李鯤再次回到家鄉(xiāng)創(chuàng)業(yè),還要從一場(chǎng)“雙創(chuàng)大賽”說(shuō)起。3年前,中國(guó)(濟(jì)南)新動(dòng)能創(chuàng)新創(chuàng)業(yè)大賽面向全國(guó)人才發(fā)出邀請(qǐng),濟(jì)南姑娘李鯤從上海帶隊(duì)返鄉(xiāng)參賽;3年后,她成立的山東數(shù)健科技發(fā)展有限公司一躍成為山東省創(chuàng)新型中小企業(yè)。
像李鯤這樣來(lái)到濟(jì)南、扎根濟(jì)南的人才還有很多。近年來(lái),濟(jì)南市下大力氣引人才、留人才、服務(wù)人才。2022年6月,中共濟(jì)南市委召開(kāi)人才工作會(huì)議,升級(jí)人才政策、優(yōu)化人才服務(wù),讓人才更加便捷高效享受政策紅利、潛心干事創(chuàng)業(yè)。
在山東數(shù)健科技發(fā)展有限公司實(shí)驗(yàn)室,將醫(yī)學(xué)膠片輸入人工智能閱片機(jī)上,幾秒鐘就可作出診斷。
原來(lái),人工智能通過(guò)對(duì)大量膠片數(shù)據(jù)深度學(xué)習(xí)、多維訓(xùn)練后,2—3分鐘就能完成人工兩天的閱片量,24小時(shí)閱片量可達(dá)5萬(wàn)張,大大提高了診斷效率,減少了患者候診時(shí)間。李鯤告訴記者,這項(xiàng)技術(shù)6個(gè)月就取得了國(guó)家醫(yī)療器械二類證,并已在山東省內(nèi)醫(yī)院試點(diǎn)。
走進(jìn)李鯤的辦公室,墻上的牌匾熠熠生輝:“省長(zhǎng)杯”山東省工業(yè)設(shè)計(jì)大賽(銅獎(jiǎng))、山東省大數(shù)據(jù)創(chuàng)新人才基地……
一個(gè)年輕團(tuán)隊(duì),進(jìn)步為何如此迅速?“人才是發(fā)展的第一資源,有人才,發(fā)展就有了基礎(chǔ)?!敝泄矟?jì)南市委常委、組織部部長(zhǎng)陳陽(yáng)說(shuō)。
李鯤帶領(lǐng)的智慧醫(yī)療團(tuán)隊(duì)將人工智能與醫(yī)學(xué)相結(jié)合,成果讓人眼前一亮。賽后,濟(jì)南拋出橄欖枝,雙方一拍即合,項(xiàng)目落戶濟(jì)南市槐蔭區(qū)。
目前,“雙創(chuàng)大賽”已連續(xù)舉辦6屆,重點(diǎn)圍繞大數(shù)據(jù)與信息技術(shù)、智能制造與高端裝備等重點(diǎn)產(chǎn)業(yè)需求設(shè)置參賽領(lǐng)域,累計(jì)落地項(xiàng)目329個(gè),引進(jìn)各層次人才2180人,其中院士團(tuán)隊(duì)15個(gè)。
“雙創(chuàng)大賽”成為濟(jì)南吸引人才的重要窗口。現(xiàn)在李鯤團(tuán)隊(duì)已經(jīng)擴(kuò)大至29人,其中6名博士、11名碩士,取得多項(xiàng)研發(fā)技術(shù)成果和發(fā)明型專利。眼下,數(shù)健科技與山東第一醫(yī)科大學(xué)聯(lián)合成立了濟(jì)南市醫(yī)學(xué)人工智能與大數(shù)據(jù)重點(diǎn)實(shí)驗(yàn)室,多項(xiàng)聯(lián)合技術(shù)成果正逐步推向市場(chǎng)。
“支持院士專家工作站建設(shè)”“支持人才工作聯(lián)絡(luò)站建設(shè)”……為吸引更多人才涌向濟(jì)南,中共濟(jì)南市委加強(qiáng)人才平臺(tái)載體建設(shè),拿出真金白銀,給予院士工作站、專家工作站建站單位及人才專家團(tuán)隊(duì),同時(shí)支持技能人才培訓(xùn)基地、科技企業(yè)孵化器、人力資源人力資本產(chǎn)業(yè)平臺(tái)等建設(shè),讓高素質(zhì)人才有施展才干的廣闊空間和舞臺(tái)。
中國(guó)科學(xué)院濟(jì)南科創(chuàng)城、新型研發(fā)機(jī)構(gòu)、重點(diǎn)實(shí)驗(yàn)室……大批科研人才集聚,高能級(jí)科創(chuàng)平臺(tái)成為匯聚人才的舞臺(tái);通過(guò)“海右”系列人才工程,引進(jìn)培育1200余個(gè)市級(jí)產(chǎn)業(yè)領(lǐng)軍人才和創(chuàng)新團(tuán)隊(duì),支持金額超過(guò)11億元。
2019年,山東艾克瑞教育科技有限公司董事長(zhǎng)張祖平入選省級(jí)泰山產(chǎn)業(yè)領(lǐng)軍人才,企業(yè)主要研發(fā)教學(xué)機(jī)器人,發(fā)展勢(shì)頭向好。然而,幾年后,公司遇到發(fā)展瓶頸。為了不影響研發(fā)進(jìn)展,他到處籌措資金,一籌莫展。
項(xiàng)目落地,最難的無(wú)非是場(chǎng)地和資金問(wèn)題。如何解決企業(yè)融資難題?近年來(lái),濟(jì)南設(shè)立“人才+資本”科創(chuàng)金融服務(wù)模式,發(fā)揮財(cái)政資金牽引作用,累計(jì)對(duì)重點(diǎn)人才工程企業(yè)股權(quán)直投跟投6700萬(wàn)元,發(fā)放“人才貸”信用貸款4.9億元。張祖平正是服務(wù)對(duì)象之一。
“技術(shù)和信用也能用來(lái)貸款,這一‘及時(shí)雨解了我們的燃眉之急?!睆堊嫫秸f(shuō),企業(yè)獲得了1000萬(wàn)元的“人才貸”,解決了資金難題,研發(fā)穩(wěn)步進(jìn)行,教學(xué)機(jī)器人取得了60多項(xiàng)專利。
要讓人才沉下心、扎下根,優(yōu)質(zhì)的服務(wù)必不可少。中共濟(jì)南市委加大人才服務(wù)支持力度,出臺(tái)金融支持人才創(chuàng)新創(chuàng)業(yè)實(shí)施意見(jiàn),推出投、貸、融等一攬子支持舉措,開(kāi)展人力資本激勵(lì)機(jī)制試點(diǎn)工作,拓展提升“人才有價(jià)”平臺(tái)功能,支持創(chuàng)新攻堅(jiān)和科技成果轉(zhuǎn)化。
“人才的所需所盼就是我們工作的出發(fā)點(diǎn)和落腳點(diǎn),我們要為他們干事創(chuàng)業(yè)保駕護(hù)航,打通事業(yè)發(fā)展中的堵點(diǎn)痛點(diǎn)?!敝泄矟?jì)南市委組織部副部長(zhǎng)、市公務(wù)員局局長(zhǎng)王玉躍說(shuō),對(duì)于外地剛來(lái)濟(jì)南的高層次人才,創(chuàng)業(yè)遇到問(wèn)題不知所從,可隨時(shí)聯(lián)系人才服務(wù)專員。
濟(jì)南在市政務(wù)服務(wù)中心設(shè)立“高層次人才服務(wù)專窗”,安排人才服務(wù)專員提供1800多項(xiàng)政務(wù)服務(wù)事項(xiàng)全程幫辦代辦。
山東亞歷山大智能科技有限公司發(fā)展壯大,需要新的場(chǎng)地,但一時(shí)找不到合適的辦公場(chǎng)所。了解情況后,人才服務(wù)專員上門走訪,協(xié)商問(wèn)題解決辦法。
摸排轄區(qū)內(nèi)空閑辦公場(chǎng)所、帶著企業(yè)實(shí)地走訪……在人才服務(wù)專員幫助下,公司落戶濟(jì)南(歷下)國(guó)際人才創(chuàng)新中心,不僅房租減免了,還申領(lǐng)到了泉城產(chǎn)業(yè)領(lǐng)軍支持經(jīng)費(fèi)?!暗靡嬗谡邇?yōu)惠和資金支持,公司發(fā)展駛?cè)肓丝燔嚨?。”企業(yè)負(fù)責(zé)人周軍說(shuō)。
如何讓好政策轉(zhuǎn)變?yōu)槿瞬艑?shí)實(shí)在在的獲得感?王玉躍介紹,濟(jì)南建設(shè)了“數(shù)據(jù)才智”人才大數(shù)據(jù)平臺(tái)系統(tǒng),可自動(dòng)核驗(yàn)比對(duì)人才信息、匹配個(gè)體人才政策,免申即享、免審即享,實(shí)現(xiàn)政策與人才無(wú)縫銜接。
濟(jì)南中央商務(wù)區(qū)、泉城人才公園中軸線兩側(cè),濟(jì)南市人才服務(wù)中心、中國(guó)濟(jì)南人力資源產(chǎn)業(yè)園、濟(jì)南人才大廈、泉城人才之家等綜合服務(wù)平臺(tái)林立,為人才提供全方位、全天候的服務(wù),護(hù)航人才發(fā)展。
“初來(lái)乍到,不得先解決住的問(wèn)題嗎?住得踏實(shí)才能干得安心?!备攉I(xiàn)是濟(jì)南市歷下區(qū)十畝園小學(xué)校長(zhǎng),也是區(qū)教體局引進(jìn)的高層次人才。剛來(lái)濟(jì)南時(shí),高獻(xiàn)的第一個(gè)念頭是趕緊找個(gè)地方安頓下來(lái)。然而,想要在短時(shí)間內(nèi)找到滿意的房子并不容易。
還好濟(jì)南市早就考慮到了人才的需求。為降低人才生活成本,濟(jì)南大力實(shí)施人才安居工程,健全完善以租為主、租購(gòu)并舉的人才安居保障體系。中共濟(jì)南市歷下區(qū)委安排人才服務(wù)專員走訪,對(duì)接人才安居訴求。
高獻(xiàn)的安居愿望很快實(shí)現(xiàn)。在人才服務(wù)專員幫助下,她申請(qǐng)了高層次人才生活和租房補(bǔ)貼。“有了補(bǔ)貼,生活成本大大降低?!备攉I(xiàn)說(shuō)。
2022年6月,濟(jì)南市在系統(tǒng)集成、動(dòng)態(tài)優(yōu)化的基礎(chǔ)上,出臺(tái)濟(jì)南人才政策“雙30條”,以清單方式分別細(xì)化30項(xiàng)政策,涵蓋住房、子女入學(xué)、醫(yī)療出行等各個(gè)方面。比如住房方面,濟(jì)南明確,“十四五”期間,籌集不低于20.5萬(wàn)套(間)保障性租賃住房,符合條件的在濟(jì)就業(yè)高校畢業(yè)生可按低于市場(chǎng)價(jià)租賃。編制保障方面,設(shè)立泉城“人才驛站”編制池,在全市范圍內(nèi)調(diào)劑1000名事業(yè)編制納入編制池,滾動(dòng)使用、動(dòng)態(tài)管理……一系列好政策的出臺(tái),讓廣大人才吃下“定心丸”,大家潛心干事創(chuàng)業(yè)。
就拿高獻(xiàn)來(lái)說(shuō),她現(xiàn)在成了濟(jì)南的“金卡會(huì)員”。高獻(xiàn)掏出手機(jī),展示出一張金燦燦的卡片,上面寫著“泉城人才服務(wù)金卡”。持有此卡,她可享受19項(xiàng)及時(shí)高效的專項(xiàng)服務(wù)。目前,濟(jì)南市人才服務(wù)金卡累計(jì)發(fā)放4300余張。
“現(xiàn)在,用金卡掃描機(jī)場(chǎng)、火車站、醫(yī)院、公園、健身房等服務(wù)場(chǎng)所二維碼,即可享受通行、就醫(yī)、旅游、健身等綠色通道服務(wù)待遇,太方便了!”高獻(xiàn)說(shuō)。
陳陽(yáng)表示,濟(jì)南接下來(lái)將不斷優(yōu)化人才服務(wù)環(huán)境,讓人才干事有平臺(tái)、發(fā)展有空間、生活有品質(zhì)、內(nèi)心有歸屬。

In recent years, Jinan City has made significant strides in its efforts to attract, retain and serve talents. In June 2022, the CPC Jinan Municipal Committee held a conference regarding talent work, upgrading talent policies, optimizing talent services, with the aim of ensuring that talents can enjoy the policy dividends in a more convenient and efficient way, while also focusing on entrepreneurship.
Platforms established to allow high-calibre talent to flourish
"Talent is the first resource for development and the foundation for development," Chen Yang, member of the Standing Committee of the CPC Jinan Municipal Committee and director of the Organizational Department, said.
The China (Jinan) New Growth Drivers Innovation and Entrepreneurship Contest is a window for talent recruitment. Its the sixth years that Jinan has held the Contest, focusing on industrial sectors such as big data and new generation information technology, intelligent manufacturing and high-end equipment and etc. 329 projects have landed in, 2180 talents of all kinds and levels have been introduced that included 15 academician teams.
The CPC Jinan Municipal Committee is dedicated to the construction of talent platforms to vie for talent superiority. The convergence of high-capacity science and innovation platforms, including the Jinan Science Innovation Center of the Chinese Academy of Sciences(CAS), new R & D institutions, key laboratories and etc., has become a magnet for talents. More than 1,200 city-level industrial leaders and innovation teams have been introduced or cultivated with the financial support amounting to more than 1.1 billion yuan.
Trouble-shooting provided to settle adverse factors for development
It would be fair to say that the two most pressing issues are related to area and fund. In order to address the financing problem for enterprises, Jinan has established a "talent plus capital" financial service model for science and innovation. This has resulted in 67 million yuan of direct investment for key talent engineering enterprises and the issuance of 490 million yuan of credit loans for "talent loans".
Quality services are an indispensable factor in enabling talent to settle in Jinan. The CPC Jinan Municipal Committee has taken steps to enhance support for talent services. These include the introduction of the implementation opinions on financing for talent innovation and entrepreneurship, the formulation of support packages regarding investment, credit, financing and so forth, the pilot work of the human capital incentive mechanism, and the expansion and enhancement of the "talent valuing" platform function to support innovation breakthroughs and the transformation of scientific and technological achievements.
To ensure that favourable policies are effectively implemented, Jinan has developed the "Data Intelligence" talent big data platform system, which can automatically verify and compare talent information, match individual talent policies, and grant preferential treatment without applications or reviews. This system aims to streamline the connection between policies and talents, making it more straightforward for both parties.
Positioned on both sides of the central axis of Jinan Central Business District (CBD) and Quancheng Talent Park, comprehensive platforms such as the Jinan Talent Service Center, China Jinan Human Resources Industrial Park, Jinan Talent Building, and Quancheng Talent House are conveniently located, providing all-around, round-the-clock services for talents and ensuring their continued development.
Services improved to relieve the worries of talents
To help reduce the cost of living, Jinan has been working hard to implement the talent housing project and improve the rent-based, rent-and-buy housing security system for talents.
In 2022, Jinan put together its talent policies, issuing a series of talent policies known as the "Double 30 Articles" in the list format, which allows a wide range of talent to enjoy various policies related to transportation, housing, medical care, employment, and entrepreneurship. Talents are invited to apply for the "Quancheng Talent Service Gold Card", which offers benefits related to 19 categories of timely and efficient specialised services. To date, Jinan has issued more than 4,300 talent cards.
Chen Yang said that Jinan is striving to enhance its talent service environment, with the aim of providing a supportive environment for talents to flourish.
