意大利駐渝總領(lǐng)事館開(kāi)館重慶為打造中西部領(lǐng)事高地再邁重要步伐

“重慶是西部地區(qū)唯一的直轄市，發(fā)展?jié)摿薮蟆Ｌ貏e是近年來(lái)，重慶和意大利的交流日益密切，現(xiàn)在是意大利政府公共開(kāi)支緊縮的時(shí)期，政府對(duì)國(guó)外的外交領(lǐng)事館都進(jìn)行了調(diào)整，但是對(duì)于在重慶新開(kāi)領(lǐng)事館是支持的，這說(shuō)明我們非常看重西南片區(qū)，希望能加強(qiáng)聯(lián)系。”2013年12月30日，意大利駐重慶總領(lǐng)事館開(kāi)館，首任意大利駐重慶總領(lǐng)事馬斐桐（Sergio Maffettone）在開(kāi)館儀式上向媒體記者表達(dá)了意大利政府對(duì)重慶的重視，并詳細(xì)介紹了領(lǐng)館之后的工作計(jì)劃。重慶市外事僑務(wù)辦公室副主任陳高山參加了開(kāi)館儀式。

意大利駐重慶總領(lǐng)事館是意大利在中國(guó)西部設(shè)立的第一家領(lǐng)事館，主要負(fù)責(zé)重慶、四川、貴州、云南的工作。之前，意大利除駐北京大使館外，僅在北京、上海、廣州、香港設(shè)有領(lǐng)事館。意大利駐渝總領(lǐng)事館開(kāi)館，為助推重慶打造中西部領(lǐng)事高地又邁出了重要步伐。

今年6月開(kāi)始受理西南地區(qū)簽證

馬斐桐告訴記者，領(lǐng)事館以后的工作重點(diǎn)是促進(jìn)重慶和意大利的經(jīng)貿(mào)往來(lái)，其中城市化建設(shè)、環(huán)境和工業(yè)的可持續(xù)發(fā)展、農(nóng)業(yè)及食品、醫(yī)療將是他們?cè)诮?jīng)濟(jì)領(lǐng)域的核心工作?！拔覀儠?huì)協(xié)助意大利企業(yè)進(jìn)入中國(guó)市場(chǎng)，同時(shí)為中國(guó)企業(yè)去意大利投資創(chuàng)造便利條件，尤其是對(duì)中意合資企業(yè)，以此實(shí)現(xiàn)互利共贏。希望在2015年米蘭世博會(huì)之前讓更多的重慶企業(yè)和市民到意大利。”馬斐桐表示，為此他將主動(dòng)前往云貴川三省和重慶各個(gè)區(qū)縣進(jìn)行考察和交流，了解當(dāng)?shù)氐奶厣托枨螅罱ㄆ鹞髂系貐^(qū)和意大利商貿(mào)文化往來(lái)交流的橋梁?！艾F(xiàn)在仍有許多很好的意大利品牌在中國(guó)還不為人知。他們希望能通過(guò)領(lǐng)事館的溝通，讓更多的意大利品牌來(lái)到重慶，讓重慶市民能享受到最新最前沿的世界時(shí)尚潮流?！?/p>

意大利在歐洲經(jīng)濟(jì)位居第二，制造業(yè)強(qiáng)大，時(shí)尚家居、家具、生物科技、汽車(chē)制造等領(lǐng)域在歐洲都發(fā)展良好，其手工業(yè)發(fā)達(dá)，以為客戶量身打造產(chǎn)品著稱(chēng)。如今也有一些意大利加工企業(yè)在西南地區(qū)入駐。重慶到意大利還沒(méi)有直飛航線，馬斐桐表示，他希望能夠推動(dòng)意大利和重慶直飛航線的設(shè)立，希望有更多的重慶商人、游客和學(xué)生能夠更方便的前往意大利。

除此以外，馬斐桐表示，將會(huì)加深文化藝術(shù)方面的交流，讓學(xué)生、學(xué)校之間多多互訪，個(gè)人間的聯(lián)系可以深化到兩國(guó)間的合作。他希望有更多的中國(guó)學(xué)生到意大利學(xué)習(xí)，在音樂(lè)、歌唱、藝術(shù)、建筑等方面進(jìn)行深造。

目前，意大利駐重慶總領(lǐng)事館館舍還有待裝修，臨時(shí)辦公地點(diǎn)在洲際酒店，預(yù)計(jì)2014年6月可以開(kāi)始受理西南地區(qū)的簽證。據(jù)悉，申請(qǐng)意大利簽證拒簽率很低，只要申請(qǐng)人滿足相關(guān)法規(guī)規(guī)定，都可以通過(guò)。因?yàn)橐獯罄麑儆谏旮鶉?guó)家，按照新規(guī)定，持意大利簽證不需要首站必須到意大利，從任何一個(gè)申根國(guó)家進(jìn)出歐洲都可以。

意大利總領(lǐng)事“很重慶”

首任意大利駐重慶總領(lǐng)事馬斐桐雖然是第三次來(lái)重慶，卻非常喜歡重慶文化。他對(duì)重慶的感覺(jué)很好，重慶城市很漂亮，重慶人性格豪爽、勤奮、積極的態(tài)度，給他留下了非常深刻的印象?！拔易?lèi)?ài)吃重慶的火鍋、毛肚、豬腦花等火鍋燙菜?！彼硎荆袊?guó)的菜系眾多，而他的家鄉(xiāng)意大利也有很多美食，與重慶很相似。也許正因?yàn)槿绱耍抛屗麑?duì)重慶的美食文化十分著迷，對(duì)這座城市感覺(jué)親切。

原是意大利駐華大使館新聞參贊的馬斐桐，在中國(guó)已經(jīng)工作了3年多，說(shuō)著一口流利的中文。在此之前，他在阿富汗和阿爾及利亞擔(dān)任過(guò)意大利外交官?！拔沂且幻麑?zhuān)業(yè)的外交官，一直從事外交工作?！瘪R斐桐說(shuō)，2010年在得知自己要到中國(guó)工作后，他前往北京大學(xué)學(xué)習(xí)了中文，雖然只有短短四個(gè)月時(shí)間，但他已經(jīng)能說(shuō)和寫(xiě)中文?！爱?dāng)時(shí)學(xué)習(xí)完畢考試，要寫(xiě)一篇500字的文章，我可是順利通過(guò)了考試。”馬斐桐說(shuō)，這多虧他喜歡和當(dāng)?shù)厝私慌笥?，所以中文才提升得很快?/p>

對(duì)于自己的中文水平，馬斐桐十分謙虛，他表示，自己的中文還有很大的進(jìn)步空間，這次來(lái)重慶擔(dān)任總領(lǐng)事是他自己主動(dòng)要求的，覺(jué)得這是一次很好的機(jī)會(huì)，也希望能多了解重慶的文化，更好的學(xué)習(xí)中文。

談到意大利，馬斐桐也情不自禁地“推銷(xiāo)”起自己的國(guó)家來(lái)：“意大利是一個(gè)很美的國(guó)家，我希望有越來(lái)越多的人去意大利。如果是第一次去意大利，當(dāng)然要去羅馬、米蘭、佛羅倫薩等知名的城市和景點(diǎn)，不過(guò)，要感受真正的意大利，其實(shí)是在一些小地方。”

馬斐桐說(shuō)，意大利的每個(gè)城市都有悠久的歷史，特別是在文藝復(fù)興時(shí)期，每個(gè)城鎮(zhèn)都在比拼著打造最好的藝術(shù)和建筑，正因如此，意大利的城市不大，但每個(gè)城鎮(zhèn)都有經(jīng)典的建筑和藝術(shù)品，每一個(gè)地方都不一樣。包括美食，在意大利開(kāi)車(chē)50公里，吃到的東西都會(huì)不一樣。他建議，對(duì)于再去意大利旅游的游客，可以租車(chē)自駕游，托斯卡納、西西里島等都是值得細(xì)細(xì)品味的地方。

重慶與意大利的外經(jīng)貿(mào)交往情況

2012年1-12月，重慶對(duì)意大利出口41510萬(wàn)美元，同比增長(zhǎng)55.2%；同期，重慶從其進(jìn)口14600萬(wàn)美元，同比增長(zhǎng)40.6%。2013年1-11月，對(duì)意大利出口35907萬(wàn)美元，同比下降8.6%；從意大利進(jìn)口34483萬(wàn)美元，同比增長(zhǎng)161%。

重慶對(duì)意大利主要出口商品是活塞內(nèi)燃引擎、肝素及鹽、鋼鐵制品、其他板、片及帶等；主要進(jìn)口產(chǎn)品是工業(yè)用電爐及電烘箱、壓縮機(jī)容積測(cè)試儀、汽輪機(jī)、飲料及液體食品灌裝設(shè)備等。

截止2013年11月底，我市累計(jì)設(shè)立意大利外商投資企業(yè)34個(gè)，合同外資5190萬(wàn)美元，實(shí)際使用外資2908萬(wàn)美元。主要涉及制造業(yè)、房地產(chǎn)業(yè)、批發(fā)和零售業(yè)等。主要企業(yè)有上汽菲亞特紅巖動(dòng)力總成有限公司、重慶寶鋼美威車(chē)輪有限公司、重慶(意大利)羅伯特服裝有限公司、重慶慶蘭實(shí)業(yè)有限公司等。

截止目前，重慶力帆實(shí)業(yè)(集團(tuán))進(jìn)出口有限公司2009年7月設(shè)立力帆意大利有限責(zé)任公司，總投資150萬(wàn)美元，主要從事各型汽車(chē)，汽車(chē)發(fā)動(dòng)機(jī)，摩托車(chē)、摩托車(chē)發(fā)動(dòng)機(jī)、通機(jī)、零部件進(jìn)出口等，并為所銷(xiāo)售產(chǎn)品提供售后服務(wù)。

Consulate-Genaral of Italy in Chongqing is the first consulate that is set up in the southwest region, mainly responsible for Chongqing, Sichuan, Guizhou and Yunnan.Before that Italy only has consulates in Beijing, Shanghai, Guangzhou and Hong Kong. Consulate-Genaral of Italy in Chongqing has taken an important step for Chongqing to be the western consular highland.

Starting to Accept Visa in Southwest this June

Sergio Maffettone told the media that the work of Consulate-Genaral in Future will focus on promoting economic and trade exchanges between Chongqing and Italy, urbanization, sustainable development of environment and industry, agriculture and food, medical care will be their core work in the economic f i eld. “We would help Italy enterprises to enter the market in China while creating favorable conditions for Chinese enterprises to invest in Italy, especially the Italian joint venture enterprises to achieve mutual benefit and winwin situation.He hoped more Chongqing citizens go to Italy before the Milan Expo 2015. ” Mr. Maffettone will take the initiative to Guizhou ,Sichuan and various districts and counties in Chongqing to carry out study and exchange and learn about local characteristics and needs, built a bridge of business communication between Southwest China and Italy. “There are still many good Italy brands that are not known by Chinese.They hope to allow more Italy brands come to Chongqing so the Chongqing residents will enjoy the latest world of fashion through communication of the Consulate.”

Italy is the second in economy in Europe, strong in the manufacturing sector, fashion, furniture, areas such as biotechnology, automobile manufacturing are well developed in Europe, developed in craft and is known for its customers tailormade products.Now there are some Italy processing enterprises move in into the southwest. There is no direct f l ight from Chong qing to Italy for now, Mr. Maffettone hoped to promote the establishment of direct f l ight so more businessmen, tourists and students are able to travel to Italy.

In addition, Mr. Maffettone will deepen cultural and artistic exchanges, more exchange of visits among students, schools, and personal contact.He hoped that more Chinese students can go to Italy to study music, singing, art, architecture and other aspects of education.At present, Consulate General of Italy in Chongqing is expected to start accepting visa this June.

Italy Consulate General of Very "Chongqing" Style

Although it’s the third time come to Chongqing, Mr. Maffettone loves Chongqing culture very much. He had good impression of Chongqing, beautiful city and friendly people with uninhibited character and positive attitude. “My favorite food here is hot pot. ” He said, there are many delicious food in Italy that are quite similar like Chongqing’s , which is why he’s so into Chongqing food, feeling like his hometown.

Mr. Maffettone had been in China for over 3 years and speaks fluent Chinese.He was served as Italy diplomat in Afghanistan and Algeria. “I am a professional diplomat who has been engaged in diplomatic work. ” after he was told that he would be going to China in 2010, he went to the Beijing University to study Chinese, although it is only a short time of four months, he had been able to speak and write Chinese.

Mr. Maffettone said there is still great space for his improvement in Chinese, served as Consul-General in Chongqing was his own initiative and he thinks this a good opportunity, also he would like to know more about Chongqing's culture.

When speak of Italy,he said: "Italy is a very beautiful country, I hope that more and more people go to Italy.If this is your f i rst time to Italy, Rome, Florence, Milan can’t be missed, but to feel the real Italy is in some smaller places. ”

Maffettone said, every city in Italy has a long history, especially during the Renaissance, each town was trying to build the best of art and architecture, for this reason, cities in Italy are small but have classical architecture and works of art, each place is different. He suggested that tourists in Italy can rent cars for self-drive, Tuscany, Sicily are worth a soft look.
