科創(chuàng)強引擎，賦能新發(fā)展

強化基礎(chǔ)研究

基礎(chǔ)研究是產(chǎn)業(yè)持續(xù)創(chuàng)新發(fā)展的重要動力。近年來，山東瞄準科技前沿，聚焦關(guān)鍵領(lǐng)域，在增強創(chuàng)新策源能力上練內(nèi)功，在基礎(chǔ)研究領(lǐng)域不斷加大投入，獲獎成果數(shù)量持續(xù)上升。2021年度山東省科學技術(shù)獎共評選出45項原創(chuàng)性基礎(chǔ)研究成果，為近年來數(shù)量最多的一次，充分展現(xiàn)了山東在基礎(chǔ)研究和應(yīng)用基礎(chǔ)研究中取得的一批高水平科研成果，基礎(chǔ)研究逐漸成為引領(lǐng)山東科技創(chuàng)新的重要抓手。

作為山東省基礎(chǔ)研究領(lǐng)域的最高獎項，自然科學一等獎評選一直堅持以“寧缺毋濫”為原則，獎項頗具含金量。2021年度全省唯一一項自然科學獎一等獎由量子信息領(lǐng)域的研究成果摘得，山東大學仝殿民團隊原創(chuàng)性提出了基于快速和樂的抗噪聲量子操作理論，引領(lǐng)了國際上該研究方向的發(fā)展，為噪聲環(huán)境下的量子信息處理提供了理論基礎(chǔ)。

量子信息是國際科學研究的戰(zhàn)略競爭要地，也是國家重大需求研究領(lǐng)域，連續(xù)三次寫入國家五年科技規(guī)劃。仝殿民表示，作為一名科研工作者，能為山東的科技發(fā)展出一份力，他感到很幸運，也深感責任重大?！拔沂菑氖禄A(chǔ)研究工作的，基礎(chǔ)研究是科技創(chuàng)新的源頭，沒有強大的基礎(chǔ)研究，很難產(chǎn)生原創(chuàng)性、革命性的關(guān)鍵核心技術(shù)?！辟诘蠲裾f，基礎(chǔ)研究團隊更要走在科技創(chuàng)新的前列，“我們要以此為新的起點，積極響應(yīng)‘爭當國家高水平科技自立自強排頭兵’的號召，勇于肩負高水平科技自立自強使命，擔起關(guān)鍵核心技術(shù)攻關(guān)的重任，為山東省科技創(chuàng)新事業(yè)貢獻力量?！?/p>

新一代山河超級計算平臺在濟南建成，綜合算力處于國際前列。The New-Generation Shanhe Supercomputing Platform has been completed in Jinan,its comprehensive computing power ranking at the forefront of the world.

山東省科學技術(shù)廳黨組書記、廳長唐波介紹，山東積極構(gòu)筑高能級創(chuàng)新平臺，探索建立了“1313”實驗室體系，已建設(shè)海洋試點國家實驗室1家、國家重點實驗室21家、省實驗室9家、省重點實驗室261家。這些高能級創(chuàng)新平臺在加強基礎(chǔ)研究、應(yīng)用基礎(chǔ)研究等方面發(fā)揮了重要作用。

在基礎(chǔ)研究資金投入方面，山東省自然科學基金規(guī)模已突破6億元，山東省人民政府與國家自然科學基金委員會的聯(lián)合基金年支持強度達到1.6億元，為提升源頭創(chuàng)新能力提供了有力支撐?！跋乱徊?，我省將聚焦強化基礎(chǔ)研究策源能力，加快研究制定省基礎(chǔ)研究十年行動方案，圍繞新一代信息技術(shù)、新材料、新能源、生物醫(yī)藥、碳中和、海洋科學等領(lǐng)域，加速布局前沿交叉和顛覆性技術(shù)研究?！碧撇ㄕf。

突破核心技術(shù)

世界首套時速600公里的高速磁浮交通系統(tǒng)成功下線；全球首款“國密算法高抗沖突物聯(lián)網(wǎng)安全芯片”面世；具有完全自主知識產(chǎn)權(quán)的燃料電池智能雪蠟車亮相冬奧會；國內(nèi)首套水下采油系統(tǒng)海試成功；超純海藻酸鈉正式上市，打破國外壟斷；3個1類新藥、3個中藥新藥獲批上市……近年來，山東組織實施了一批重大關(guān)鍵技術(shù)攻關(guān)項目，突破了一批“卡脖子”技術(shù)難題，取得了一批重大科技成果。

通過持續(xù)加強對關(guān)鍵核心技術(shù)的攻關(guān)，有力推動了創(chuàng)新鏈、產(chǎn)業(yè)鏈的精準對接。2021年度山東省科學技術(shù)獎獲獎成果中，與“十強產(chǎn)業(yè)”密切相關(guān)的共有231項，占比達到76%。電子信息、高端裝備與智能制造、新能源新材料、生物醫(yī)藥等新興產(chǎn)業(yè)領(lǐng)域一等獎項目數(shù)量達到24項，占一等獎項目總數(shù)的六成以上，為高技術(shù)產(chǎn)業(yè)發(fā)展注入強大動力。

瞄準“卡脖子”技術(shù)，山東把國家重大戰(zhàn)略需求放在首位，堅持問題導向，全力打好關(guān)鍵核心技術(shù)突圍戰(zhàn)、攻堅戰(zhàn)，實施關(guān)鍵核心技術(shù)攻關(guān)工程，在重點領(lǐng)域搶占前沿高地，搶登科技制高點，下好戰(zhàn)略先手棋。

實現(xiàn)天然氣水合物安全高效開采是全球海洋科技競爭制高點，更是中國重大戰(zhàn)略需求。青島海洋地質(zhì)研究所聯(lián)合青島海洋試點國家實驗室等多家單位開展產(chǎn)學研聯(lián)合攻關(guān)，聚焦南海天然氣水合物開采面臨的關(guān)鍵科學與技術(shù)難題，在開采仿真模擬與調(diào)控關(guān)鍵技術(shù)等方面取得了創(chuàng)新性成果，為中國首次海域水合物試采工程取得重大突破提供了有力支撐。

面向產(chǎn)業(yè)發(fā)展重大需求的一系列重大科學裝置落地，也使山東自主創(chuàng)新能力進一步增強。如青島航空技術(shù)研究院聯(lián)合中國科學院工程熱物理研究所完成的“輕型航空動力極端復雜環(huán)境試驗技術(shù)及應(yīng)用”成果，突破了高效低雷諾數(shù)高空試驗的關(guān)鍵核心技術(shù)，推動了航空發(fā)動機熱物理重大科學裝置的落地，為下一代高性能動力的研制提供了重要的基礎(chǔ)研究平臺，有效提高了中國先進航空動力的研制水平。

培強創(chuàng)新主體

科技型企業(yè)是加快新舊動能轉(zhuǎn)換、推動經(jīng)濟高質(zhì)量發(fā)展、實現(xiàn)“三個走在前”的骨干力量。企業(yè)成為科技創(chuàng)新舞臺“主角”，正逐步成為山東省科技獎勵特色。在2021年度山東省科學技術(shù)獎514家獲獎單位中，企業(yè)達到了335家，占比超過65%。企業(yè)參與科技創(chuàng)新氛圍良好，產(chǎn)學研協(xié)同創(chuàng)新成效明顯，有力支撐了企業(yè)高質(zhì)量發(fā)展。

歌爾股份有限公司圍繞虛擬現(xiàn)實終端技術(shù)、虛擬現(xiàn)實顯示技術(shù)等關(guān)鍵共性核心技術(shù)進行持續(xù)攻關(guān)，研發(fā)了多款國際領(lǐng)先水平的中高端虛擬現(xiàn)實頭戴顯示產(chǎn)品，出貨量占全球中高端產(chǎn)品市場的70%，穩(wěn)居國際同行業(yè)第一，帶動虛擬現(xiàn)實市場規(guī)模超過千億元。

去年，浪潮集團提出全新戰(zhàn)略定位，那就是成為世界一流的新一代信息技術(shù)產(chǎn)業(yè)的龍頭企業(yè)、經(jīng)濟社會數(shù)字化轉(zhuǎn)型的優(yōu)秀服務(wù)商、新型基礎(chǔ)設(shè)施建設(shè)的骨干企業(yè)。浪潮集團首席技術(shù)官、高級副總裁胡雷鈞表示，基于新戰(zhàn)略定位，浪潮集團通過持續(xù)加大研發(fā)投入、加強重點技術(shù)攻關(guān)、加大科研平臺建設(shè)等舉措，以科研實力提升企業(yè)競爭力，致力成為山東省國資國企的排頭兵。

通過實施科技型企業(yè)梯次培育行動計劃，持續(xù)完善科技型企業(yè)扶持政策體系，山東的科技型企業(yè)隊伍群體持續(xù)發(fā)展壯大。截至2021年底，山東省高新技術(shù)企業(yè)總數(shù)已突破2萬家，規(guī)模以上高新技術(shù)產(chǎn)業(yè)產(chǎn)值同比增長19.53%，高新技術(shù)產(chǎn)業(yè)產(chǎn)值占規(guī)模以上工業(yè)總產(chǎn)值的比重達到46.76%。目前，山東省規(guī)模以上工業(yè)企業(yè)有研發(fā)活動企業(yè)占比達到39.2%，超過全國平均水平。

唐波表示，未來，山東將繼續(xù)完善科技型企業(yè)梯次培育機制，積極探索眾創(chuàng)空間、科技孵化器、大學科技園、科技產(chǎn)業(yè)加速器等鏈式孵化載體體系建設(shè)試點，力爭科技型中小企業(yè)、高新技術(shù)企業(yè)、科技小巨人企業(yè)和科技領(lǐng)軍企業(yè)實現(xiàn)量質(zhì)雙升。

On June 22,the Shandong Scientific &Technological Innovation Conference was held.At the conference,the Science and Technology Awards of Shandong for 2021 were presented,and a number of innovation results reached internationally and domestically leading level,manifesting Shandong’s hard power in scientific &technological innovation.This year,Shandong has put the enhancement of scientific research and innovation in the first position of the“Top Ten Innovations” action plan,with the fund for provincial sci-tech innovation and development rising by 10% over the last year,and the budget fund up to RMB 14.5 billion.

Basic research is an important driving force for sustained innovation and development of the industry.Tang Bo,head and secretary of the Leading Party Group of the Department of Science &Technology of Shandong Province,said that Shandong has actively built high-level innovation platforms,explored and established the “1313” laboratory system,and completed 1 pilot national laboratory for marine science&technology,21 key national laboratories,9 provincial laboratories,and 261 key provincial laboratories.These high-level innovation platforms have played a significant role in strengthening and applying basic research.

Aiming at “Bottleneck” technology,Shandong has given top priority to China’s major strategic needs,insisted on problem orientation,spared no effort to break down the barriers to key and core technologies and overcome difficulties there,implemented projects for making breakthroughs in key and core technologies,seized the leading edge of key domains,obtained the leadingposition in science and technology,and made the first move strategically.

Technology-based enterprises are the backbone force in accelerating the replacement of old growth drivers with new ones,promoting high-quality economic development,and “taking the lead in three aspects”.Enterprises are playing the lead on the stage of scientific and technological innovation,and gradually becoming the characteristic of Shandong’s science and technology rewards.By the end of 2021,the total number of Shandong’s hi-tech enterprises exceeded 20,000,with the output value of hi-tech industries above designated size increasing by 19.53% on a year-on-year basis,and the output value of hi-tech industries accounting for 46.76% of the total output value of industries above designated size.
