“Recently,the existing rail projects in the provinces differ from each other.……Unless we develop a standard for them in advance,there will be a lot of trouble to join the rails in the future.……We shall collect all the blueprints submitted by rail projects all over the country,choose the best solution to develop a standard,and apply the standard to all the projects,so that a railway network will be achieved without any obstacle.”

從遠(yuǎn)古洪荒到十九世紀(jì)中葉,中華先賢遵循著樸素的標(biāo)準(zhǔn)化思想,以一件件構(gòu)思精巧的器物、一則則厘定方圓的律令、一部部名垂青史的典籍,在文明傳播、健康醫(yī)療、建筑營造、農(nóng)耕稼穡等諸多領(lǐng)域?yàn)槿祟惿鐣夹g(shù)進(jìn)步,留下了一串串閃亮的足跡。
From the ancient prehistoric period to the middle of 19th Century,following the simple standardization concept,Chinese ancestors created countless sophisticated articles;developed laws and norms on standardization and classical technical documents;and made great achievements for the advancement of human society in the fields of culture communication,medical care,architecture,and agriculture.
1825年,英國工程師喬治·斯蒂芬森駕駛的“運(yùn)動號”蒸汽機(jī)車,以每小時(shí)19公里的速度帶領(lǐng)人類社會進(jìn)入了鐵路時(shí)代。半個(gè)世紀(jì)后的1879年,命運(yùn)多舛的中華民族也以開通唐胥鐵路為起點(diǎn),開始了以鐵路為載體的近代交通領(lǐng)域的標(biāo)準(zhǔn)化實(shí)踐。
In 1825,George Stephenson,a British engineer, led human society into the railway age with the steamlocomotivenamed Locomotionatthe speed of 19 km per hour.Half a century later,in 1879,the ill-fated Chinese nation started standardization practice in the field of modern transportation,with the opening of Kaiping railway.
留美幼童
在那個(gè)輝煌與遺憾交織的年代,中華工學(xué)家們始終堅(jiān)持“從事業(yè)以求真理”,而中國近代交通領(lǐng)域的標(biāo)準(zhǔn)化成就則更多地與一位留美幼童的命運(yùn)聯(lián)系在一起——中國首位鐵路工程師詹天佑。
In that era with both brilliance and regrets,Chinese scientists insisted on pursuing truth with practices.China's achievements of standardization in the field of modern transportation have been connected to the fate of a Chinese educational mission student-Zhan Tianyou,who was the first Chinese railway engineer.
1905年,詹天佑率先上書清廷采用鐵路標(biāo)準(zhǔn)軌矩;1909年,主持建成第一條實(shí)施工程標(biāo)準(zhǔn)圖的京張鐵路;1913年,牽頭成立中華工程師會、出任鐵路技術(shù)委員會會長,推動制訂和統(tǒng)一鐵路建筑規(guī)程、設(shè)備標(biāo)準(zhǔn)、行車規(guī)章制度;1915年纂成《新編華英工學(xué)字匯》審定統(tǒng)一名詞譯法……
In 1905,Zhan Tianyou submitted a petition to the government of Qing Dynasty to propose adopting standard railway gauge.In 1909,he led the construction of the Imperial Peking-Kalgan Railway (Beijing to Zhangjiakou),the first railway con-structed in China adopting engineering standard drawings.In 1913,he led the establishment of Chinese Engineer Federation,took up the post of the Chairman of the railway technical committee, and developed standards including railway construction specification,equipment standards,and driving rules.In 1915,he complied New Chinese-English Engineering Dictionary and unified the engineering vocabulary translation.

毫無疑問,詹天佑超越同輩的標(biāo)準(zhǔn)化理念、質(zhì)量管理意識和不知疲倦的筑路實(shí)踐,為中國鐵路事業(yè)奠定了最初的堅(jiān)實(shí)基礎(chǔ)、昭示了偉大的發(fā)展將來。
Undoubtedly,with the advanced concept in standardization and quality management,and continuous construction practice,Zhan Tianyou laid a solid foundation for Chinese railway business and thereby declared the great future.
現(xiàn)今,中國鐵路早已統(tǒng)一了設(shè)計(jì)標(biāo)準(zhǔn)和設(shè)備型式,以占世界鐵路6%的營業(yè)里程承載起世界鐵路25%的運(yùn)輸量。我們有理由相信:在與標(biāo)準(zhǔn)化科學(xué)的融合發(fā)展下,中國鐵路——這條“萬里國脈”將成為支撐中國經(jīng)濟(jì)巨輪破浪前行的堅(jiān)強(qiáng)龍骨!

Nowadays,Chinese railway has already developed unified design standards and equipment specifications,and has accounted for 25%of the world railway traffic volume with only 6%of total operating mileage.We have reasons to believe that with the integral development of standardization science,the railway will become the supportive keels for the China's economy giant vessel!
