給力海外出境游 領(lǐng)保工作“西旅會(huì)”上來(lái)服務(wù)

6月23日，第五屆中國(guó)西部旅游產(chǎn)業(yè)博覽會(huì)（簡(jiǎn)稱“西旅會(huì)”）在重慶國(guó)際博覽中心舉行。西旅會(huì)作為中國(guó)西部旅游的品牌博覽會(huì)，是重慶市規(guī)模最大、影響力最廣的旅游類展會(huì)。本次盛會(huì)共吸引全球100多個(gè)旅游城市、40多個(gè)旅游機(jī)構(gòu)和國(guó)際旅游組織參會(huì)，3天的時(shí)間共吸引市民和游客6萬(wàn)余人次到現(xiàn)場(chǎng)觀展，其中參展商包含旅游景區(qū)、旅行社、酒店、旅游電商、銀行等涉旅企業(yè)，覆蓋了旅游的全要素資源。除了豐富多彩的旅游產(chǎn)品推介，此次展會(huì)還推出了一個(gè)吸睛而暖心的展臺(tái)—“領(lǐng)保記心間，平安游世界”。

近年來(lái)，隨著我國(guó)對(duì)外開放的擴(kuò)大和百姓生活水平的提高，赴海外旅游、學(xué)習(xí)、探親、工作的市民越來(lái)越多，公民出國(guó)（境）旅游人數(shù)不斷增加，2016年中國(guó)公民出境游人數(shù)已達(dá)1.22億人次。然而境外安全形勢(shì)越發(fā)嚴(yán)峻，中國(guó)公民在海外遭遇各類突發(fā)事件數(shù)量也呈上升趨勢(shì)，因此掌握一定的領(lǐng)事保護(hù)知識(shí)成為行前“必修課”。中國(guó)政府高度關(guān)注“走出去”公民的安全狀況，外交部會(huì)同相關(guān)部門和地方政府為保護(hù)海外中國(guó)公民合法權(quán)益開展了大量領(lǐng)事保護(hù)工作。

為提高領(lǐng)保知識(shí)普及率，在此次西旅會(huì)上，市政府外事僑務(wù)辦會(huì)同市旅游局，以“領(lǐng)保記心間，平安游世界”為主題，在會(huì)場(chǎng)設(shè)置展臺(tái)，積極向廣大市民宣傳外交部為中國(guó)公民提供的海外領(lǐng)保公眾服務(wù)平臺(tái)，提醒市民增強(qiáng)海外安全防范意識(shí)、提高規(guī)避海外風(fēng)險(xiǎn)和自我保護(hù)的能力，幫助市民“開開心心游世界，平平安安回家來(lái)”。

在此次西旅會(huì)上，市政府外事僑務(wù)辦工作人員在現(xiàn)場(chǎng)為市民詳細(xì)講解領(lǐng)保知識(shí)，如在什么情況下可尋求領(lǐng)事保護(hù)、領(lǐng)事官員可以為出國(guó)人員做什么、出國(guó)前后注意事項(xiàng)等，并現(xiàn)場(chǎng)推廣“12308”全球應(yīng)急呼叫熱線和微信小程序等領(lǐng)保便民服務(wù)渠道，使市民提高海外安全意識(shí)，加強(qiáng)對(duì)海外領(lǐng)保工作的認(rèn)識(shí)。

開幕式當(dāng)日，譚家玲副市長(zhǎng)親臨展臺(tái)指導(dǎo)工作。而參展市民反響熱烈，紛紛掃碼并取閱資料詳細(xì)了解海外安全及領(lǐng)保常識(shí)，直呼“貼心、及時(shí)、管用！”。海外領(lǐng)事保護(hù)工作使市民真切感受到外事工作“接地氣、惠民生”“中國(guó)腳步走到哪里，中國(guó)保護(hù)就會(huì)跟到哪里”。

June 23, witnessed the opening of the 5th Western China Tourism Industry Expo (hereinafter referred to as Western Tourism Expo) in Chongqing International Convention & Exhibition Center. As a branded Expo themed tourism in China’s western regions, Western Tourism Expo represents the largest and the most influential tourism exhibition. More than 100 tourist cities and 40 tourist agencies and international tourism organizations from all parts of the world, as well as over 60,000 citizens and tourists have been attracted to this three-day exhibition. Exhibitors include tourismrelated enterprises like tourist attractions, travel agencies, hotels, tourism online retailers, banks, which covers all factors in tourism.

In recent years, an increasing number of citizens go aboard for purposes like travel, study, visit and work with the expansion of China’s opening up to outside world and improvement of people’s living standards. The number of Chinese outbound trips reached 122 million in 2016. Under increasingly severe circumstance for personal safety in overseas, it is necessary for Chinese citizens to master certain of knowledge for consular protection when the number of all kinds of emergency related to Chinese people in aboard is on the rise. At the same time, Chinese government also pays highly attention to the security of citizens in abroad. More concretely, the Ministry of Foreign Affairs, related departments and local governments have carried out a great deal of consular protections to safeguard their legal rights.

In order to broadly popularize consular knowledge to the public, this time, cooperated with Chongqing Municipal Tourism Administration, Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government set up a booth themed with “Keep consular knowledge in mind to enjoy a safe outbound trip” at this exhibition. By means of this booth, it aims to actively publicize the public service platform for overseas consular protection provided by the Ministry of Foreign Affairs to the general public and remind the public to strengthen their awareness of overseas security and improve their ability to circumvent risks and protect themselves overseas. By doing this, Chinese citizens will enjoy a joyful and safe trip in abroad.

In this Western Tourism Expo, officials from Foreign and Overseas Chinese Affairs Offi ce of Chongqing Municipal People’s Government who are responsible for exhibition area explained the details of consular protection to the public on the spot. Questions like the responsibilities of consular offi cers, the preparation of going abroad and some matters need attention are explained carefully by offi cials on the spot. They also popularized other convenient service channels for consular protection like “12308” hot line and Apps in We-Chat to raise the awareness of national security and strengthen citizens’ the understanding of overseas consular protection work.

On the day of the opening ceremony, Tan Jialing, vice mayor of Chongqing, came to exhibition area to instruct their works and highly praised the considerate, intimate and timely works provided by Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government. The public have scanned codes and read materials to learn more about overseas security and consular protection. They also expressed that consular protection is at hand.
