穩(wěn)字當(dāng)頭、穩(wěn)中求進(jìn) 全力推動(dòng)利用外資保穩(wěn)促優(yōu)

2月18日，全國(guó)外資工作電視電話會(huì)議在京召開，會(huì)議主要任務(wù)是，以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo)，學(xué)習(xí)黨的十九大和十九屆歷次全會(huì)精神，貫徹中央經(jīng)濟(jì)工作會(huì)議精神，落實(shí)全國(guó)商務(wù)工作電視電話會(huì)議要求，分析研判當(dāng)前穩(wěn)外資面臨形勢(shì)，研究部署全年利用外資工作。

會(huì)議指出，2021年穩(wěn)外資工作取得新成效，全國(guó)實(shí)際使用外資規(guī)模首次突破一萬(wàn)億元人民幣，達(dá)到1.15萬(wàn)億元，近十年來(lái)首次實(shí)現(xiàn)兩位數(shù)增長(zhǎng)，增速達(dá)到14.9%，高技術(shù)產(chǎn)業(yè)引資占比首次超過30%，實(shí)現(xiàn)了“十四五”良好開局。

會(huì)議強(qiáng)調(diào)，要深刻認(rèn)識(shí)利用外資工作的重要意義。外資企業(yè)是中國(guó)重要的市場(chǎng)主體，在中國(guó)經(jīng)濟(jì)發(fā)展中發(fā)揮獨(dú)特而重要的作用。當(dāng)前，百年變局和世紀(jì)疫情疊加，國(guó)際投資格局深刻調(diào)整，中國(guó)利用外資工作面臨的形勢(shì)復(fù)雜嚴(yán)峻。要從黨和國(guó)家工作大局出發(fā)，始終高度重視利用外資工作，解決好當(dāng)前外資工作面臨的突出問題。

會(huì)議要求，2022年各地商務(wù)主管部門要按照黨中央、國(guó)務(wù)院決策部署，認(rèn)真貫徹落實(shí)中央經(jīng)濟(jì)工作會(huì)議精神，堅(jiān)持穩(wěn)字當(dāng)頭、穩(wěn)中求進(jìn)，全力推動(dòng)利用外資保穩(wěn)促優(yōu)。

On February 18， a teleconference on national foreign investment utilization was convened in Beijing. The main task is to learn the principles of the 19th National Congress of the Communist Party of China （CPC） and plenary sessions of the 19th CPC Central Committee under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Besides， the conference also aims to implement the principles of the Central Economic Work Conference and the requirements of the teleconference on national business work， analyze and judge the current situation of stabilizing foreign investment， and discuss the arrangement of work related to foreign investment utilization throughout the year.

According to the conference， China has made new achievements in stabilizing foreign investment in 2021. The paid-in foreign investment across the country exceeded one trillion yuan for the first time， reaching 1.15 trillion yuan. It achieved double-digit growth for the first time in nearly a decade， with a growth rate of 14.9%， and high-tech industries attracted more than 30% of the investment for the first time. In a word， China achieved a good start of the 14th Five-Year Plan period.

The conference stressed the need to deeply understand the importance of utilizing foreign investment. Foreign-funded enterprises， as important market entities in China， play a unique and crucial role in Chinas economic development. At present， facing the once-in-a-century changes and the raging COVID-19 pandemic， the situation of foreign investment utilization in China has become complex and severe as the international investment pattern is profoundly adjusted. The conference urged efforts to always attach great importance to the work of foreign investment utilization and solve the outstanding problems facing the current work on the basis of considering the overall work situation of the Party and the government.

In 2022， commercial departments of all localities must earnestly implement the principles of the Central Economic Work Conference in accordance with the decisions and plans of the CPC Central Committee and the State Council. They need to prioritize stability while pursuing progress in a bid to ensure stable and quality foreign investment utilization.
