2017年5月13日，中國國家主席習近平在北京會見匈牙利總理歐爾班，宣布兩國建立全面戰(zhàn)略伙伴關(guān)系。在6月22日召開的第二十屆渝洽會上，匈牙利更是和美國一道作為首次設立的主賓國華美亮相，匈牙利國會副主席亞格布·伊什特萬專程來渝參加渝洽會，外交和對外經(jīng)濟部部長西雅爾多·彼得率匈牙利來華最大規(guī)模經(jīng)貿(mào)代表團來渝參加中匈中小企業(yè)跨境對接活動，610家兩國企業(yè)深入洽談并取得豐碩成果，助力“一帶一路”倡議同匈方“向東開放”戰(zhàn)略深度對接，以實際行動落實兩國元首頂層合作規(guī)劃和孫政才書記出訪中東歐達成的經(jīng)貿(mào)交流成果。成為第二十屆“渝洽會”上的一大亮點。

6月28日，本刊記者就中國與匈牙利兩國關(guān)系、重慶與匈牙利經(jīng)貿(mào)往來等話題對匈牙利共和國駐重慶總領(lǐng)事館總領(lǐng)事羅瀾先生進行了專訪。

中國“一帶一路”成功對接匈牙利“向東開放”

羅瀾表示：2017年5月13日，中國國家主席習近平在北京會見匈牙利總理歐爾班，宣布兩國建立全面戰(zhàn)略伙伴關(guān)系。匈牙利非常重視中國的“一帶一路”戰(zhàn)略，中國提出的“一帶一路”國家戰(zhàn)略特別適合匈牙利從2010年開始實施的“向東開放”政策。匈牙利是歐盟首個“一帶一路”倡議參與國家。早在2015年6月6日，正在匈牙利進行正式訪問的中國外交部長王毅在布達佩斯同匈牙利外交與對外經(jīng)濟部部長西雅爾多簽署了《中華人民共和國政府和匈牙利政府關(guān)于共同推進絲綢之路經(jīng)濟帶和21世紀海上絲綢之路建設的諒解備忘錄》。這是中國同歐盟國家簽署的第一個此類合作文件，“一帶一路”歐洲的最大項目—

“匈塞鐵路”是塞爾維亞、匈牙利與中國共建的旗艦項目，對于更多歐洲國家積極參與到‘一帶一路’建設中來具有引領(lǐng)和示范效應。隨著中匈兩國經(jīng)貿(mào)合作的深入，中國銀行、華為、中興、煙臺萬華集團和綿陽波鴻集團等中資企業(yè)陸續(xù)入駐匈牙利，匈牙利已成為中國在中東歐地區(qū)最大的投資目的地。在中國和中東歐國家“16+1合作”平臺中，匈牙利有很多領(lǐng)域目前也是第一名，中東歐國家對中國最多的出口也是匈牙利。雙方的合作在不斷的發(fā)展。

重慶和匈牙利雙邊合作關(guān)系發(fā)展迅速

據(jù)羅瀾總領(lǐng)事介紹，重慶和匈牙利之間的雙邊合作關(guān)系發(fā)展非?？?。重慶與匈牙利雙方的貿(mào)易額在2016年超過了1.65億美元，與上一年相比增長了57%。匈牙利對重慶的出口增加了110%。2016年，還在四川外國語大學開設了匈牙利語專業(yè)。另外，匈牙利和重慶市科委合作設立了中國（重慶）—匈牙利技術(shù)轉(zhuǎn)移中心合作平臺，在這個平臺上面雙方已經(jīng)開始了很多具體的合作項目。在這些合作項目中最大的項目是和隆鑫集團在巴南區(qū)東溫泉開展一個溫泉項目。目前在重慶銷售得比較多的匈牙利產(chǎn)品是電子產(chǎn)品、汽車配件、葡萄酒、豬肉。

最近一年中匈牙利訪問重慶的政治家層級也越來越高。2016年4月，匈牙利外交和對外經(jīng)濟部重大項目立項特命大使霍爾瓦特·維克多利亞率團來渝出席重慶高交會并為首屆布達佩斯文化之春剪彩，匈牙利代表團是重慶高交會歷史上最大的外國代表團。2016年10月21日，匈牙利負責向東開放政策的副國務秘書朱托拉訪問重慶，還參加了四川外國語大學匈牙利語專業(yè)的開班儀式。2016年11月4日，匈牙利的農(nóng)業(yè)部副部長古雅什·安德莉爾訪問重慶。2017年5月16日，匈牙利外交部部長西雅爾多訪問重慶，與孫政才書記舉行了親切友好的會談，還出席了中匈中小企業(yè)跨境投資與貿(mào)易洽談會。不久以前，匈牙利的國會副主席亞格布也來到重慶，并作為參加第二十屆渝洽會的職務最高的外國來賓，以主賓身份在集體會見中與孫政才書記再敘友好合作。匈牙利在本屆渝洽會上建了400平方米的國家館，這也代表了重慶與匈牙利的友好關(guān)系在不斷的發(fā)展。

2016年，四川外國語大學開設了匈牙利語專業(yè)，采用1+3模式，第一年在重慶，后面三年在匈牙利，這樣的學習條件在中國開設的類似的匈牙利語學習專業(yè)中是最好的，第一批學生還沒有畢業(yè)就已經(jīng)有很多單位關(guān)注他們。匈牙利駐重慶總領(lǐng)事館繼去年首屆布達佩斯文化之春大型系列活動、匈牙利著名輕歌劇《查爾達什公主》在渝演出之后，今年渝洽會期間匈牙利外長西雅爾多又親自為第二屆布達佩斯之春開幕式剪彩，開幕式專門邀請了匈牙利著名的鋼琴家來渝演奏。

匈牙利特別重視中小企業(yè)的發(fā)展

羅瀾還特別提到：匈牙利在歐洲只能算是中型國家，匈牙利大部分的企業(yè)只能算是中小企業(yè)，所以匈牙利經(jīng)濟發(fā)展的最大動力也來自于中小企業(yè)，匈牙利在歐洲算是一個發(fā)展很快的國家，一個很聰明的民族，教育非常發(fā)達，很多人有自己的發(fā)明，很多年輕人有自己的創(chuàng)業(yè)企業(yè)，人力資源水平是第一流，所以匈牙利非常重視中小企業(yè)。也因為自主創(chuàng)業(yè)，有很多技術(shù)發(fā)明沒有能力市場化，希望通過技術(shù)轉(zhuǎn)移中心進行孵化，匈牙利和重慶市科委共同設立中國（重慶）—匈牙利技術(shù)轉(zhuǎn)移中心把他們的技術(shù)在重慶進行市場化，反之也同樣。

重慶與匈牙利經(jīng)貿(mào)往來還有很大潛力

羅瀾表示，匈牙利政府現(xiàn)在特別重視中國的西部，他認為匈牙利和重慶的雙邊經(jīng)貿(mào)關(guān)系還有很大的發(fā)展?jié)摿?，重慶自由貿(mào)易試驗區(qū)的設立將給匈牙利帶來很大的機會。重慶在匈牙利的投資到目前為止還不多，歡迎有更多的重慶企業(yè)家去匈牙利考察，匈牙利的投資環(huán)境非常好，中國在中東歐地區(qū)的投資有非常多是在匈牙利，匈牙利對中國的投資有很多的優(yōu)惠政策，匈牙利政府對每一筆大型的投資都是具體研究，然后給予最大的便利和幫助，視投資額的不同，采用現(xiàn)金補貼、提供免費或減價土地、低利率貸款和稅收優(yōu)惠等方式，最多可以達到投資額的50%。匈牙利在重慶的企業(yè)家現(xiàn)在也不算多，現(xiàn)在匈牙利在重慶開始了很多具體的項目，希望在不久以后會有更多的企業(yè)家來到重慶。還希望重慶自貿(mào)試驗區(qū)能夠有更多的對于中小企業(yè)支持的政策。2017年下半年預計還將舉行布達佩斯之秋文化節(jié)，具體的項目還會繼續(xù)落實。

On May 13, 2017, Mr. Xi Jinping, the Chinese President met with Hungarian Prime Minister Viktor Orban in Beijing, declaring a comprehensive strategic partnership between China and Hungry. At the twentieth China Chongqing International Investment and Global Sourcing Fair which was just closed not long ago, Hungry together with US gorgeously showed up as guest countries. Jacob Istvan, Vice-president of Hungry, made a special journey to participate in this fair held in Chongqing, and Szijjártó Péter, Minister of Foreign Affairs and Foreign Economic Affairs led the ever-largest economic and trade delegation to participate in the cross-border docking activities of small and medium-sized enterprises from both China and Hungry. A total of 610 enterprises from both countries were involved in the deep negotiation and harvested great fruits, thus boosting in-depth alignment of “The Belt and Road” Initiative proposed by China and “Open to the East”Policy by Hungry. It is a highlight that efforts are made in a real term to implement high-level cooperative plan formulated by heads of both countries and practice achievements made in economic and trade exchanges by Sun Zhengcai, Secretary of Chongqing Municipal Party Committee, during his visit to central and eastern Europe.

On June 28, our journalist made an exclusive interview of Mr. Dióssi Lóránd concerning many topics like relation between China and Hungry, and economic and trade exchanges of both sides.

“The Belt and Road” Initiative proposed by China has a successful alignment with “Open to the East” Policy by Hungry

Mr. Dióssi Lóránd claimed that on May 13, 2017, Mr. Xi Jinping, the Chinese President met with Hungarian Prime Minister Viktor Orban in Beijing, declaring a comprehensive strategic partnershipbetween China and Hungry. Hungry attaches great importance to “The Belt and Road” Initiative proposed by China which is considered to be rightly suitable to “Open to the East” Policy implemented by Hungry since 2010. At present, Hungry represents one of the European countries who has gained greatest success in docking with The Belt and Road. On 6th June 2015 when Mr. Wang Yi, Chinese Minister of Foreign Affairs, paid a visit to Hungry, both sides signed Memorandum of Understanding about Joint Efforts to Promote Silk Road Economic Belt and 21st Century Maritime Silk Road. Hungry becomes the first country in EU to participate in China’s Initiative. The Europe's largest project -Hungary and Serbia Railway is the flagship project of Serbia, Hungary and China, it built a leading and demonstration effects on other European countries and motivated them actively participate in this area. With further development of economic and trade cooperation between both countries, many Chinese enterprises like Bank of China, Huawei, ZTE, Yantai Wanhua Group and Mianyang Bohong Group enter into Hungry; large-scale projects like Hungry-Serbia Railway is under construction in a smooth way; Hungry has become the biggest investment destination of China in the central and eastern Europe. In the platform of “16+1 cooperation” covering China and countries in the central and eastern Europe, Hungry is positioned as the top in many fi elds as Hungry accommodates the largest project invested by China in the central and eastern Europe; among the countries in the central and eastern Europe, Hungry is the biggest exporting country to China, all of which show the continued promotion in the cooperation of both sides.

Bilateral cooperation between Chongqing and Hungry develops in a rapid way

Mr. Dióssi Lóránd introduced that bilateral cooperation betweenChongqing and Hungry develops in a rapid way as the total trading volume of both sides exceeded $165 million in 2016 with a year-on-year increase of 57 percent; exports of Hungry to China increased by 110 percent. Hungry in cooperation with Chongqing Science and Technology Committee established central cooperation platform for China (Chongqing)-Hungry technological transfer on which many specific cooperative projects have been launched. Among them, the biggest one is the hot spring project in cooperation with Longxin Group in Dongwenquan, Ba’nan District of Chongqing. At present, Hungry products which sell well in Chongqing are electronic products, auto parts, wine and pork.

Mr. Dióssi Lóránd introduced that Hungry has many places in common with Chongqing in the economic structure as electronic industry and automotive industry rank the top and second respectively in Hungry. In the last year, Hungarian statesmen visiting Chongqing are higher in political rankings. In April 2016, Horváth Viktória, the Hungarian Ministry of Foreign Affairs and the Ministry of Foreign Affairs project special envoy Ambassador, attended the Chongqing High-Tech Fair and the ceremony of 1st Budapest Cultural Spring and cut the ribbon, the Hungarian delegation is the biggest in the history of the fair Of foreign delegations. On October 21, 2016, Csutora Zsolt, Deputy Secretary of State responsible for Hungarian “Open to the East” Policy paid a visit to Chongqing and participated in the opening ceremony of Hungarian major in Sichuan International Studies University. On November 4, 2016, Gulyás Andrea, Hungarian Deputy Minister of Agriculture visited Chongqing. On May 16, 2017, Szijjártó Péter, Hungarian Minister of Foreign Affairs paid a visit to Chongqing and attended a friendly talk with Sun Zhengcai, and also attended the China-Hungary SME Cross-border Investment and Trade Fair. Not long ago, Vice-president of Hungarian Parliament came to Chongqing and participated in the 20th CCISF as the top-ranking foreign guest, in the presence of guest in the collective meeting with Sun Zhengcai again to discuss friendship and cooperation. Furthermore, Hungry built a big national pavilion with an area of 400 square meters in this fair, showing continued development of friendly relation between Chongqing and Hungry.

In 2016, Sichuan International Studies University set up Hungarian major offering such great learning conditions that students study in Chongqing in the fi rst year, and then in Hungry. In the later three years, which is the best one among the other universities setting this major. For that reason, the fi rst batch of students have already obtained close attention from many companies before graduation. Hungarian Consul General in Chongqing is following last year's series of activities Budapest Cultural Spring, Hungarian famous opera "Princess Chaldah ", after the performance in Chongqing, when Szijjártó Péter attended Budapest Cultural Spring opening ceremony, it also specifi cally invited the famous Hungarian pianist to play.

Hungry attaches great importance to the development of small and medium-sized enterprises

Mr. Dióssi Lóránd noted that Hungry belongs to the medium-sized country in Europe and most of enterprises in Hungry are small and medium in size, thus indicating that the strongest driving force to Hungarian economic development is from small and medium-sized enterprises and Hungry is considered as a country which develops in a rapid speed. Hungry is an intelligent nation with advanced education in which many people have their own inventions and lots of young people start a business. With first-rate human resources, it attaches great importance to small and mediumsized enterprises. There are a large number of SMEs and selfemployed enterprises of young people with many technological inventions in Hungry but lacking ability to make them enter into marketization. Therefore, it hopes to incubate these inventions through the technology transfer center. Efforts made by Hungry and Chongqing Science and Technology Committee to establish China (Chongqing)-Hungry Technological transfer center is expected to marketize technologies in Chongqing and vice versa.

Huge potentials contained in the economic and trade exchanges between Chongqing and Hungry

Mr. Dióssi Lóránd said that Government of Hungry pays close attention to western region of China. He thought that there exist huge potentials in the economic and trade relations of both sides, and establishment of Chongqing Pilot Free Trade Zone will bring Hungry more opportunities to development. As Chongqing’s investment in Hungary has been modest, more entrepreneurs are welcome to conduct an investigation in Hungry which has a sound environment for investment. Hungry is the biggest investment receiver from China in the central and eastern Europe. Besides, Hungry offers China many favorable investment policies as Hungry government will conduct a specifi c research on every large-scaled investment, and then provides the best convenience and help. Various preferential ways can be adopted according to different investment amount like cashback, it also provides free or reduced land, low interest rate loans and tax preferences, top of which can reach 50 percent of total investment amount. Chongqing also accommodates fewer Hungarian enterprises. However, Hungry has many certain projects in Chongqing, hoping that more Hungarian enterprises could come to settle in Chongqing before long, and Chongqing Pilot Free Trade Zone could offer more favorable policies to support the development of small and medium-sized companies. Budapest Autumn Festival is projected to be held in the second half of 2017 and specific projects will continue to be implemented.
