“智博會(huì)的召開，證明了重慶已成為中國(guó)智能創(chuàng)新的中心。在智博會(huì)上展示的智能教育、智能家居、智能醫(yī)療等先進(jìn)的技術(shù)，不僅對(duì)上合組織成員國(guó)，同時(shí)對(duì)全世界都有很大的吸引力。重慶在創(chuàng)新領(lǐng)域的主導(dǎo)力，將使重慶與其他國(guó)家的合作變得更加有吸引力。”上海合作組織秘書長(zhǎng)阿利莫夫在接受記者采訪時(shí)這樣說。

他提到，重慶積極保持歷史文化風(fēng)貌，在尊重歷史的基礎(chǔ)上，面向未來積極發(fā)展，已然成為了中國(guó)改革開放的一張名片。“俄羅斯駐華大使杰尼索夫告訴過我，上世紀(jì)80年代他曾來過重慶，今年2月，他再次來到重慶，這里既有新潮、現(xiàn)代化的商圈，又保留了有上百年歷史的城區(qū)和小巷，重慶蓬勃的發(fā)展讓他記憶深刻?！?/p>

上合組織實(shí)業(yè)家委員會(huì)是由上合組織成員國(guó)的實(shí)業(yè)家組成的合作機(jī)制。今年3月底，上合組織實(shí)業(yè)家委員會(huì)和重慶市兩江新區(qū)管委會(huì)簽署了相關(guān)的合作備忘錄，阿利莫夫說：“我相信，未來的合作非常有前景?！?/p>

He mentioned that Chongqing has been actively advancing towards the future and has become a business card of China’s reform and opening up based on energetically maintaining its historical and cultural features and respecting history.Russian Ambassador to China, Denisov, told me that he had been to Chongqing in the 1980s. In February of this year, he came to Chongqing again and found that the trendy and modern business areas coexisted with districts and alleys with a history of hundreds of years. The booming development of Chongqing has been rather impressive to him.

The Shanghai Cooperation Organization China Business Council is a cooperative mechanism composed of industrialists from the member countries of SCO. 巴拿馬巴拿馬省省長(zhǎng)拉法埃爾·皮諾·平托：巴拿馬攜手重慶共建友好城市，共謀智能化發(fā)展

在8月23日舉行的2018中國(guó)·重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議上，重慶市與巴拿馬省共同簽署了《建立友好市省關(guān)系諒解備忘錄》。

當(dāng)天，在智博會(huì)新聞中心會(huì)客廳，巴拿馬巴拿馬省省長(zhǎng)拉法埃爾·皮諾·平托就智能化背景下的“一帶一路”發(fā)展趨勢(shì)、智慧旅游、重慶市與巴拿馬省共建友好城市等話題與媒體進(jìn)行了交流。

拉法埃爾·皮諾·平托認(rèn)為，重慶市是一個(gè)發(fā)展水平非常高的城市，他很欣賞這里的人民，也很欣賞這里的城市建設(shè)，更欣賞這里高速、高效、高科技的發(fā)展。隨著巴拿馬市與重慶成為友好城市，未來兩個(gè)城市將在智能化、貿(mào)易、文化等方面有更深入的合作與交流。

他表示，巴拿馬省選擇與重慶建立友城關(guān)系，主要是為了促進(jìn)雙方的交流和相互學(xué)習(xí)。比如說重慶可以向巴拿馬借鑒物流方面的經(jīng)驗(yàn)，巴拿馬則可以向重慶學(xué)習(xí)科技、人工智能方面的技術(shù)。除此之外，友城的建立還可以促進(jìn)兩個(gè)城市之間的學(xué)術(shù)、文化、貿(mào)易的交流。

At the 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China held on August 23, Chongqing and the Panama Province signed a Memorandum of Understanding on the Establishment of Sisters Cities Relations.

On the same day, In the “News Living Room” of the 2018 Smart China Expo News Center, Governor of the Panama Province, Raphael Pino Pinto has made exchanges with the media on topics such as the development trend of the “Belt and Road Initiative”, the smart tourism and the sister cities co-constructed by Chongqing and the Panama Province in the context of smart technology.

Rafael Pino Pinto holds that Chongqing is a city enjoying a very high level of development. He appreciates the people as well as the urban construction here. He also appreciates the high-speed, high-efficiency and high-tech development here. As Panama and Chongqing become sister cities, the two cities will have more in-depth cooperation and exchanges in terms of smart technology, trade and culture.

He said that Panama Province chose to establish a friendship city relationship with Chongqing with an aim to mainly promote exchanges and mutual learning between the two sides. For example, Chongqing can learn from Panama’s experience in logistics, and Panama can learn technology and artificial intelligence from Chongqing. In addition, the establishment of the sister cities can also promote their exchange in academy, culture and trade transactions.

參加智博會(huì)并出席“智能生活·創(chuàng)新未來”重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議的美國(guó)西雅圖市智慧城市首席顧問凱特·加爾曼，在接受記者采訪時(shí)表示，中國(guó)促進(jìn)數(shù)字經(jīng)濟(jì)和實(shí)體經(jīng)濟(jì)的發(fā)展令人印象深刻。西雅圖也非常注重電子基礎(chǔ)設(shè)施的建設(shè)，在全球范圍內(nèi)有很多城市都將數(shù)字技術(shù)用于城市的本地化發(fā)展。

2018年是重慶與西雅圖結(jié)為友好城市35周年。第一次來到重慶的凱特·加爾曼認(rèn)為，重慶智慧城市的發(fā)展非常好，技術(shù)的應(yīng)用對(duì)基礎(chǔ)設(shè)施建設(shè)提出了非常強(qiáng)的目的性，這一點(diǎn)對(duì)西雅圖和重慶來說都是一樣的。在未來規(guī)劃方面，她認(rèn)為重點(diǎn)應(yīng)著眼于長(zhǎng)期發(fā)展，讓技術(shù)服務(wù)于社區(qū)民眾。比如，幫助人們出行、讓市民獲得更多的信息等。

Chief Adviser Kate Garman of the Smart City-Seattle in America:The development of smart cities is bound to serve the community and the people.

Kate Garman, chief adviser of the Smart City of Seattle has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China. She said in an interview that the efforts China has channeled into the development of the digital economy and the real economy is very impressive. Seattle has been also very concerned about the construction of electronic infrastructure. Many cities around the world have used digital technology for the localization of cities.

The year of 2018 is the 35th anniversary of Chongqing and Seattle having become sister cities. Kate Garman, who came to Chongqing for the first time, believes that the development of the smart city of Chongqing is very excellent, and the application of technology has required a very strong purpose of the infrastructure construction, which is the same for both Seattle and Chongqing. In terms of future planning, she believes that the smart city should focus on long-term development and technology to serve the community, for example, helping people to get around, enabling people to access more information, and so on.

比利時(shí)安特衛(wèi)普省政府代表戴克敏：兩家比利時(shí)最尖端的科研機(jī)構(gòu)參展智博會(huì)

參加智博會(huì)并出席2018中國(guó)·重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議的比利時(shí)安特衛(wèi)普省政府代表戴克敏女士，在接受媒體采訪時(shí)表示，重慶是一個(gè)很有潛力的城市，安特衛(wèi)普省與重慶市互為友城，未來，希望兩地能就“智慧城市”建設(shè)深入互動(dòng)交流，在眾多領(lǐng)域加強(qiáng)合作。

2011年，安特衛(wèi)普省與重慶市締結(jié)友好城市。過去7年，兩地往來頻繁，通過貿(mào)易代表團(tuán)以及互訪等形式，在經(jīng)濟(jì)、商業(yè)發(fā)展以及文化等方面進(jìn)行了深入交流。安特衛(wèi)普省在重慶設(shè)立了經(jīng)濟(jì)發(fā)展局。戴克敏女士介紹，“隨著中歐班列（重慶）的開通運(yùn)行，不僅將中國(guó)的制造業(yè)中心和歐洲市場(chǎng)連接起來，更是拉近了重慶與安特衛(wèi)普省之間的距離。如今，在比利時(shí)可以見到一些來自重慶的計(jì)算機(jī)、通信和消費(fèi)類電子產(chǎn)品等3C產(chǎn)品銷售。”

目前，比利時(shí)正大力建設(shè)位于“一帶一路”沿線上的澤布魯日港運(yùn)營(yíng)中心，而安特衛(wèi)普港和澤布魯日港相距幾十公里，兩個(gè)港口都在“一帶一路”建設(shè)的計(jì)劃內(nèi)，比利時(shí)將充分發(fā)揮港口貿(mào)易樞紐的作用，推動(dòng)與中國(guó)的經(jīng)貿(mào)關(guān)系發(fā)展。

戴克敏女士介紹，此次智博會(huì)，比利時(shí)有兩家尖端科研機(jī)構(gòu)前來參展，Imec和VITO（法蘭德斯技術(shù)研究院）。Imec是比利時(shí)非常有名的微電子研發(fā)機(jī)構(gòu)，目前正和重慶的一些企業(yè)進(jìn)行微電子方面、智慧城市方面探索與合作。VITO是歐洲清潔技術(shù)和可持續(xù)發(fā)展領(lǐng)域領(lǐng)先的獨(dú)立研究和技術(shù)機(jī)構(gòu)，將和重慶環(huán)保部門進(jìn)行對(duì)接，和一些重慶企業(yè)進(jìn)行交流洽談。

The representative of the government of the Antwerp Province, Belgium, Sarah Dickin has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China.She has said in an interview with the media that Chongqing is a very promising city and hope that the two places will deepen interactive exchanges on “smart cities” and strengthen cooperation in many fields in the context that Antwerp Province and Chongqing have become sister cities.

In 2011, Antwerp Province and Chongqing became sister cities. In the past seven years, relations between the two places have been growing, and exchanges have been made in the areas of economy, business development and culture through trade delegations and mutual visits. The Antwerp Province has established the Economic Development Board in Chongqing.Ms. Dickin said, “The opening of the China Railway Express (Chongqing) will not only connect the manufacturing center of China and the European market, but will also bring the distance between Chongqing and Antwerp closer. Now, some 3C products from Chongqing, including computers, communications and consumer electronics are found in Belgium.”

At present, Belgium is vigorously building the Operation Center in the Port of Zeebrugge along the “Belt and Road Initiative”, and the Port of Antwerp and the Port of Zeebrugge are tens of kilometers apart. Both ports are under the “Belt and Road Initiative” project. Belgium will give full play to the role of the port trade hub to promote the development of economic and trade relations with China.

Ms. Dickin introduced that two of the most advanced research institutions in Belgium came to exhibit at the 2018 Smart China Expo, Imec and VITO (Flanders Institute of Technology). Imec is a well-known microelectronics research and development institution in Belgium and is currently exploring and cooperating with some companies in Chongqing on microelectronics and smart cities. VITO is a leading independent research and technology institution in the field of clean technology and sustainable development in Europe and will cooperate with the Chongqing environmental protection department and conduct exchanges and talks with some Chongqing enterprises.

出席重慶國(guó)際友好城市市長(zhǎng)圓桌會(huì)議的美國(guó)帕羅奧圖市議員田中·格雷，與記者們交流智慧城市發(fā)展的見解時(shí)說，“帕羅奧圖的硅谷能取得令世界矚目的創(chuàng)造性研發(fā)成果，得益于人才的匯聚，著名的斯坦福大學(xué)就為硅谷培養(yǎng)了眾多高科技產(chǎn)品領(lǐng)導(dǎo)者和創(chuàng)業(yè)型人才?！?/p>

目前，越來越多的硅谷公司在中國(guó)開設(shè)工廠，比如惠普就在重慶開設(shè)了電腦生產(chǎn)基地，特斯拉現(xiàn)已定在上海開設(shè)工廠，相信良好的環(huán)境會(huì)吸引越多的硅谷公司來到中國(guó)，來到重慶。

當(dāng)記者問到帕羅奧圖在智能城市方面有什么值得重慶借鑒的地方時(shí)，田中·格雷打開手機(jī)向記者展示了一個(gè)APP。他介紹，市民可以通過這個(gè)A P P上報(bào)市政設(shè)施的狀況，比如有道路出現(xiàn)破損，不僅全體市民都能看到，政府方面也能在第一時(shí)間看到，并能及時(shí)得到解決?！斑@是其他城市都可以借鑒的地方。也希望借智博會(huì)多了解重慶，為兩個(gè)城市在智能發(fā)展方面搭建起橋梁?！?/p>

In addition, the famous Stanford University has trained many high-tech product leaders and entrepreneurial talents for Silicon Valley.”

At present, more and more Silicon Valley companies are setting up factories in China. For example, Hewlett-Packard has set up a computer production base in Chongqing. Tesla has determined to establish a factory in Shanghai. It is believed that a good environment will attract more Silicon Valley companies to China and Chongqing.

When the reporter asked that what of Palo Alto was worth learning for Chongqing in the field of smart city, Tanaka Gray turned on the cell phone to show an application. He introduced that the public can report the condition of the municipal facilities via this app. For example, damage to the road is not only presented to the public, but also the government in the first time and the latter can solve it in time. “This is worth learning for other cities. I also hope that he can learn more about Chongqing through the 2018 Smart China Expo and build a bridge for smart development in the two cities.”

在智博會(huì)新聞中心會(huì)客廳，荷蘭王國(guó)駐重慶總領(lǐng)事館商務(wù)官員陳俊亦、荷蘭橙色體育組織創(chuàng)始人卡米爾，就與重慶在智慧產(chǎn)業(yè)方面的合作、智能體育等問題與記者進(jìn)行了交流。

荷蘭王國(guó)駐重慶總領(lǐng)事館商務(wù)官員陳俊亦表示，重慶與荷蘭在智慧科技、智能制造方面已經(jīng)展開了多項(xiàng)合作，目前荷蘭落戶在重慶的殼牌、飛利浦照明等五六家企業(yè)在各自的領(lǐng)域中都有很多科技創(chuàng)新。荷蘭政府鼓勵(lì)荷蘭科技研發(fā)企業(yè)與重慶企業(yè)開展合作，尤其在汽車技術(shù)領(lǐng)域開展合作，“總部位于荷蘭的、全球著名半導(dǎo)體生產(chǎn)企業(yè)恩智浦公司，目前就與長(zhǎng)安汽車在無人駕駛方面開展合作?！?/p>

荷蘭是一個(gè)極具創(chuàng)新精神的國(guó)家，不但在科技領(lǐng)域里面有很多新技術(shù)，在體育創(chuàng)新方面也有很多獨(dú)到之處。據(jù)荷蘭橙色體育組織創(chuàng)始人卡米爾介紹，荷蘭橙色體育協(xié)會(huì)是10多年前成立的，到現(xiàn)在有300多家和體育相關(guān)的公司、企業(yè)和科研機(jī)構(gòu)、研究中心，這300家企業(yè)不是傳統(tǒng)的健身房或者體育俱樂部，更多的是涉及各種不同產(chǎn)業(yè)的共同發(fā)展。卡米爾是第二次來重慶，智博會(huì)給他留下了深刻的印象，他希望借此機(jī)會(huì)把荷蘭在體育方面的創(chuàng)新技術(shù)帶到重慶。

此次在智博會(huì)進(jìn)行全球首發(fā)的WE P A R K（數(shù)字化快樂運(yùn)動(dòng)體育公園）項(xiàng)目，就是快樂運(yùn)動(dòng)中國(guó)計(jì)劃與荷蘭機(jī)構(gòu)在智能體育領(lǐng)域開展合作取得的成果，其集智能足球場(chǎng)、兒童體能管理于一體，將讓更多的孩子和成年人體會(huì)到智能體育的樂趣。

The Dutch government encourages Dutch technology research and development companies to cooperate with Chongqing companies, especially in the field of automotive technology.“NXP Semiconductors, a well-known semiconductor manufacturer based in the Netherlands, is currently working with Changan Automobile on driverless driving.”

The Netherlands is a very innovative country. There are not only many new technologies in the field of science and technology, but also many unique features in sports innovation. According to the founder of the Dutch Orange Sports Organization, Camille, up to now, there are more than 300 sports-related companies, enterprises and research institutes and research centers under the Dutch Orange Sports Association that was established more than 10 years ago. These 300 companies are not traditional gyms or sports clubs, but are more involved in the common development of various industries.This is the second time for Camille to come to Chongqing and the 2018 Smart China Expo has left a deep impression on him. The WEPARK (Digital Happy Sports in Sports Park) project, which was launched in the world at the 2018 Smart China Expo,is the result of the cooperation between the Happy Sports China Plan and the Dutch institutions in the field of smart sports. It integrates smart football field and child physical management and exposes more children and adults to the fun of smart sports.

英國(guó)威爾士斯旺西大學(xué)納米健康中心主任歐文·蓋依：借助智博會(huì)平臺(tái)，讓觀眾了解智能技術(shù)給健康帶來的好處

英國(guó)威爾士斯旺西大學(xué)納米健康中心主任歐文·蓋依則針對(duì)智能技術(shù)給人類健康帶來的好處做了介紹?！八雇鞔髮W(xué)納米健康中心主要利用納米技術(shù)解決醫(yī)療方面的問題，目前的重點(diǎn)工作放在傳感器、組織工程學(xué)、納米技術(shù)等方面的研究。例如用平臺(tái)傳感器技術(shù)監(jiān)測(cè)人體生物指標(biāo)，預(yù)測(cè)和診斷例如心臟病、老年癡呆癥等疾??；中心正在進(jìn)行微針技術(shù)的臨床人體試驗(yàn)，未來將不再需要抽血、血檢等侵入身體，就可以持續(xù)性地觀測(cè)到生命健康指標(biāo)……”

目前，斯旺西大學(xué)納米健康中心與重慶大學(xué)合作了一個(gè)傳感器項(xiàng)目—監(jiān)測(cè)肝病的生物標(biāo)記物。在智博會(huì)期間，他們結(jié)合威爾士政府的展臺(tái)和中心在中國(guó)的合作伙伴S P T S科技公司的設(shè)備，現(xiàn)場(chǎng)展示流程設(shè)計(jì)和技術(shù)方面的應(yīng)用，讓觀眾了解納米技術(shù)。

英國(guó)威爾士S T P S科技公司是一家擁有30多年歷史，全球半導(dǎo)體和微電子器件制造企業(yè)的供應(yīng)商。公司代表林英杰向記者介紹，威爾士是重慶市在英國(guó)的重要地方友好合作伙伴，他們公司與重慶企業(yè)的合作已超過10年，包括重慶萬國(guó)半導(dǎo)體科技有限公司、華潤(rùn)微電子（重慶）有限公司，以及第26研究所等?！氨敬沃遣?huì)以‘智能化：為經(jīng)濟(jì)賦能，為生活添彩’為主題，與我們的產(chǎn)品非常契合。我希望借助智博會(huì)這個(gè)好平臺(tái)，讓更多的人了解我們?cè)谧鍪裁矗私庵悄墚a(chǎn)業(yè)。”

Director of the Nano Health Center at University of Wales Swansea, Wales, UK, Owen Gay describes the benefits of smart technology for human health. “Nano Health Center at University of Wales Swansea mainly makes use of nanotechnology to solve medical problems. The current work focuses on sensors, tissue engineering, nanotechnology, etc. Platform sensor technology is used to monitor human biological indicators, predict and diagnosis diseases such as heart disease and Senile Dementia. The center is conducting clinical human trials of micro-needle technology, and in the future, life-health indicators can be continuously observed with drawing blood and blood tests no longer invading the body...”

Currently, the Nano Health Center at University of Wales Swansea has partnered with Chongqing University to develop a sensor project to monitor biomarkers for liver disease. During the 2018 Smart China Expo, they have displayed the application of process design and technology to inform the audience about nanotechnology with combining the exhibition stand of Welsh government and the equipment of the Nano Health Center in their partner Wales STPS Scientific and Technical Corporation in China.

Wales STPS Scientific and Technical Corporation from UK is a supplier of global semiconductor and microelectronic device manufacturing companies with more than 30 years of history. The company representative Lin Yingjie has told reporters that Wales is an important UK local friendly partner of Chongqing. Their company has cooperated with Chongqing enterprises for more than 10 years, including Chongqing Wanguo Semiconductor Technology Co., Ltd., China Resources Microelectronics(Chongqing) Co., Ltd. and the 26th Institute and so on. 2018 Smart China Expo based on the theme of ‘Smart Technology:Empowering the economy, Enriching Life’ is very compatible with our products. 來自重慶工港致慧增材制造技術(shù)研究院的專家王緒斌，同時(shí)也是美國(guó)佐治亞理工學(xué)院首席制造執(zhí)行長(zhǎng)、制造研究院院長(zhǎng)，美國(guó)國(guó)家材料與制造委員會(huì)現(xiàn)任主席，工業(yè)4.0及先進(jìn)制造技術(shù)路線圖制定人（美方代表），美國(guó)先進(jìn)制造伙伴第一屆大會(huì)的共同主席。

在王緒斌看來，機(jī)器人和智能制造不會(huì)對(duì)人們的就業(yè)造成阻礙。通過工業(yè)1.0、工業(yè)2.0、工業(yè)3.0等發(fā)展過程可以看出，雖然隨著技術(shù)的進(jìn)步，使得一些傳統(tǒng)職業(yè)消失了，但同時(shí)也會(huì)誕生出很多新的職業(yè)?！岸倚碌穆殬I(yè)所能創(chuàng)造的價(jià)值更高。”王緒斌還特別強(qiáng)調(diào)制造業(yè)的重要性，“制造業(yè)是每一個(gè)國(guó)家都應(yīng)該重視的行業(yè)，制造業(yè)產(chǎn)生的財(cái)富能夠分配到整個(gè)產(chǎn)業(yè)鏈，不能被忽略掉。實(shí)體經(jīng)濟(jì)和數(shù)字經(jīng)濟(jì)結(jié)合在一起是未來的方向，誰能先完成這個(gè)融合發(fā)展的過程，誰就能在以后的市場(chǎng)上取得主動(dòng)權(quán)。”

Ben Wang, an expert from Chongqing Gonggang Zhihuizeng Manufacturing Technology and Research Institute, is also the chief manufacturing executive of the Georgia Institute of Technology, director of the manufacturing institute, the current chairman of the National Materials and Manufacturing Commission of the United States and the designer of the industry 4.0 and advanced manufacturing technology roadmap (US representative), co-chair of the first US Advanced Manufacturing Partners Conference.

Ben Wang holds that robots and smart manufacturing will not hinder the employment of people. The development processes of Industry 1.0, Industry 2.0, and Industry 3.0 have indicated that many new occupations have been born although some traditional occupations disappeared with the advancement of technology. “And the new profession can create more value.” Ben Wang also emphasizes the importance of manufacturing. “Manufacturing is something that every country should emphasize because the wealth generated by manufacturing can be distributed to the entire industrial chain and thus cannot be neglected. The combination of the real economy and the digital economy is a trend in the future. Those who can complete this process of integration and development will be able to take the initiative in the future market.”
