文明亞運:讓“文明”成為杭州的金名片,使亞運會成為杭州市民和各國(地區(qū))參賽人員向世界展示文明素養(yǎng)的平臺,探索社會組織、社區(qū)等社會力量參與提升杭州人文明素養(yǎng)的創(chuàng)新機制,把文明、包容、友善等體現(xiàn)到整個籌辦過程中。
簇擁著的吉祥物在杭城已隨處可見,市民迎接亞運熱情日漸高漲……
杭州亞運會給杭州帶來的不僅僅是一個個現(xiàn)代化的場館和更藍的天、更清的水、更暢的路、更亮的房、更美的城,更重要的是文明,是這座城市內(nèi)在的精神力量。
正如杭州亞組委所倡導的那樣,藉亞運召開之際,弘揚志愿精神,提升城市文明水平和市民文明素養(yǎng),打造健康又文明、高光又可親的東道主形象。
文明與體育并進
9月4日,杭州亞運會國際文明禮儀大賽頒獎儀式暨全省“迎亞運講文明樹新風”啟動儀式在杭舉行。大賽自2020年9月27日正式啟動以來,吸引全國各省、市、自治區(qū)和國外35個國家(地區(qū))兩萬余名選手報名參賽,最終評選出城市文明禮儀序列十強選手和賽事服務禮儀序列十強選手。
杭州亞組委,以及省、市有關(guān)部門和高校負責人分別為參加總決賽的選手頒發(fā)了大賽“十大城市文明禮儀之星獎”“十大賽事服務禮儀之星獎”“城市文明禮儀優(yōu)秀獎”“賽事服務禮儀優(yōu)秀獎”四個獎項。獲獎選手今后還將有機會繼續(xù)參與到杭州亞運會志愿服務和相關(guān)活動中。
本次國際文明禮儀大賽擁有豐富的配套活動,除已經(jīng)開展的“錦繡中華 文明亞洲”國際奧林匹克日 · 杭州亞運服飾秀、文明禮儀“亞運四進”、文明禮儀走進特殊群體活動外,還舉辦了杭州亞運會城市文明與亞運禮儀文化展、亞洲文明禮儀高峰論壇等活動。
活動當天,全省“迎亞運·講文明·樹新風”主題活動正式啟動?;顒訉⑼ㄟ^開展志愿服務和“文明出行”“文明就餐”“文明觀賽”“文明待客”等系列活動,進一步提高市民文明素養(yǎng)和社會文明程度,為浙江打造新時代文化高地、建設共同富裕示范區(qū)注入社會正氣,以良好的文明風尚迎接杭州2022年亞運會。
舉辦杭州亞運會國際文明禮儀大賽是深入貫徹亞運城市行動推進大會精神、開展城市文明共建行動、擴大公眾參與的重要舉措。大賽秉持 “綠色、智能、節(jié)儉、文明”的辦賽理念,推動“體育亞運、城市亞運、品牌亞運 ”齊頭并進。
本次大賽讓文明禮儀倡議更加深入人心,將對城市文明產(chǎn)生深遠影響,為杭州亞運會留下豐厚“遺產(chǎn)”,為品牌亞運增添濃墨重彩的一筆。
志愿者在行動
為確保向杭州亞運會提供“國際化、有特色、高水平、全方位”的志愿服務,全面展示青年志愿者形象,擴大志愿服務工作影響力,杭州亞組委于2021年5月22日啟動賽會志愿者全球招募,同時發(fā)布志愿者招募公告、招募宣傳片,以及志愿者標志、口號、形象大使等重要信息;開啟志愿者線上報名通道,正式面向全球啟動賽會志愿者招募。面向廣大青年群體,開展志愿者招募動員、志愿服務課程進高校等,助力賽會志愿者招募。
為了讓廣大民眾更多參與進來,杭州亞組委開展“亞運四進”活動,即推動亞運知識進學校、進社區(qū)(村)、進社團、進機關(guān)(企業(yè))的公眾參與系列活動,內(nèi)容涵蓋文化藝術(shù)、體育運動、創(chuàng)意集市、作品征集、課程培訓、群眾性體育賽事等。
截至目前,共開展相關(guān)活動400余場,活動聚焦“進健康素養(yǎng)、進文明素質(zhì)、進拼搏精神、進國際風范、進亞運氛圍”等五大內(nèi)涵,內(nèi)容涵蓋文化藝術(shù)、體育運動、創(chuàng)意集市、作品征集、課程培訓、競技比賽等,參與對象包括機關(guān)干部、學校師生、婦女兒童、社區(qū)居民、民營企業(yè)家等各類群體以及特殊人群,直接覆蓋人群超500萬人(次)。
招募啟動后,同步籌備開展志愿者培訓工作,制定培訓總體方案和課程體系,依托高校組建賽會志愿者培訓師隊伍。截至8月底,線上注冊人數(shù)達15.5萬人,包含700余名國際及中國港澳臺地區(qū)志愿者,以及8100余名日語、韓語、俄語、阿拉伯語、泰語等小語種志愿者。9月至10月,先后發(fā)布志愿者服裝、志愿者歌曲MV,打造和展示志愿者文化品牌。
在杭州的街頭,志愿者小林已經(jīng)投入工作,他身體力行給生活中出現(xiàn)的許多文明行為點贊,并引導市民文明規(guī)范。他希望,以后會有更多的志愿者走上街頭,引導市民在日常生活中培育文明意識,贊揚文明行為。
志愿服務是一座城市文明程度的標桿,志愿者的微笑是一座城市生動的名片。評判一個城市文明程度的關(guān)鍵,不在她擁有多少高樓大廈,而是看她擁有多少志愿者,志愿者可謂是一個城市的“愛心大軍”。
亞運會是一場賽會,又遠不止一場賽會。相比于賽場內(nèi)來說,賽場外的整個城市文明環(huán)境,在某種程度上來得更為重要,而志愿者無疑是這種文明環(huán)境和社會風尚的引領者。
市民爭做形象大使
在杭州蕭山區(qū),市民張愛良每天在踐行“迎亞運 · 市民公共文明新十條”,這是蕭山區(qū)為了“迎亞運 · 講文明 · 樹新風”而出臺的市民公共文明素質(zhì)提升行動計劃(2019—2021年)的內(nèi)容之一。
按照該行動計劃要求,利用三年時間,通過強化理念意識、宣傳引導、規(guī)范教育、實踐養(yǎng)成、示范引領、制度保障六方面20項文明行動,著力提升市民在公共衛(wèi)生、公共秩序、公共觀賞、公共參與、文明禮儀等方面的文明素質(zhì),為杭州亞運貢獻文明力量。
亞運會是一個特殊舞臺,既展示體育健兒的競技水平,又彰顯賽場觀眾的文明素養(yǎng);既展示體育健兒的精神風貌,又彰顯賽場觀眾的禮儀風度。如果說志愿者是城市文明風尚的引領者,那么每一位亞運會觀眾則都是中國的“面孔”,每一位市民都是亞運會的“形象大使”。
三年、兩年、一年……杭州亞運這個萬眾矚目的盛典,步聲可聞。借助這一難得的歷史契機,提高市民文明知禮的自覺意識、刷新城市整體文明高度,是一條被認為行之有效的經(jīng)驗。
在杭州亞組委的倡導下,杭州各區(qū)各街道已經(jīng)開始著力在增強市民自豪感、榮譽感和主人翁精神上下功夫,在發(fā)動全員參與、擴大活動覆蓋面上下功夫,在引導市民文明觀賽、文明交流上下功夫,動員廣大市民從我做起、從現(xiàn)在做起、從身邊事做起,遵守社會公德,維護公共秩序,以更加文明的素質(zhì)和更高的熱情當好東道主,“做文明有禮的杭州人”。
Ethical Asian Games
Ethical Asian Games: Make “civility” the golden name card of Hangzhou, and make the Asian Games into a platform for Hangzhou citizens and participants from every country (region) to showcase their hospitality and civility to the world; explore innovative mechanisms for social organizations and local communities, among others, to participate in enhancing Hangzhou peoples social etiquette, and incorporate civility, inclusiveness and friendliness into the whole organization process.
Images of the mascots for the 2022 Hangzhou Asian Games can be seen everywhere in the city, and the local residents are geared up for the upcoming event. Apart from modern sports venues, ever-better air and water quality, congestion-free roads, shining apartment buildings and a more beautiful city landscape, more importantly, what the Asian Games brings to Hangzhou a is civility, the citys inner spiritual power.
As the HAGOC has proposed, through the Asian Games, the city hopes to further promote the spirit of volunteerism, enhance social etiquette and civility, as well as the well-rounded development of local residents, and be the best host city.
To that end, the HAGOC held the International Etiquette Contest for the 19th Asian Games. Since its launch on September 27, 2020, the contest attracted nearly 20,000 participants from not only China but 35 countries (regions) around the world. Apart from the contest, a host of related events were also organized, including fashion shows, social etiquettes for special groups, exhibitions and forums.
On September 4, 2021, the top ten contestants from the categories of “manners and etiquette” and “competition services and etiquette” were announced during the awarding ceremony for the contest. On the ceremony, the thematic event titled “Embrace the Asian Games with Decorum and Morals” was also officially launched, during which a slew of related activities will be held to welcome the upcoming Asian Games.
To provide “international, distinctive, high-level and all-round” volunteer services to the Hangzhou Asian Games, the HAGOC launched a global recruitment drive for volunteers on May 22, 2021. The volunteers will be engaged in 13 areas, including competition operations, language service, spectator service and information technology at the opening and closing ceremonies and during sports competitions and Games-related activities. Among them, 45,000 will provide services in Hangzhou, while the other 7,000 will be deployed in the co-host cities of Ningbo, Wenzhou, Jinhua, Huzhou and Shaoxing.
By the end of August, 2021, a total of more than 155,000 people had registered as volunteers through online channels, including some 700 volunteers from Hong Kong, Macao and Taiwan, and from abroad. Over 8,100 people have registered as language service volunteers in Japanese, Korean, Russian, Arabic and Thai. In September and October, uniforms and music videos for volunteers will also be released.
Volunteer service is the benchmark to measure how civilized a city is, and the smiles of volunteers serve as a living name card for the city. A citys social etiquette and civility is not determined by the number of high rises it has built, but by how many volunteers there are. Indeed, a citys volunteers are often seen as its “army of love”.
The Asian Games is a unique stage, on which not only the athletes compete, but also the spectators show their manners. If volunteers are the guides of Hangzhous social etiquette and civility, every citizen is the “brand ambassador” of the Asian Games.
Three years, two years, one year ... the Hangzhou Asian Games will be a grand event closely watched by audiences all over the world. Hosting events like the Asian Games is a proven way to improve citizens awareness of manners and etiquette and to enhance a citys civility in every aspect.
Under the auspices of the HAGOC, local communities and neighborhoods have already started to put in a lot of efforts in enhancing civic pride, ownership awareness, resident participation, among other aspects. The goal, ultimately, is for the Hangzhou residents to be the perfect host of the Asian Games.
