Finally， in the winter of 1997， an opportunity came knocking. Through the efforts of the city government， Pingyao earned its place on the UNESCO World Heritage List， which caused the entire world to take notice of the city.

Since the citys fame has risen， locals in Pingyao have deepened their understanding of the conservation efforts preserving the historical relics in their hometown. Meanwhile， the city administration has continued to upgrade itself through a strategy that follows the pillars of “conservation， entrepreneurship， development and protection”.

The garden city was largely the invention of Ebenezer Howard （1850—1928）. After immigrating from England to the USA， and an unsuccessful attempt to make a living as a farmer， he moved to Chicago， where he saw the reconstruction of the city after the disastrous fire of 1871. In those days， it was nicknamed “the Garden City”， almost certainly the source of Howards name for his later building plan of towns. Returning to London， Howard developed his design in the 1880s and 1890s， drawing on ideas that were popular at the time， and creating a unique combination of designs.

The nineteenth?century poor city was in many ways a terrible place， dirty and crowded; but it offered economic and social opportunities. At the same time， the British countryside was in fact equally unattractive： though it promised fresh air and nature， it suffered from agricultural depression （蕭條期） and it offered neither enough work and wages， nor much social life. Howards idea was to combine the best of the town and country in a new kind of settlement， the garden city. Howards idea was that a group of people should set up a company， borrowing money to establish a garden city in the depressed countryside， which is far enough from existing cities to make sure that the land was bought at the bottom price.

Garden cities would provide a central public open space， radial avenues and connected industries. They would be surrounded by a much larger area of green belt， also owned by the company， containing not merely farms but also some industrial institutions. As more and more people moved in， the garden city would reach its planned limit—Howard suggested 32，000 people; then， another would be started a short distance away. Thus， over time， there would develop a vast planned house collection， extending almost without limit; within it， each garden city would offer a wide range of jobs and services， and each would be connected to the others by a rapid transportation system， thus giving all the economic and social opportunities of a big city.

In addition to spending hours stuck in traffic， residents are also exposed to high air pollution levels caused by transportation emissions （排放物）. Now， Saudi Arabia hopes to overturn urban living with “The? Line”—a futuristic city designed around nature， without cars， roads and crowded places！

The totally different city， announced on January 10， 2021， is the brainchild of Saudi Crown Prince （王儲(chǔ)） Mohammed bin Salman（MBS）. Located in Neom， a 10，000?square?mile high?tech planned development on the Red Sea coast， The Line will be the base of MBSs Saudi Vision 2030. The strategic plan aims to diversify Saudi Arabias oil?dependent economy into other fields， like tourism， and create exciting job opportunities for its citizens.

The 105?mile?long city， expected to cost between $100 billion and $200 billion， will be built along a straight line and comprise several self?sustaining communities. To ensure all services are within a short， five?minute walk， each community will feature a three?layer infrastructure （基礎(chǔ)設(shè)施）. There will be no cars or roads on the top “pedestrian layer” so residents can freely walk and bike in the surrounding green spaces. The second “service layer” will include all essential daily services， such as schools， medical clinics， leisure facilities， and grocery stores. In its early history， Chicago had floods frequently， especially in the spring， making the streets so muddy that people， horses， and carts got stuck. An old joke that was popular at the time went like this： A man is stuck up to his waist in a muddy Chicago street. Asked if he needs help， he replies， “No， thanks. Ive got a good horse under me.”

The city planner decided to build an underground drainage （排水） system， but there simply wasnt enough difference between the height of the ground level and the water level. The only two options were to lower the Chicago River or raise the city.

An engineer named Ellis Chesbrough convinced me that the city had no choice but to build the pipes above the ground and then cover them with dirt. This raised the level of the citys streets by as much as 12 feet.

This， of course， created a new problem： dirt practically buried the first floors of every building in Chicago. Building owners were faced with a choice： either change the first floors of their buildings into basements， and change the second stories into main floors， or hoist the entire buildings to meet the new street level. Small wood?frame buildings could be lifted fairly easily. But what about large， heavy structures like the Tremont Hotel， which was a six?story brick building？

Thats where George Pullman came in. He had developed some house?moving skills successfully. To lift a big structure like the Tremont Hotel， Pullman would place thousands of jackscrews （螺旋起重機(jī)） beneath the buildings foundation. One man was assigned to operate each section of roughly 10 jackscrews. At Pullmans signal， each man turned his jackscrews the same amount at the same time， thereby raising the building slowly and evenly. Astonishingly， the Tremont Hotel stayed open during the entire operation， and many of its guests didnt even notice anything was happening. Some people like to say that every problem has a solution. But in Chicagos early history， every engineering solution seemed to create a new problem. Now that Chicagos waste water is draining efficiently into the Chicago River， the citys next step is to clean the polluted river.
