——重慶旅游業(yè)的黃金時代來臨

2009年，重慶市人民政府第49次常務會審議通過了《重慶市人民政府關于認真貫徹國家物流業(yè)調整和振興規(guī)劃的實施意見》，“一江兩翼三洋”戰(zhàn)略正式啟動。

在2010年全國旅游工作會議上，國家旅游局局長邵琪偉表示，重慶要緊密結合改革開放先行先試的部署，積極推進旅游業(yè)改革創(chuàng)新。

2010年5月，國務院批復設立重慶兩江新區(qū)，這是繼上海浦東新區(qū)、天津濱海新區(qū)之后的第三個國家級重點新區(qū)。

這一切，充分體現(xiàn)了中央政府對于重慶發(fā)展寄予的厚望，也為重慶加速打造內陸開放高地和國際化大都市提供了得天獨厚的機遇。這些機遇就如一塊巨大的蛋糕，引得全世界的“美食家”們紛紛將目光聚焦重慶。前美國國家安全事務助理、奧爾布賴特石橋集團董事長山姆·伯杰和傳奇華裔、美國維多利亞游輪集團公司總裁畢東江就是其中之一。

立足重慶 衢通五洲

“重慶是最有希望、最好的投資城市！”9月5日，前美國國家安全事務助理、奧爾布賴特石橋集團董事長山姆·伯杰在維多利亞凱珍號游輪上發(fā)出了這樣的感嘆。

9月4日至6日，山姆·伯杰赴渝拜會重慶市的主要領導，了解重慶社會經(jīng)濟發(fā)展現(xiàn)狀及前景，同行的還有美國維多利亞游輪集團公司總裁畢東江。他們希望通過此次考察打造一個結合重慶三峽旅游和長江豪華游輪一站式服務的世界級觀光及商務旅游目的地，同時借“一江兩翼三洋”戰(zhàn)略、兩江新區(qū)等多種優(yōu)勢集中于重慶之機，發(fā)展一條全新的旅游產(chǎn)業(yè)鏈。

改革發(fā)展中的重慶將為中國西部大開發(fā)，區(qū)域協(xié)調發(fā)展，國內消費市場培育，產(chǎn)業(yè)轉型，生態(tài)安全，民生改善等一系列國家戰(zhàn)略的實施提供一個示范性的窗口，也因此吸引著越來越多國際投資者的關注。但與此同時，這也對重慶的各項投資環(huán)境提出了更高的建設要求。

目前，重慶全市上下正在努力推動“五個重慶”的發(fā)展，并適時啟動了塑造全國最宜居城市，建設重慶國際旅游目的地和發(fā)展長江三峽國際黃金旅游帶等一系列建設目標，這都將極大程度地提升重慶的投資環(huán)境和人文形象。除此之外，為了打破內陸城市與國內沿海經(jīng)濟區(qū)和海外市場的地理隔閡，重慶也提出了“一江兩翼三洋”的戰(zhàn)略發(fā)展思路，直接瞄準大西洋，太平洋和印度洋，建設一個衢通五洲、鏈接世界的國際貿易和國際物流通道網(wǎng)絡。

豪華游輪領銜黃金三峽游

重慶國際化建設的宏偉目標無疑將極大促進重慶旅游業(yè)的進一步發(fā)展。長期以來，旅游業(yè)一直是西部大開發(fā)尤其是重慶市的戰(zhàn)略支柱產(chǎn)業(yè)。2009年在金融海嘯沖擊之下，重慶全年共接待海內外游客1.23億人次，同比增長21.88%， 實現(xiàn)旅游總收入703.23億元，增長25.23%， 占全市GDP的10.8%。然而，目前隨著重慶在全國和國際市場戰(zhàn)略地位的再次提升，以及全市發(fā)展規(guī)劃的新一輪布局，旅游業(yè)更應成為重慶經(jīng)濟社會發(fā)展的重要增長級和新的亮點。

縱觀全球，游輪觀光己成為世界許多著名商業(yè)和金融巾心的城市名片，例如香港、紐約、倫敦、布達佩斯、開羅、阿姆斯特丹、溫哥華、迪拜等。但是同許多旅游大國不同，中國的大部分地區(qū)均缺乏開展海洋游輪或內河游輪服務的適合水系，唯獨長江沿岸，以其獨特的瑰麗景色、人文風情加上全球獨一無二的三峽庫區(qū)水景，完全能同許多世界級著名水上觀光目的地媲美一如萊茵河、多瑙河等，因而完全具備了打造中國游輪旅游黃金河道的條件。根據(jù)有關統(tǒng)計，每年入境中國的海外游客中，80%的人都進行了三峽游覽，三峽旅游線游客接待數(shù)量也預計在2015年左右達到200萬人次。

為使三峽游提檔升級，豪華游輪的引入勢在必行。“我想長江三峽以后就是高端游輪，3000元以上才能游三峽。”在2010年首屆長江三峽國際旅游節(jié)期間，重慶市副市長譚棲偉表示，目前運行于長江流域的許多游輪其實就是一種交通工具，其旅游功能不完善，配套設施落后陳舊，甚至有些游輪打出了兩三百元游三峽的旗號，“這無異于自己砸自己的牌子！”

據(jù)了解，目前我市五星級豪華游輪三峽游的價格在3000元左右。根據(jù)市政府的計劃，到2012年，我市三峽游的五星級豪華游輪總數(shù)將由現(xiàn)在的12艘增至30艘，提供的床位將達到一萬個。為鼓勵豪華游輪的修建和改造，我市還出臺政策，給予修建和改造方銀行貸款貼息補助，去年全年的貸款貼息達到了540萬元。

可以預見的是，長江三峽國際旅游帶和世界級豪華游輪服務一旦形成，必將成為重慶寶貴的旅游文化資產(chǎn)，并進一步帶動長江黃金水道的建設，最終形成重慶、上海和太平洋之間東西聯(lián)動的國際旅游、貿易與物流通道。

蒙蒙小雨，江風拂著江面，重慶不僅有“海棠煙雨”這樣的美景，山城的雨卻更有情趣。與艷陽高照相比，雨中的重慶更像一副潑墨山水畫，迷人更清新。9月5日，塞繆爾·伯杰先生一行登上了世界內河最長、最大、最豪華的維多利亞游輪，欣賞兩江的美麗景色。

重慶印象

“每次來到這里都覺得重慶在變。25年前的重慶，還有2008年來時看到的重慶都不一樣。當我坐車沿著機場公路，看到新的建筑，新的綠化，就覺得很興奮，重慶給我的印象太深了?！痹俅蝸淼街貞c，伯杰先生仍然掩飾不住心中的興奮。剛到船上坐下，便開始與記者侃侃而談。

從前美國國家安全事務助理到現(xiàn)在的奧爾布賴特石橋集團董事長，政治到經(jīng)濟身份的轉換，伯杰先生的中國情緣卻一直沒有斷過。而重慶兩江新區(qū)的成立更是讓他看到了與中國，與重慶合作發(fā)展的新的契機與希望?！皟山聟^(qū)的崛起意味著重慶將發(fā)展成為國際大都市。這一次，受維多利亞游輪號創(chuàng)始人畢東江先生的邀請，伯杰先生所在的ASG（ 奧爾布賴特石橋）集團合作成為維多利亞游輪公司的全球商業(yè)發(fā)展戰(zhàn)略顧問，將共同帶動和提升重慶旅游業(yè)的發(fā)展，伯杰先生的中國情緣得以再次延續(xù)。

記者：再次來到重慶，有什么樣的感受？

伯杰：1980年的重慶和現(xiàn)在的重慶是不可同日而語的。這20幾年來重慶發(fā)生了巨大的變化，就像是白天與黑夜的差別，看著重慶的變化就像是看著一個襁褓中的嬰兒成長為一個大人的過程，這是讓人激動的。

記者：現(xiàn)在許多外媒把重慶比作是“中國的芝加哥”，你是怎么看的呢？

伯杰：這很貼切。芝加哥是一座漂亮的城市，也有芝加哥河和游輪，人們有不同的背景，而重慶和芝加哥的確有很多相似的地方。

中美關系從未像今天這樣緊密

作為克林頓時期的國家安全事務助理，伯杰先生對于美國在世界上的地位發(fā)揮了重要作用，尤其是在建立與中國的關系，冷靜處理亞洲金融危機等，雖已卸任，這次重慶之行自然會被問到關于中美關系的現(xiàn)狀發(fā)展問題。

記者：你怎樣看待現(xiàn)在的中美關系？

伯杰：從1979年開始，我就一直致力于中美關系發(fā)展，現(xiàn)在兩國的關系也是越來越好。我相信，中美關系是世界上最重要的雙邊關系之一，兩國合作一定是一種健康的關系，否則其他國家也會受到影響。

記者：你認為“中國威脅論“存在嗎？

伯杰：即使我在白宮工作的時候，兩國關系也沒有像今天這樣緊密、健康。政府和人民之間一直有著持續(xù)的對話，我相信兩國關系的未來只會越來越好。中國是不會產(chǎn)生威脅的。一個強大的中國只會對世界有利，世界也會從中國得到巨大的利益，只要中國在獲取自身利益的時候是以一種和平的方式。

合作前景 未來的投資熱土

卸下了政治家的身份，如今的伯杰先生更是一位在商業(yè)行業(yè)頗有建樹的優(yōu)秀企業(yè)家，此次重慶之行也是為了了解重慶社會經(jīng)濟發(fā)展現(xiàn)狀和前景，趁著兩江新區(qū)成立的大好時機，為更多美國企業(yè)來渝投資投石問路，交換經(jīng)驗。

記者：以企業(yè)家的眼光來看，重慶與美國在經(jīng)貿方面的合作前景怎樣？還可能在哪些方面有所合作？

伯杰：中國政府對兩江新區(qū)的批準設立表明重慶成為繼上海浦東新區(qū)、天津濱海新區(qū)后的第三個國家級新區(qū)，這會為重慶帶來更多吸引外資的機會。我們（ASG集團）是一家全球性商業(yè)戰(zhàn)略顧問集團，為許多世界500強企業(yè)服務，這些企業(yè)也包括生產(chǎn)、醫(yī)學、高科技等不同的領域，他們都對重慶新一輪的機會充滿信心，隨著兩江新區(qū)發(fā)展的逐步展開，在外商投資者眼中，重慶會像上海、香港一樣有更多的機會，成為外商投資開發(fā)的新的熱土。

世界的長江 世界的旅游城市

坐上維多利亞號游輪，山城兩江的美景近在眼前，山美，水美，城美，伯杰先生也陶醉其中，盛贊這是“世界上最美的游輪和最美的景色”。閑談之間，他告訴我們在1983年的時候他也曾坐船游過兩江，不過那只是一個很普通的游船，和現(xiàn)在的游輪完全沒法比。伯杰先生對長江的印象尤為深刻，對三峽的美景更是贊不絕口。

記者：再次游覽兩江感受有什么不同？

伯杰：這是我坐過的最美的游船，讓我感覺更像是一次休假旅游。（笑）

記者：如何看待長江旅游的發(fā)展狀況？

伯杰：游船對長江，對重慶的經(jīng)濟發(fā)展有很大的幫助和影響。每天有這么多輪船，游客來往于三峽，兩江，對重慶旅游業(yè)的發(fā)展功不可沒。來自不同國家和地區(qū)的游客們來到這里，可以更了解長江，也會帶來更多的投資機會，即使沒有，他們也會把這里看到的景象，對長江的印象帶給他們的家人。

記者：你對重慶旅游業(yè)有什么建議嗎？

伯杰：我認為，在未來，維多利亞號游輪還會有更多文章可以做，比如江海聯(lián)運，游客坐海船來到中國之后又可以轉江船游覽重慶的一些景點，這也為海船旅游增色不少，帶來不少機遇，也讓重慶有很好的機會走向世界。

這次我們集團與維多利亞游輪集團公司合作也是為了尋求更多的合作空間，如果能與重慶政府和重慶的企業(yè)共同合作，我相信重慶的旅游業(yè)發(fā)展會更有前途。未來的三峽庫區(qū)，未來的重慶應該整體開發(fā)，而不是單打獨斗，重慶應該成為世界的旅游城市，而長江應該是世界的長江。

The Sino-US relations have never been c loser than today

He was asked abou t the situa tion o f the deve lopm en t o f Sino-US re la tions du ring this trip.

Be rge r:I have been invo lved in US-China re la tion since 1970, when I was wo rking in the sta tes in 1979; I've been fo llow ing and wo rking on the re la tionship fo r 30 yea rs. I be lieve US-China re la tionship is the m ost im po rtan t re la tionship in the wo rld; I think wha t we do ind ividua lly and toge the r w ill shape the en tire wo rld. Coope ra tion be tween the two coun tries m ust be a good re la tionship, o r o the r coun tries w ill a lso be a ffec ted.

Jou rna list: Do you th ink tha t “Ch ina th rea t theo ry” ex ists?

Be rge r:I think US China re la tions have neve r been stronge r than today, ou r Presiden ts speak to each o the r frequen tly; the re a re m o re con tac ts be tween peop le and gove rnm en ts. Abou t rising o f China th rea tening to the West and US, I don't think so. I think strong China is good fo r the wo rld, we bene fit from strong China as long as it pe rsist peace fu l co rpo ra tion w ith o the rs.

Be rge r:I think the new Two Rive r econom ic zone which w ill m ake this the third econom ic zone in the coun try. The re wou ld be a lo t o f fo reign com pan ies tha t wan t to loca te he re in Chognq ing. My com pany as business ad vise r w ill wo rk w ith m any com panies, m anu fac tu re com p anies, high techno logy com panies, hea lth ca re com panies and o the r sec to rs.
