Abstract: The Fifth Plenary Session of the 19th CPC Central Committee proposed clearly the requirement to construct a highquality education system. In the new era， promoting the highquality development of higher education is a practical demand for adapting to the new stage of development， a necessary requirement for implementing the new development concept and an important basis for fostering a new development paradigm. The concept of thoughts， mission， principle and guarantee should be further clarified. And more efforts need to be made to talents cultivation， team construction， scientific research， modernization of governance and a description of future blueprint， so as to write a new chapter of highquality development of higher education and make new contributions to the education modernization and education power.
