Constructing Public Participation Mechanism in Social Public Management’s New Normal〔＊〕

Ⅰ.Displaying service function：integrating elements in social public participation

1.Public opinion and petition is the key to public participation mechanism construction

Public opinion and petition is not only a significant way for grassroots public to present public management problems intensively，but also the key to effec-tively enhancing public participation mechanism.Under such a condition，the public participation mechanism can be effectively operated.As a joint factor in the effective operation of public management，petition system can specifically expand elements of public participation mechanism，which can provide support for the operation of public participation mechanism.

2.Understanding the public’s will is the focus of public participation mechanism construction

The public participation mechanism construction emphasizes the effective embodiment of basic interest of the grassroots public，comprehensively clarifies the inner relationship that has specific influence on social interests，and provides guidance on the basic direction and basic line of public management work.From this perspective，the comprehensive construction of service function in government’s public management work should be an important component，which emphasizes that the foundation is to understand the grassroots public’s will and that the existing fundamental social problems need to be solved comprehensively，thereby providing effective service to maximize social integrate interest.〔1〕Therefore，it is vital to strengthen the construction of public opinion soliciting system，to extensively solicit the grassroots public’s basic opinions about social development，to focus on government’s functions and widely satisfy the public’s demand，to extend the scope of social public management cause，and thus to make public participation mechanism more valuable in carrying out social public management work.

Ⅱ.The new mechanism of public participation：the networking platform construction of social public management

1.Promote networking development of public participation on the basis of government’s social management new trends

The network development platform has an obvious effect in effectively promoting social public management work，which can be concluded from the basic characteristics of network information development.In this new situation，the systematic construction of network platform is an important element in developing public participation mechanism，which can widely popularize the cognition of public participation in social public management.The network platform makes it possible for the public to carry out specific supervision and evaluation，to promote public participation in the social public management，and to form a comprehensive and valuable reaction in the basic situation of social public management.〔2〕From this aspect，we can find that the inner relationship between network development and public participation mechanism construction and development is fairly specific.It has an extensive supervision and evaluation effect on comprehensive implementation of social public management’s new development direction and can practically complement the integrity and systematicness of public participation mechanism construction.

2.Meet the demand for networking propagation and realize the goal of ex-tensive public participation

Public participation in social public management serves as the basic way to change social development environment，which displays more obvious influence and value.The emphasis should be laid on networking development，which shows that deepening the important role and function of networking development in the process is a joint element for public participation mechanism construction.From this perspective，the public participation mechanism construction finds a new way of network intelligence instead of artificial intelligence and can broaden the design scope of factors in public participation mechanism construction.Based on the general characteristics of information platform construction，we should take informationization supervision as the entirety of public participation mechanism construction，carry out new exploration in informationization evaluation and suggestion，and make the mechanism convey the system’s integrate operating factors.Effective integration of informationization supervision，evaluation and suggestion can help form a new development pattern of social public management’s operating scope，and fully expand basic factors of the construction，which achieves the goal of ensuring the mechanism operating smoothly in a wide range and optimizing social integral development environment.Meanwhile，the public participation mechanism construction is able to maintain the macro development characteristics of structural clarity and integrity of all factors.

3.The new social public management horizon promotes the networking construction of public participation management

In public participation mechanism construction，it is necessary to combine new social development trends with new environment and to make higher requirements in networking development in order to promote social public management’s orientation shifting to the public as subject and to effectively facilitate government functionalization This is a new pattern of public management work in the current government，and it means that the social public management can be oriented to the broad mass and groups，which forms the extensive supervision and evaluation basis of government functionalization and provides more specific and comprehensive opinions and suggestions for social public management.In the networking construction of public participation mechanism，we need to focus on universal construction of network development platform，improve the platform’s information collecting and storing function，and effectively integrate，classify and analyze the information in order to gain a uniform collection of constructive suggestions.〔3〕Under such conditions，the overall operating scope of the public participation mechanism can be further expanded，the development orientation of government’s public management can also reflects the mass’fundamental role，and clear researches in public management orientation can be carried out.In the overall construction of the mechanism and in the process of collecting，arranging and analyzing public information，the network information development and promotion platform plays a crucial role，which ensures that the comprehensive construction of information collecting and arranging，serving as a basic part of public participation mechanism construction.

Ⅲ.Transformation of functionalization management：the public as subject in social public management

1.Shift from the government’s sole undertaking to public participation and supervision in social public management

The government reflects the macro guidance over the overall development of the society to create a good social development environment，and promote the comprehensive development of the society，economy，culture and so on.What’s more，the government needs to carry out a new transformation of the social ideology and social development situation and to provide fundamental driving force for the innovation of social development pattern and development orientation.The idea of government’s intellectualized management transformation emphasizes the grassroots public’s macro regulation over social development and regards public participation in public management as the basis for social development environment construction so as to transfer the strategic focus of government functionalization.〔4〕Public participation mechanism construction emphasizes the legitimacy and effectiveness of public supervision，so that the public can carry out objective supervision on the government’s public management work.As a consequence，the mechanism can make opinions and suggestions important elements of the government’s public management work，thereby improving extensiveness of the supervision and carrying out positive transformation of public management methods so as to comprehensively advance the organization and coordination function of the government’s public management.Therefore，the new form of coordinative management between the government and the public can be achieved，the grassroots public’s needs can be satisfied，social development can be promoted in an effective way from a comprehensive perspective，the new idea of government functionalization in public management can be thoroughly displayed，and the new subject of the mechanism can be established.

2.Adhere to institutional development and realize the legitimacy of public participation in social public management

Institutional development，as an important factor in the public participation mechanism construction，lays emphasis on the legitimacy of public participation.From the perspective of government functional transformation，the subject of social management is gradually showing a fundamental tendency of cooperation between the government and the public.Moreover，sole public participation cannot guarantee the legal effect，which requires the public participation mechanism construction to attract wide and universal participation of the public.Besides，it is es-sential to constantly improve the basic policies and regulations concerning public participation.And in the operation process of the mechanism，relevant laws and regulations should be specifically optimized and supplemented in order to make public participation’s legal status more prominent and to provide a legal basis for the operation of public participation mechanism.〔5〕Hence，it can provide good conditions for government functional transformation and development，create atmosphere and space for the public to participate in social management，highlight institutional optimization of public participation mechanism and its new development characteristics and finally serve as the significant internal condition for public participation mechanism construction.

3.Focus on the expression of public will and display the effectiveness of public participation

From the angle of basic elements in the construction of public participation mechanism，we need to place the expression of public will in the central position of mechanism construction to highlight the effectiveness of public will in social public management.Focusing on this central element，we have to regard the government network information platform as a fundamental basis for the public to present their opinions，and extensively collect and collate the opinions，which can supply specific orientation for the government’s public management work.In the process of public will’s effectiveness construction，the emphasis should be laid on the classification of constructive and developmental suggestions based on their fundamental value so as to carry out analysis and researches on the typical opinions，which makes public management work orient towards a certain issue and field.Then extended explorations on these problems and their relevant fields make it possible to carry out correlative explorations on the basic social management situation reflected in a certain issue or field，which consequently has a positive effect on the government’s public management work.It is the key to public participation mechanism construction and government function transformation，which reflects public will’s importance in public participation mechanism construction and the feedback’s effectiveness as well as intrinsic value so as to provide a solid foundation for overall implementation of of mass line in public management.

4.The grassroots democracy and autonomy serves as the core of public participation mechanism

The views expressed in the grassroots democracy and autonomy mainly cover two aspects.Firstly，the grassroots groups’specific suggestions and measures concerning social public management cause should be respected.Secondly，the public management work should be carried out with effective support，which must ensure that grassroots participants can get corresponding legal protection and the public should have corresponding social stance towards the social management opinions and suggestions.From this angle，it can be found that public participation mechanism construction fully strengthens the democratic and decisive factors in the participation，makes the public participation process become dominant opinions，and makes the entitlement act possess corresponding government features.〔6〕The democracy and autonomy at the grassroots level emphasizes the comprehensive embodiment of democracy and self-control，and the fundamental rights and obligations over social development situation’s automatic transformation，which provides a strong impetus for the expansion of public management work and the deepening of public management at the grassroots level.This is the core of public participation mechanism construction in current government’s public management work.As the basic embodiment of the government’s public management function transformation，it also displays the stability，functionality and extension of public management mechanism construction，and has a decisive and positive influence on the in-depth optimization of social development environment.

Ⅳ.Conclusion

The comprehensive development of social public management work should be based on mass line，probe into specific grassroots social issues and provide effective solutions with systematic thinking.As social development accelerates，the cognition of democratic social ideology can reflect the society’s overall development.In this situation，the public’s participation in social management work is important for comprehensively improving the internal structural elements of the public participation mechanism，which consequently has significant influence on broadening public management functionalization path and on the strategic transformation of its focus，providing a strong impetus for the scientific transformation of current social ideology.
