Stilwell Research Center Successfully Convenes Inaugural Meeting of the Expert Committee

The inaugural meeting of the Stilwell Research Center Expert Committee was held online on March 25th. Wang Wen， Director-General of the Foreign Affairs Office of the Chongqing Municipal Government， delivered opening remarks， and expert committee members John Easterbrook， Deng Wenzhong， Huang Kaimeng， Lyu Youqing， and Jiang Ping each delivered a speech. Zhou Yi， Deputy Director-General of the Foreign Affairs Office， hosted the meeting.

Wang Wen said that the Stilwell Research Center has played an active role in the friendly exchanges between the Chinese and American people for 30 years since its establishment， and the Chongqing Stilwell Museum is a bridge for the two peoples to deepen understanding and enhance friendship. She hopes that the expert committee members would actively participate in the development of the center and the museum， and give full play to their respective advantages and strengths in historical and cultural research， networking and talent development， external friendly exchanges， collection of exhibits， and exhibition upgrades.

General Stilwells grandson， Colonel John Easterbrook， said that he had visited the Chongqing Stilwell Museum many times and not only witnessed the development and changes of the museum but also felt the important role of the museum in the friendly relations between the people of China and the United States and that he would like to continue to contribute to the development of the museum. Colonel Easterbrook also made suggestions on how the museum could improve its exhibition and attract different groups of visitors.

The Stilwell Research Center Expert Committee was established to expand information channels， enrich decision-making ideas， and facilitate high-quality development of the center and museum. The Expert Committee meets twice a year.

史迪威研究中心專家委員會第一次會議成功舉行

3月25日，史迪威研究中心專家委員會第一次會議以線上方式舉行。市政府外辦主任王雯致辭，專家委員會委員約翰·伊斯特布魯克、鄧文中、黃開蒙、呂友清、蔣平分別發(fā)言。市政府外辦副主任周毅主持會議。

王雯表示，史迪威研究中心成立30年來，一直為中美民間友好交往發(fā)揮積極作用，重慶史迪威博物館是兩國人民加深了解、增進(jìn)友誼的橋梁。她希望，專家委員會委員積極參與中心和博物館的發(fā)展，在歷史文化研究、人脈資源拓展、對外友好交流、文物征集和展陳升級等方面充分發(fā)揮各自的優(yōu)勢和力量。

史迪威將軍的外孫伊斯特布魯克表示，他曾多次到訪重慶史迪威博物館，不僅看到了博物館的發(fā)展變化，也感受到了博物館在中美兩國民間友好交往中的重要作用，他愿繼續(xù)為博物館的發(fā)展貢獻(xiàn)自己的力量。伊斯特布魯克還就博物館如何提高展陳效果和吸引不同群體觀眾提出了建議。

史迪威研究中心專家委員會的成立旨在擴(kuò)大信息渠道、拓寬決策思路，助力中心和博物館高質(zhì)量發(fā)展。專家委員會每年召開兩次會議。

Chongqing Foreign Affairs Office Carries Out Epidemic Prevention Training for Staff of Quarantine Sites in Chongqing for Imported Cases from Overseas

To ensure effective and thorough implementation of the measures to guard against imported cases from overseas， guarantee sound administration of the quarantine sites， and strengthen the awareness of self-protection of front-line staff， on March 9th， the Foreign Affairs Office of the Chongqing Municipal Government， together with the Municipal Health Commission and the Municipal Bureau of Ecology and Environment， organized a training session on epidemic prevention and medical waste disposal for staff of the quarantine sites in Chongqing for imported cases from overseas.

During training， He Yaming， an expert from the Municipal Center for Disease Control， analyzed the current epidemic situation in China， combined with the current epidemic prevention policies in Chongqing and his own experiences in supervising the quarantine sites. He explained in detail the sources of infection in the work environment of quarantine sites， the risk points of infection for onsite workers， the transmission pathways， as well as how the staff of quarantine sites can ensure personal protection and proper disinfection of facilities and equipment in their daily work. Chen Zhimei， an expert from the Second Affiliated Hospital of Chongqing Medical University， explained the epidemiological characteristics of COVID-19 and introduced in detail how to ensure effective management of epidemic-related medical waste in the quarantine sites， namely， strengthening management functions， controlling the sources of infection， cutting off the transmission channels， and protecting susceptible people.

Zhang Yaxi， Deputy Director-General of the Chongqing Foreign Affairs Office， all members of the General Affairs Office of the Municipal Foreign Affairs Liaison Group （Jiangbei Airport Prevention and Control Group） and the Hotel Group of the Foreign Affairs Office attended the training at the main venue of the Foreign Affairs Building， and about 300 personnel of the quarantine sites in the districts and counties of Chongqing attended the training online.

聯(lián)合開展全市“外防輸入”集中隔離場所工作人員防疫培訓(xùn)

為進(jìn)一步落實(shí)落細(xì)“外防輸入”各項工作措施，做好集中隔離場所管理，強(qiáng)化一線工作人員自我防護(hù)意識。3月9日，市政府外辦聯(lián)合市衛(wèi)生健康委、市生態(tài)環(huán)境局組織開展全市“外防輸入”集中隔離場所工作人員防疫技能及隔離點(diǎn)醫(yī)療廢物處置培訓(xùn)。

培訓(xùn)中，市疾控中心專家何亞明分析了國內(nèi)當(dāng)前疫情形勢，結(jié)合現(xiàn)階段重慶市防疫政策和自身參與督查隔離場所工作經(jīng)歷，詳細(xì)講解了隔離場所工作環(huán)境傳染源、人員感染風(fēng)險點(diǎn)、傳播途徑以及隔離場所工作人員如何在日常工作中規(guī)范做好個人防護(hù)和工作環(huán)境設(shè)施設(shè)備消毒等知識。重醫(yī)附二院專家陳志美現(xiàn)場解讀了新冠肺炎疫情的流行病學(xué)特點(diǎn)，詳細(xì)介紹了通過強(qiáng)化管理職能、控制傳染源、切斷傳播途徑、保護(hù)易感人群等方式做好集中隔離場所涉疫醫(yī)療廢物管理工作。

市政府外辦副主任張婭茜，市外事聯(lián)絡(luò)組（江北機(jī)場防控組）綜合辦、市政府外辦酒店組全體成員在外事大樓主會場參加培訓(xùn)，全市各區(qū)縣約300名隔離場所工作人員線上參加培訓(xùn)。

A Video Conference Between Chongqing Municipality and Sao Paulo State of Brazil to Explore New Opportunities for Cooperation Through Media

On March 10th， a video conference was held between Chongqing Municipality and Sao Paulo State of Brazil at the Foreign Affairs Building to discuss how to use media cooperation in the post-pandemic era to enhance mutual understanding and friendly exchanges between people of the two sides.

Zhou Yi， Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government， presided over the meeting and introduced the progress of how Chongqing put into practice the new development philosophy and promote high-quality development. He said that Chongqing attaches great importance to the friendly exchanges with Sao Paulo State and is willing to explore new ways of international exchanges with Sao Paulo State. It is hoped that the cooperation between Jornal da Cultura and Chongqing Radio and Television Group will be a starting point to further deepen the communication between the two sides in terms of culture， education， economy and trade， and science and technology.

Andrea Brito， Deputy Director-General of the International Relations Secretariat of Sao Paulo State， said that Sao Paulo State is willing to continuously deepen friendly cooperation with Chongqing， and looks forward to signing a memorandum of understanding on friendly cooperation with Chongqing as soon as possible to deepen practical cooperation between the two places.

Liu Jin， Vice President of Chongqing Radio and Television Group， and Anfabio Chateaubriand， New Business Director of Jornal da Cultura， introduced their development respectively and expressed their willingness to explore cooperation in programs， win-win cooperation and exchanges on a regular basis and so on.

重慶市與巴西圣保羅州舉行視頻會：以“媒”為介探索合作新機(jī)遇

3月10日，重慶市與巴西圣保羅州在外事大樓舉行視頻交流會，共同探討在后疫情時代，如何以媒體合作為切入點(diǎn)，增強(qiáng)兩地民眾相互了解，增進(jìn)友好交流。

市政府外辦副主任周毅主持會議，并介紹重慶全面貫徹新發(fā)展理念、推動高質(zhì)量發(fā)展的基本情況。他表示，重慶十分重視與圣保羅州的友好往來，愿與圣保羅州一道，積極探索國際交往新方式。希望以巴西文化電視臺和重慶廣電集團(tuán)的合作為起點(diǎn)，進(jìn)一步深化兩地在文化、教育、經(jīng)貿(mào)、科技等領(lǐng)域的溝通交流。

圣保羅州國際關(guān)系秘書處副主任安德烈·布里托表示，圣保羅州愿不斷深化與重慶市的友好合作，期待盡快與重慶市簽訂友好合作諒解備忘錄，深化兩地務(wù)實(shí)合作。

重慶廣電集團(tuán)副總裁劉晉、巴西文化電視臺新業(yè)務(wù)總監(jiān)昂法比奧·夏多布里昂分別介紹了各自單位情況，表示愿在節(jié)目合作、產(chǎn)業(yè)化共贏、常態(tài)化交往等多方面探索合作。

The Video Conference Between the Foreign Affairs Office of the Chongqing Municipal Government and CICG Academy of Translation and Interpretation

On March 10th， the Foreign Affairs Office of the Chongqing Municipal Government conducted a virtual conference with CICG Academy of Translation and Interpretation to explore the way to develop strategic cooperation and give full play to their resources， thus promoting Chongqing to build itself into a hub for international interactions in central and western China and contributing Chongqings endeavors to telling the world about Chinas stories. Wang Jiyu， President of CICG Academy of Translation and Interpretation， Zhou Yi， Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government and Zeng Wei， Executive Vice District Mayor of Jiangbei District attended the video conference.

“Surrounded by mountains and rivers， Jiangbei District boasts picturesque scenery of lush mountains and lucid rivers and a sound economic and industrial found ation.” Zeng Wei said that Jiangbei District is putting in great efforts to be a key area of international consumption and to foster an optimized international business climate， and it is ready to play its part in Chongqings efforts to build itself into a hub for international interactions in central and western China.

“We should map out plans and identify new opportunities beforehand so as to usher in a new stage and take initiative to fulfil our mission to telling the world about Chinas stories.” Wang Jiyu suggested that we should coordinate our efforts on a regular and consistent basis and transform them into deliverables and we shall explore how to extend existing resources to central and western China and support Chongqing to be the talent pool for the national linguistic team. He looked forward to working with subnational departments to undertake major national projects and set important industry standards.

3月10日，市政府外辦與中國外文局翻譯院舉行視頻交流會，探討開展戰(zhàn)略合作，承接中國外文局翻譯院資源，助推重慶建設(shè)中西部國際交往中心，為講好中國故事貢獻(xiàn)重慶力量。中國外文局翻譯院院長王繼雨、市政府外辦副主任周毅、江北區(qū)政府常務(wù)副區(qū)長曾偉出席交流會。

The Foreign Affairs Office of the Chongqing Municipal Government Organized Thematic Event “Women Staff in the Foreign Affairs Office Painting Chongqing to Celebrate the Convening of the 20th National Congress of the Communist Party of China”

Women staff have devoted themselves to the party and strived to embark on a new journey to make womens great contributions to the high-quality development of foreign affairs. On March 8th， the 112th International Womens Day， Womens Commission of the Foreign Affairs Office of the Chongqing Municipal Government organized an activity under the theme of “Women Staff in the Foreign Affairs Office Painting Chongqing to Celebrate the Convening of the 20th National Congress of the Communist Party of China” in Guangyang Island， and female staff of the Office and its directly affiliated institutions attended the event.

Since 2020， the Foreign Affairs Office of the Chongqing Municipal Government has actively participated and coordinated the construction of Guangyang Island， especially the project of the International Conference Center. Chongqing Foreign Affairs Office has organized visits to the venues of the G20 Summit in Hangzhou and the venues of the Boao Forum for Asia in Hainan to learn about events-hosting and construction of venues and has coordinated different parties and solicited suggestions from experts to optimize its design for multiple times.

During the event， staff members visited the comprehensive demonstration site， Guangyang Camp and the Guangyang Island International Conference Center， which is under construction， and learned about the green development process of Guangyang Island in detail. At the Former Guangyang Camp， staff members recalled the history of the War of Resistance Against Japanese Aggression and learned about the stories of how Soviet and American pilots assisted China. On the eastern Guangyang Island lawn， staff members created the large painting together under the theme of “Women Staff in the Foreign Affairs Office Painting Chongqing”.

“外事巾幗繪重慶，潑墨添彩新華章—喜迎黨的二十大”主題活動在廣陽島舉行

巾幗心向黨、奮斗新征程，為外事工作高質(zhì)量發(fā)展貢獻(xiàn)巾幗力量。3月8日，第112個“三八”國際婦女節(jié)，市政府外辦機(jī)關(guān)婦委會組織辦機(jī)關(guān)及直屬單位女職工赴廣陽島開展“外事巾幗繪重慶，潑墨添彩新華章——喜迎黨的二十大”主題活動。

2020年以來，市政府外辦主動參與，積極配合廣陽島的建設(shè)，特別是在國際會議中心項目的建設(shè)過程中，牽頭組織前往杭州G20峰會會場、海南博鰲亞洲論壇會場考察，學(xué)習(xí)國內(nèi)承辦峰會的先進(jìn)經(jīng)驗(yàn)和場館建設(shè)需求;并積極統(tǒng)籌各方力量，多次組織業(yè)內(nèi)人士和專家建言獻(xiàn)策、研討優(yōu)化設(shè)計方案。

活動期間，大家參觀了綜合示范地、廣陽營以及在建的廣陽島國際會議中心項目，詳細(xì)了解廣陽島的綠色發(fā)展歷程。在抗戰(zhàn)遺址廣陽營營房追憶崢嶸歲月，回顧抗戰(zhàn)歷史，了解蘇聯(lián)、美國飛行員援華的故事。在廣陽島東島頭草坪上，還創(chuàng)新開展了“外事巾幗繪重慶，潑墨添彩新華章”共繪納斯卡巨畫主題活動。

A Meeting Between the Foreign Affairs Office of the Chongqing Municipal Government and Some Social Organizations to Improve International Communication Capacity

On March 4th， the Foreign Affairs Office of the Chongqing Municipal Government invited eight social organizations to a symposium in the Foreign Affairs Building. Wang Guangcheng， Member of the Leading Party Members Group and Level-Ⅱ Inspector of the Foreign Affairs Office of the Chongqing Municipal Government attended the event.

Wang Guangcheng said that the symposium would provide new ideas for social organizations to go global in the post-pandemic era. He hoped that all social organizations could seize the opportunity of building Chongqing into a hub for international interactions in central and western China， give full play to the CCI International Land-Sea Trade Corridor， take advantage of resources and do things in a down-to earth manner so as to enhance their capacities in foreign exchanges to serve Chinas overall diplomacy and to build Chongqing into a hub for international interactions in central and western China.

At the meeting， the Protocol Division introduced the relevant rules on foreign affairs management in detail， and elaborated on the procedures and principles should be adhered to by social organizations when participating in international conferences and inviting foreign guests. Representatives of social organizations shared their work achievements and experiences in international interactions. Everyone hoped to work together with each other closer so as to share resources， form synergy and give full play to unique advantages of social organizations in people-to-people exchanges.

市政府外辦組織部分社會組織座談 發(fā)揮優(yōu)勢提升國際傳播力

3月4日，市政府外辦在外事大樓舉行部分社會組織座談會，邀請了8家社會組織參會。市政府外辦黨組成員、二級巡視員王廣成出席活動。

王廣成表示，此次座談會為后疫情時代開展社會組織“走出去”工作提供新思路，希望各社會組織抓住中西部國際交往中心建設(shè)契機(jī)，依托陸海新通道，用好用活資源，從小切口入手，做實(shí)在的事，提升對外交往交流能力水平，服務(wù)國家總體外交和中西部國家交往中心建設(shè)。

會上，禮賓處詳細(xì)介紹了外事管理相關(guān)規(guī)定，并對社會組織參與國際會議、邀請外賓的流程和需堅持的原則進(jìn)行闡述。與會的社會組織代表交流分享了各自在國際交流中的工作成果和經(jīng)驗(yàn)。大家紛紛表示，希望加強(qiáng)社會組織之間的聯(lián)絡(luò)，資源共享、形成合力，在民間外交中進(jìn)一步發(fā)揮社會組織的特色優(yōu)勢。
