors and buyers to the expo. Seif Ali Iddi, Zanzibar’s Second Vice President, will lead a highlevel delegation to attend the expo.

Amina Salum Ali, Minister of Trade,Industry and Marketing of Zanzibar, said that the country has high expectations for the 15thCAEXPO. Tanzania has established a preparatory committee that involves multiple departments, and will fulfill its work related to the expo in an active and careful manner.

CAEXPO deepening China-ASEAN strategic partnership

The year 2018 celebrates the 15thanniversary of China-ASEAN strategic partnership. According to Gao Yan, Vice Minister of Commerce of China, In the past 15 years,China-ASEAN economic and trade cooperation has achieved significant results. China-ASEAN bilateral trade volume soared above US$500 billion in 2017 from over US$78 billion in 2003. China has been ASEAN’s largest trade partner for nine consecutive years, and ASEAN has been China’s third-largest trade partner for seven years in a row.During the past 15 years, China-ASEAN two-way investment has increased by over US$ 160 billion and the cumulative investment stock has hit US$ 200 billion, making ASEAN a key investment destination for China.

ASEAN is a priority and important partner in the Belt and Road international cooperation. China and ASEAN greatly value the cooperation under the sub-regional cooperation frameworks such as Lancang-Mekong,Greater Mekong Subregion, and China-East ASEAN Growth Area(BIMPT-EAGA), and encourage local governments and enterprises to participate in regional economic integration.

“CAEXPO has played a significant role in deepening China-ASEAN strategic partnership,” said Huang Weijing, adding that a total of 67 Chinese and foreign leaders and over 2,900 ministerial guests attended the previous 14 editions of CAEXPO, and the two sides have enhanced strategic mutual trust through high-level friendly exchanges. A total of over 200 meetings and forums covering more than 40 fields were held under the framework of CAEXPO, and a multifield cooperation mechanism was established.

“The 15thCAEXPO will innovate regional cooperation mechanisms and enhance high-level platforms for dialogue to elevate China-ASEAN strategic partnership to a new level.It will extend the value chain of the expo and consolidate the professional cooperation platforms for new achievements in China-ASEAN business cooperation. And it will also further leverage the role of ‘Nanning Channel’ to lift exchanges between China and ASEAN in various areas to a higher level,” said Gao Yan.
