白俄羅斯駐重慶總領(lǐng)事館開館 外國駐渝總領(lǐng)館增至12個(gè)

1月27日至29日，白俄羅斯駐華大使尤里·先科率團(tuán)來渝訪問并出席白俄羅斯駐重慶總領(lǐng)事館開館儀式等系列活動(dòng)。

28日，市委副書記、市長(zhǎng)唐良智會(huì)見代表團(tuán)一行。唐良智代表市委、市政府，代表陳敏爾書記，對(duì)先科大使來華任職履新表示祝賀并歡迎其率團(tuán)訪渝。向其介紹了重慶的經(jīng)濟(jì)社會(huì)發(fā)展情況和對(duì)外開放格局，回顧了與白俄羅斯的友好交往合作歷程。希望以白俄羅斯駐重慶總領(lǐng)事館開館為契機(jī)，進(jìn)一步加強(qiáng)在機(jī)械裝備、電子信息、汽車、農(nóng)業(yè)、教育、衛(wèi)生、旅游、中歐班列等方面合作。尤里·先科對(duì)重慶近年來經(jīng)濟(jì)社會(huì)發(fā)展取得的成就表示祝賀，感謝重慶為白俄羅斯抗擊疫情提供的幫助。他說，白俄羅斯將把重慶作為與中國地方合作的重點(diǎn)區(qū)域，充分發(fā)揮駐重慶總領(lǐng)館作用，拓展各領(lǐng)域務(wù)實(shí)合作。

From January 27 to 29, Belarusian ambassador to China Yuri Senko led a delegation to Chongqing to attend a series of activities such as the opening ceremony of Consulate General of the Republic of Belarus in Chongqing.

On the 28th, Tang Liangzhi, deputy secretary of CPC Chongqing Committee and Mayor, met with the delegation. Tang Liangzhi, on behalf of the CPC Chongqing Committee, Chongqing Municipal Government and Secretary Chen Min'er, congratulated ambassador Senko on his new post in China, welcomed his delegation to Chongqing, introduced Chongqing's economic and social development and its pattern of opening up, and reviewed the course of friendly exchanges and cooperation with Belarus. He also hoped to take the opening of the Consulate General of Belarus in Chongqing as an opportunity to further strengthen cooperation in mechanical equipment, electronic information, automotive, agriculture, education, health, tourism, China-Europe Railway Express, etc. Yuri Senko congratulated Chongqing on its achievements in economic and social development in recent years and expressed his gratitude to Chongqing for its assistance in the COVID-19 fight in Belarus. He said that Belarus will take Chongqing as a key area for local cooperation with China, give full play to the role of the Consulate General in Chongqing and expand pragmatic cooperation in various fields.

1月28日，白俄羅斯駐重慶總領(lǐng)事館開館。這是繼白駐上海、廣州總領(lǐng)館后，白方在中國內(nèi)地設(shè)立的第三個(gè)總領(lǐng)館。至此，外國駐渝總領(lǐng)事館增至12個(gè)。市政府副市長(zhǎng)李波、外交部領(lǐng)事司副司長(zhǎng)童德發(fā)，以及來渝訪問的白俄羅斯駐華大使尤里·先科出席開館儀式并致辭。

市政府副秘書長(zhǎng)汪夔萬、市政府外辦主任章勇武，白俄羅斯駐重慶總領(lǐng)事館代理館長(zhǎng)葉·德米特里，相關(guān)市級(jí)部門及區(qū)縣代表，各國駐渝領(lǐng)事官員出席活動(dòng)。

李波在致辭中回顧了重慶和白俄羅斯的友好交往歷史。他說，近年來，中國和白俄羅斯相互信任、合作共贏的全面戰(zhàn)略伙伴關(guān)系不斷鞏固深化，共建“一帶一路”取得豐碩成果。在中白友好關(guān)系持續(xù)發(fā)展的背景下，重慶與白俄羅斯以中歐班列（渝新歐）為紐帶，推動(dòng)了各領(lǐng)域的交流合作蓬勃開展。

李波表示，白俄羅斯駐重慶總領(lǐng)事館開館為中白友好交流合作注入了新的動(dòng)力，也標(biāo)志著重慶與白俄羅斯的交往合作開啟新篇章。重慶市政府將一如既往地支持重慶與白俄羅斯的友好往來，支持白俄羅斯駐渝總領(lǐng)館的工作，攜手推動(dòng)兩國實(shí)現(xiàn)長(zhǎng)期友好、互利合作、共同發(fā)展，為構(gòu)建人類命運(yùn)共同體、促進(jìn)世界和平發(fā)展作出新的更大貢獻(xiàn)。

On January 28, the Consulate General of Belarus in Chongqing opened. This is the third consulate general of Belarus in Chinese mainland after the Consulate General of Belarus in Shanghai and Guangzhou. So far, the number of foreign consulates in Chongqing has increased to 12. Wang Kuiwan, deputy secretary general of Chongqing Municipal Government, Zhang Yongwu, Director General of Foreign Affairs Office of Chongqing Municipal People's Government, Dmitry Emelyanov, Acting Director of the Consulate General of Belarus in Chongqing, representatives of relevant municipal departments, districts and counties, and consular officials of various countries in Chongqing attended the event.

In his speech, Li Bo reviewed the history of friendly exchanges between Chongqing and Belarus. He said that in recent years, the comprehensive strategic partnership of mutual trust, cooperation and win-win between China and Belarus has been constantly consolidated and deepened and the joint construction of "Belt and Road" has achieved fruitful results. Under the background of the continuous development of friendly relations between China and Belarus, Chongqing and Belarus take the China-Europe Railway Express (Chongqing-Xinjiang-Europe) as the link to promote vigorous development of exchanges and cooperation in various fields.

Li Bo said that the opening of the Consulate General of Belarus in Chongqing has injected new impetus into the friendly exchanges and cooperation between China and Belarus, and also marked a new chapter in the exchanges and cooperation between Chongqing and Belarus. Chongqing Municipal Government will, as always, support the amicable exchanges between Chongqing and Belarus, bolster the work of the Belarusian Consulate General in Chongqing, work together to promote the long-term friendship, reciprocal cooperation and shared development of the two countries, and make new and greater contributions to building a community of a shared future for mankind and promoting world peace and development.

童德發(fā)在致辭中表示，白俄羅斯駐重慶總領(lǐng)館的設(shè)立，將有利于進(jìn)一步拓展兩國地方間各領(lǐng)城交流與合作，提升白方在華領(lǐng)事服務(wù)水平，不斷豐富雙邊關(guān)系內(nèi)涵。中國外交部愿同重慶市一道，為總領(lǐng)館的工作提供便利和協(xié)助。

尤里·先科在致辭中說，值此中白建交29周年之際，第三個(gè)白俄羅斯駐中國總領(lǐng)事館正式設(shè)立，將為重慶與白俄羅斯之間在經(jīng)貿(mào)、投資、人文領(lǐng)域的合作帶來活力和內(nèi)涵。中國是白俄羅斯在世界上的主要合作伙伴之一，兩國在各個(gè)領(lǐng)域繼續(xù)相互提供重要支持。白俄羅斯正積極推動(dòng)中白關(guān)系達(dá)到鐵哥們兒及全天候的伙伴關(guān)系的新高度，這將在兩國歷史上打開新的篇章，并成為地區(qū)和企業(yè)界間更密切及更深入互動(dòng)的信號(hào)。

“2021年被確定為中白兩國的地區(qū)年。相信重慶可以成為中白兩國之間區(qū)域間合作發(fā)展的典范。白俄羅斯駐重慶總領(lǐng)事館的設(shè)立將為兩國間的實(shí)際合作提供動(dòng)力，為兩國全面合作與發(fā)展創(chuàng)造條件?！庇壤铩は瓤铺岬?，他非常關(guān)注成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，這一戰(zhàn)略將使該地區(qū)成為中國中西部地區(qū)創(chuàng)新技術(shù)和物流發(fā)展的驅(qū)動(dòng)力，這為在國家和地區(qū)間背景下與白俄羅斯發(fā)展合作開辟新前景。

開館儀式上，舉行了“重慶—明斯克電視周”開幕典禮。此后將擇機(jī)在明斯克舉辦“重慶電視周”。重慶將向白方提供反映重慶開埠史的紀(jì)錄片《城門幾丈高》等優(yōu)秀節(jié)目，在明斯克首都電視臺(tái)播出；白方提供的反映白俄羅斯自然風(fēng)光、文化民俗的旅游紀(jì)錄片《我想去看》，將在重慶衛(wèi)視和重慶國際頻道播出。

同時(shí)，四川外國語大學(xué)分別與白俄羅斯明斯克語言大學(xué)、瓦羅莎（重慶）有限公司簽訂了合作協(xié)議，將深化教學(xué)、就業(yè)等領(lǐng)域合作。

訪渝期間，尤里·先科一行還實(shí)地考察了重慶白俄羅斯旅游文化商品中心、長(zhǎng)安汽車、宗申集團(tuán)，并與市政府口岸物流辦等部門工作座談，商洽深化白俄羅斯與重慶在經(jīng)貿(mào)投資、交通物流、裝備制造、文化旅游等方面的合作，達(dá)成系列合作意向。

Tong Defa said in his speech that the establishment of the Consulate General of Belarus in Chongqing will help to further expand exchanges and cooperation between the two countries, improve the level of consular service of Belarus in China, and constantly enrich the connotation of bilateral relations. The Ministry of Foreign Affairs of China is willing to work with Chongqing Municipality to facilitate and assist the work of the Consulate General.

In his speech, Yuri Senko said that on the occasion of the 29th anniversary of the establishment of diplomatic relations between China and Belarus, the official establishment of the third consulate general of Belarus in China will bring motion and content to the cooperation between Chongqing and Belarus in the fields of economy, trade, investment and humanities. China is one of the major cooperative partners of Belarus in the world, and the two countries will continue providing important support to each other in various fields. Belarus is actively promoting China and Belarus to a new level of iron brotherhood and all-weather partnership, which will open a new chapter in the history of the two countries and become a signal of closer and deeper interaction in the region and the business community.

"2021 is defined as the regional year of China and Belarus. I believe that Chongqing can become a model of regional cooperation and development between China and Belarus. The establishment of the Consulate General of Belarus in Chongqing will provide impetus for practical cooperation between the two countries and create conditions for comprehensive cooperation and development between the two sides." Yuri Senko mentioned that he follows the construction of Chengdu-Chongqing economic circle very closely. This strategy will make the region a driving force for the development of innovative technology and logistics in the Central and Western regions of China and unveil new prospects for the development and cooperation with Belarus under the national and regional context.

Meanwhile, Sichuan International Studies University has signed cooperation agreements with Minsk State Linguistic University of Belarus and Valosha (Chongqing) Co., Ltd. to deepen cooperation in teaching, employment and other fields.

During his visit to Chongqing, Yuri Senko and his team also visited Belarus Tourism and Cultural Commodity Center, Changan Auto and Zongshen Group in Chongqing, had a discussion with Chongqing Port and Logistics Office on how to deepen the cooperation between Belarus and Chongqing in trade and investment, transportation and logistics, equipment manufacturing, cultural tourism, etc., and reached a series of cooperation intentions.
