    【Abstract】The offshore floating nuclear power plant is a combination of nuclear power engineering and marine engineering. It has the advantages of high efficiency, flexibility and economy. It is an ideal energy guarantee for marine development. This paper mainly discusses and prospects the development prospects of Chinas offshore floating nuclear power plants, providing reference and reference for the construction of Chinas offshore floating nuclear power plants and the construction of safety standards system.

    Introduction

    The floating nuclear power plant at sea is a movable nuclear power plant constructed by floating platform at sea, such as ships. With nuclear reactor and power generation system, it is a movable floating offshore platform. Nuclear energy can be used for power supply, desalination of seawater and so on. Because of its flexibility, it can be deployed flexibly in different sea areas to achieve energy supply. It has the ability to provide emergency power supply for offshore oil and gas, mineral resources development, remote islands and reefs, peoples livelihood and coastal areas. According to our own characteristics, China should further refine the specific rules of floating nuclear power plants at sea, customize specific requirements in safety level, emergency response capacity and environmental applicability, and build a safety standard system for floating nuclear power plants at sea.

    1. Drawing on relevant mature technologies from the US and Russia to deepen international cooperation

    As the country that established the first floating nuclear power plant in Russia, on the basis of its mature ship nuclear power technology, the “Lomonosov” floating nuclear power plant was designed and built, and it was used on the Russian nuclear power icebreaker for a long time. The small modular technology in the United States has matured and developed extremely rapidly, providing a safe, efficient and reliable new reactor for offshore floating nuclear power plants. At the same time, we must grasp and pay attention to the design of other floating nuclear power plants, and grasp its advanced nature, feasibility, and economy.

    2. Maintaining maritime rights and interests and building a maritime power

    In recent years, Chinas attention to marine rights and interests has gradually increased. In order to ensure the development of marine resources and the control of maritime routes in the surrounding islands, floating nuclear power plants at sea play an incomparable role in desalination and energy supply. The construction and development of offshore floating nuclear power plants can provide safe and effective energy supply for offshore oil exploitation and remote islands. Under the background of the world energy development trend, the national energy strategy, the great adjustment of energy structure and the development strategy of the National Marine power, the development of floating nuclear power plants at sea is of great significance to the realization of the national energy strategy, the marine power strategy and the South China Sea strategy.

    3. Conclusion

    The offshore floating nuclear power plant is a combination of nuclear power engineering and offshore engineering. At present, the international standards and norms related to floating nuclear power plants at sea are basically in the blank stage, and the regulations and standards related to floating nuclear power plants at sea are not yet mature, which limits their development. There is great uncertainty in supervision and operation, and no mature standard system has been established. Therefore, China needs to coordinate the requirements of technical standards for offshore floating nuclear power plants, so as to solve the problems of design, construction, operation and so on, so as to better solve the problems of offshore power generation and seawater desalination.
