云陽市民活動中心以中國院落為基本元素，運用“九宮格”的空間組織形式，將9個院落匯聚形成整體，建筑以符合江岸堤壩的角度臺階狀傾斜，填補了山與長江的間隙。東側(cè)為城市廣場，與建筑一起形成整體性的室外空間，以堤岸階梯聯(lián)系山與水,使其更具山水場所氣質(zhì)。

建筑具有綜合性功能，共5層，高24m，內(nèi)設(shè)1200座的劇場，以及規(guī)劃展覽館、博物館、圖書館、文化館和青少年活動中心。人們可以穿過建筑從山體到達水邊，沿途瀏覽建筑內(nèi)部的各項活動。建筑屋頂采用臺階式屋頂形式，形成城市的公共空間，如觀景的看臺，與傳統(tǒng)的長江大壩的空間使用相呼應，創(chuàng)造出蘊含傳統(tǒng)意境的建筑實體，以表達城市的集體記憶。

The complex is composed of a building, an open plaza, and a bridge. A 3 × 3 grid system integrates nine courtyards as a whole. The building slopes down to bridge the mountain and the Yangtze River, both in horizontal connection and in vertical elevation difference.

This five-story complex contains a theatre with 1200 seats, a planning exhibition center, a museum, a library, a cultural center, and a youth activity center. A path going from the mountain to the riverside penetrates the building. This passage guides visitors to various programs inside the building along the way. The stepped roof creates a space that allows for public access and provides a viewing platform responding to the River Dam. It's a building with traditional sentiment to carry collective memory of the city.
