Strategies for Construction of Sustainable Development Experimental Zone in Fumian District, Yulin City

Abstract From strengthening the construction of an innovation system, adhering to the green development model of the industry, advancing the rural revitalization strategy, strengthening the protection and inheritance of cultural heritage, accelerating the development of social undertakings, and expanding the space for regional cooperation, this paper discusses the strategies for the construction of sustainable development experimental zone in Fumian District, Yulin City. It is intended to build Fumian District into a vibrant, economically prosperous, urban and rural integrated, characteristic cultural, safe and harmonious, inclusive and open district.

1 Introduction

Fumian District is located in the southeast of Guangxi and the southwest of Yulin City. In 1997, Yulin City set a new Fumian administrative area. In June 2013, Fumian District of Yulin City was established with the approval of the State Council. With an administrative area of 829 km2and a population of 445 000, Fumian District is a key development zone for county economic development in Guangxi Zhuang Autonomous Region. In this study, we would discuss strategies for the construction of a provincial level sustainable development experimental zone in Fumian District in Yulin City.

2 Strengthening the construction of innovation system to create Fumian District with vitality and prosperity

2.1 Building a sustainable development innovation platform

Fumian District should gather high-quality scientific and technological resources to establish Fumian Sustainable Development Innovation Center. Besides, it is necessary to accelerate the implementation of knowledge innovation and technological innovation projects, guide and support cooperation between enterprises and universities, enterprises and scientific research institutions, and promote the open sharing of innovation resources. In particular, Fumian District should promote colleges and universities and research institutes such as Yulin Normal University to cultivate and create innovative platforms and bases in the fields of land restoration, ecological protection, and tourism development.

2.2 Accelerating the construction of the mass innovation space platformFumian District should adhere to the govern-ment’s policy guidance and market leading role, improve the innovation and entrepreneurship policy mechanism, and guide and encourage more young people to use the Internet to start businesses through innovative technology, innovative management, and innovative business models. Especially, it is necessary to accelerate the construction of the Fumian migrant worker entrepreneurship park, provide entrepreneurs with more physical space, entrepreneurial training and other value-added service support, reduce entrepreneurial costs, and stimulate entrepreneurial appeals. Besides, it is recommended to use the "Internet +" entrepreneurial model, give priority to encouraging entrepreneurship in the fields of characteristic agricultural products and clothing design.

2.3 Accelerating the construction of innovative talent teams

Fumian District should thoroughly implement the strategy of strengthening the district with talents, innovate the talent development mechanism, support talent development policies, and coordinate the construction of various talent teams. It can rely on the innovation platform construction and major scientific and technological research projects in the demonstration zone, undertake the introduction and training simultaneously to create a group of sustainable development leaders, top notch talents and innovative teams, and provide long-term stable support. In addition, Fumian District should encourage institutions of higher learning and corporate R&D organizations to carry out talent exchanges, and support scientific and technological talents to do part-time and concurrent works.

2.4 Accelerating the transformation and application of scientific and technological achievementsFumian District should improve the mechanism for the transfer and transformation of scientific and technological achievements, and improve the service level of innovation and research and development, entrepreneurial support, intellectual property rights, technology finance, as well as technology transfer. Also, it is necessary to support the growth of intermediary agencies, open up channels for the transformation of scientific and technological achievements, guide scientific and technological achievements to meet the needs of characteristic industries, and create a new growth pole and industrial chain for sustainable development of Fumian District.

3 Building an economically prosperous Fumian with green industry development

3.1 Adhering to the green development of industrial clusters

(i) It is recommended to accelerate the green construction of industrial clusters: take full advantage of the resources of the "three major industrial parks", namely, Yulin (Fumian) Energy-saving and Environmental Industrial Park, Yulin City’s Prefabricated Buildings and Modern Green Building Materials Industry Base, and Yulin (Fumian) Ecological Textile and Garment Industrial Park, to further integrate, optimize and upgrade, increase the investment intensity of the park and the land intensification degree. Besides, Fumian District should start the construction of Yulin (Fumian) small and medium-sized clothing enterprise concentration area, guide enterprises to specialize in the division of labor, lengthen the industrial chain, enhance the agglomeration effect of the park, accelerate industrial transformation and upgrading, and at the same time adhere to green and high-quality development, and enhance the sustainable development momentum of Fumian District.

(ii) It is necessary to cultivate and expand leading enterprises for green development: implement leading enterprises to drive green development, and guide small and medium-sized enterprises to gather and implement green development. Fumian District should actively cultivate leading enterprises with high correlation and strong driving force, to promote them to play their leading role in green development, product radiation, technology demonstration, information spread and sales network.

3.2 Accelerating the development of the tertiary industry

(i) Accelerating the planning and construction of service industry clusters: with logistics parks, e-commerce industrial parks, and tourism development belts as the core, it is necessary to improve the urban spatial function development plan, and strengthen the research on the development space layout of key industries such as commercial circulation, modern logistics, eco-tourism, and cultural industries. Especially in urban areas and key towns, traffic loops, airport and other service industry layout research and planning, Fumian District should solve the problems of disorderly development and difficult implementation of the service industry, and accelerate the integrated development of the service industry and urbanization.

(ii) Strengthening the cultivation of leading enterprises in the service industry and vigorously developing tourism brands. With the goal of creating a comprehensive tourism demonstration zone in Guangxi, Fumian District should fully implement the "tourism +" strategy, promote the development of industrial integration, and concentrate efforts on cultivating tourism products such as health preservation, landscape ecology, cultural experience, and rural leisure and recreation. It is recommended to strengthen the development of the modern logistics industry, focus on the transformation and upgrading of traditional commercial circulation enterprises, and vigorously develop "Internet +" efficient logistics. Besides, it is necessary to vigorously develop e-commerce, taking the e-commerce operation center as the lead, and vigorously promote the development of the Internet + industry model.

(iii) Strengthening the planning and reserve of service industry projects: it is necessary to firmly set up the working ideas of promoting the development of the service industry with projects as the starting point. Fumian District should concentrate on the key industries of the service industry, establish a service industry project promotion mechanism, strengthen the planning and reserve of major service industry projects, and continuously enrich the service industry major project database. In addition, it is necessary to implement full-process services, full-process promotion, and full-process supervision from project preparation, packaging planning, fund implementation, and construction management to ensure the smooth progress of project construction and promote the development of the service industry with projects.

4 Promoting rural revitalization strategy and urban and rural integration of Fumian District

4.1 Promoting the rural revitalization strategy, and efficient rural and agricultural development(i) Accelerating the agricultural industrialization development. It is necessary to stabilize grain production, accelerate the grain functional zoning, and ensure that the area of grain production in the region reaches 27 133.3 ha. Besides, it is necessary to deepen the reform of rural land transfer and rural property rights system, and promote the rapid development of new agricultural business entities. It is recommended to vigorously develop ecological leisure, forest tourism, and health care industries relying on landscape ecology, pastoral scenery, traditional villages, folk culture,etc..

(ii) Making efforts to improve the rural living environment. Fumian District should adhere to green development, steadily promote the improvement of rural living environment and accelerate rural greening and beautification, accelerate the implementation of tree species structure adjustments and forest transformations in important ecological areas such as water source areas, within 500 m of the banks of the Nanliu River, scenic spots,etc., to strive to complete the structural adjustment of the 666.7 ha tree species and forest transformation in the Nanliu River Basin, and complete the eucalyptus protective transformation of the 533.3 ha water source areas.

4.2 Effectively promoting the construction of urban infrastructure and accelerating the process of urban-rural integrationFumian District should actively construct a multi-level urban spatial layout with urban areas as the core, central towns as the framework, and towns as the foundation in accordance with the requirements of the scientific outlook on development, and take axis to distribute points and promote area with point, to accelerate the formation of scientific and reasonable urban spatial pattern.

(i) Accelerating the revision of the overall urban planning. It is recommended to accelerate the revision of the overall planning of the urban area and the towns, and improve functions and quality in accordance with the requirements of a high starting point, high standards, and high quality, with the focus on expanding scale. Fumian District should promote the planning adjustment and expansion of the park, and accelerate the construction of a new ecological zone of 10 km2.

(ii) Accelerating the construction of urban and rural transportation network. Fumian District should continue to cooperate with the construction of such projects as Lipu-Yulin Expressway (Fumian section), provincial highway S511 Xingye via Fumian to Xinqiao secondary highway, and Luchuan to airport. Besides, it is necessary to accelerate the construction of the national highway G241 to Fumian Garment Industrial Zone highway, Chengdu to Lianhuashan highway and other regional traffic arterial road projects, and Daling to Shuangfeng (Shilongjing section) and other county and township interconnection network projects. Also, Fumian District should deeply promote the construction of the "Four Good Rural Roads" and realize the coordinated development of construction, management, protection, and transportation of rural roads.

(iii) Accelerating the construction of municipal engineering. Fumian District should accelerate the urban road construction and expand the urban development layout, make effort to construct the skeleton road network extending outwards from the east area of Yufu Avenue, the east and west areas of Tianhe Road, and Yufu Avenue, improve the road construction from Tianhe Road to Chengjun Industrial Park in Fumian downtown, and gradually improve the road network system of urban main roads, secondary arterial roads and branch roads, further improve corresponding municipal facilities such as electricity, telecommunications, water supply and drainage relying on urban roads, and constantly improve urban functions.

5 Enhancing the protection and inheritance of cultural heritage and creating a characteristic culture of Fumian District

5.1 Strengthening the protection and utilization of historical cultureFumian District should enhance the protection and maintenance of cultural relics such as the Chuanport site, Wanji Bridge, the ancient buildings of Xinqiao Dalou Village, Pangnai Temple, and Tang Dexiang Temple, and strengthen the construction of cultural heritage bases. It can build a number of intangible cultural heritage inheritance bases, explore, sort out and protect intangible cultural heritage with regional characteristics such as Kirin Dance, martial arts Shiba Luzhuang, and mountain folk songs.

5.2 Promoting the integrated development of industries such as culture and tourismFumian District should explore the cultural heritage of the Maritime Silk Road and vigorously promote the Ancient Ship Port of the Fumian section of the Nanliu River, which displays historical traces and cultural charm of Fumian. It can promote building of delicious food brands such as Fumian Duck and Sand Stream Fish, and cultivate special tourism and food culture brands. Fumian District can develop and construct natural oxygen bars and aromatic health care centers to refine Chinese and Western health care cultures relying on the resources of Liuwan Mountain Forest Park.

6 Accelerating the development of social undertakings and creating a safe and harmonious Fumian District

6.1 Accelerating the construction of a green consumption systemIt is necessary to strengthen green publicity and set up a green development concept that respects, conforms to and protects nature. Fumian District should establish and improve the green national education system of the innovation demonstration zone, enhance the cultivation of young people’s awareness of green development, improve the civilized quality of the people, and cultivate green consumption habits, create a social atmosphere in which everyone participates in energy conservation, water conservation, and conservation in the whole society, and take the lead in establishing a green consumption system in the innovation demonstration zone.

6.2 Improving the social security system(i) Stabilizing and promoting employment. It is recommended to consolidate responsibilities and earnestly do a good job in employment and reemployment. Besides, Fumian District should implement the subsidy policy for entrepreneurship and employment of migrant workers, and promote employment through entrepreneurship. It is necessary to promote the publicity and certification of employment and poverty alleviation workshops, and implement one-time incentives and subsidies.

(ii) Doing a good job in social security. Fumian District should comprehensively implement various social security policies and measures to ensure that various social insurance benefits are paid in full and on time. Besides, it is necessary to improve the basic medical insurance system and accelerate the integration of basic medical insurance for urban and rural residents.

(iii) Accelerating the urban and rural housing security system. Fumian District should take indemnificatory apartment and public rental housing as major points, further improve the construction of the housing market system and housing security system. Besides, it is necessary to accelerate the renovation of dilapidated houses in rural areas, the renovation of shanty areas, and the development and construction of residential community projects such as Fengling New Town and Shatian New Town.

(iv) Accelerating the development of population and medical and health services. Fumian District should accelerate the development of undertakings for women, children, the disabled people, accelerate the construction of medical infrastructure projects, and strive to improve the level of urban and rural medical and health services, and accelerate the establishment of a pragmatic and efficient food and drug supervision system, and make effort to stabilize the food and drug safety situation.

(v) Accelerating the development of cultural and physical education. Fumian District should accelerate the construction of functional housing such as classrooms in rural primary and secondary schools, improve the construction of living facilities such as student dormitories in primary and secondary schools, and gradually meet the people’s needs for more equitable, higher-quality, and more diversified education, and accelerate the construction of village-level public service centers, further improve public cultural and sports infrastructure, and make effort to improve the cultural and living standards of the masses.

7 Expanding the space for regional cooperation and building an inclusive and open Fumian

7.1 Building a support point for ASEAN and Beibu Gulf channelFumian District should accelerate the planning of the construction of the airport economic industrial park, vigorously develop the airport industry, accelerate the expansion of urban development capacity, improve the quality of urban development, and improve policy mechanisms such as industrial development, talent attraction, and social management. Also, it is recommended to accelerate the development of characteristic agriculture, modern logistics and other industries oriented to ASEAN cooperation, and build Fumian into an important gateway for Yulin City to open cooperation with Beibu Gulf and ASEAN.

7.2 Actively undertaking industrial transfer from Hong Kong, Macao, Taiwan (China) and the Pearl River Delta

Fumian District should actively integrate into the opening-up development and construction of the Pearl River-Xijiang Economic Belt, deepen cooperation with Guangdong, Hong Kong, Macao, the Yangtze River Delta and other regions, and build a direct supply base of agricultural products for Hong Kong, Macao and Taiwan (China). Fumian District can take advantage of the strategic layout of the airport, give play to the linkage role of the airport area, actively undertake industrial transfer, and strengthen cooperation in advanced, sophisticated, high-end and other industrial fields. In addition, Fumian District should promote the development of high-tech industries such as precision machinery, electronic information, and biomedicine that are highly related to the aviation industry, and promote the landing and docking of regional industries.

7.3 Accelerating project planning and construction, and comprehensively enhancing the driving force of economic developmentIt is recommended to make full use of the industrial advantages and resource endowments of Fumian District, focus on key points, make up for shortcomings, gather clusters, strengthen weaknesses, study and cultivate industries. Besides, Fumian District should actively plan investment projects within the central budget, PPP projects,etc., and continuously enrich the project reserve, and strengthen the construction of industrial projects at a higher level and a deeper level, accelerate the pace of innovation and opening up, so as to constantly improve the core competitiveness of the industry.
