經(jīng)逐略夢海洋深藍

海洋，孕育了生命，聯(lián)通了世界，促進了發(fā)展。作為海洋大省，山東依海而立、因海而興，海岸線長度約占全國的六分之一，海洋資源豐度指數(shù)居全國第一。

如何將海洋資源優(yōu)勢轉(zhuǎn)化為高質(zhì)量發(fā)展優(yōu)勢，山東走出了“科技引領(lǐng)、陸海統(tǒng)籌、改革推動、合作共贏、人海和諧”的海洋強省建設(shè)路徑。

2021年，山東海洋生產(chǎn)總值達到1.49萬億元，占全國海洋生產(chǎn)總值的16.5%；海洋漁業(yè)、海洋鹽業(yè)、海洋生物醫(yī)藥業(yè)、海洋電力業(yè)、海洋交通運輸業(yè)和海洋礦業(yè)共6個海洋產(chǎn)業(yè)增加值位居全國第一；國家級海洋牧場示范區(qū)占全國的近40%；近岸海域水質(zhì)優(yōu)良率達到92.3%。

港口不僅是綜合交通運輸樞紐，更是經(jīng)濟社會發(fā)展的戰(zhàn)略資源和重要支撐。山東緊緊扭住“加快建設(shè)世界一流的海洋港口”這一重點任務(wù)，大力推進一體化改革、智慧綠色港口建設(shè)等舉措，全面釋放港口對經(jīng)濟社會發(fā)展的支撐作用。山東省港口集團的成立，使青島、煙臺、日照、威海、濰坊、東營、濱州7個市的港口握指成拳，形成一體化協(xié)同發(fā)展格局。

山東將現(xiàn)代海洋產(chǎn)業(yè)列入新舊動能轉(zhuǎn)換“十強”產(chǎn)業(yè)，全力推進海洋產(chǎn)業(yè)進一步優(yōu)化提升，傳統(tǒng)優(yōu)勢產(chǎn)業(yè)提質(zhì)增效，海洋戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展壯大，海洋服務(wù)業(yè)加快發(fā)展，海洋產(chǎn)業(yè)鏈邁向全國價值鏈中高端。

現(xiàn)代海洋產(chǎn)業(yè)崛起的背后，是科技創(chuàng)新的強勁支撐。山東把創(chuàng)新驅(qū)動作為核心戰(zhàn)略，強化海洋科技創(chuàng)新引領(lǐng)能力，開放、協(xié)同、高效的海洋科技創(chuàng)新體系逐步健全，海洋科技創(chuàng)新能力持續(xù)增強，部分領(lǐng)域?qū)崿F(xiàn)從“跟跑”到“領(lǐng)跑”的大跨越。

隨著《海洋強省建設(shè)行動計劃》出爐，新一輪海洋強省建設(shè)正式啟動，九大行動綱舉目張，擘畫出山東經(jīng)略海洋、逐夢深藍的新藍圖。在海洋強國建設(shè)大局中，山東有信心、有條件、有能力把海洋開發(fā)這篇大文章做深做大，為海洋強國建設(shè)作出更大貢獻。

As a large marine province,Shandong stands by the sea and prospers because of the sea.The coastline length of Shandong accounts for about one-sixth of China’s total length of coastline.The index of rich marine resources of Shandong ranks first nationwide.

During the ten years from 2012 to 2021,Shandong’s marine gross production value increased by 66.1%,reaching 1.49 trillion yuan.The added value of six marine industries—marine fishery,marine salt industry,marine biomedicine industry,marine power industry,marine transportation industry and marine mining industry—ranks first nationwide.The national-level marine ranch demonstration areas account for nearly 40% of the country.The water quality rate in coastal waters reaches 92.3%.

With the release of theAction Plan for the Construction of a Strong Marine Province,a new round of building a strong marine province has been officially launched.The nine major action plans have been drawn up,which draw out a new blueprint for Shandong to manage the ocean and pursue its dream of deep blue.
