近日，國(guó)家主席習(xí)近平同斯里蘭卡總統(tǒng)西里塞納互致賀電，熱烈慶祝兩國(guó)建交60周年。習(xí)近平在賀電中指出，中斯建交60年來(lái)，兩國(guó)關(guān)系經(jīng)受住了國(guó)際風(fēng)云變幻的考驗(yàn)，保持健康發(fā)展勢(shì)頭。我高度重視中斯關(guān)系發(fā)展，贊賞斯里蘭卡積極參與“一帶一路”倡議，愿同你攜手努力，鞏固政治互信，擴(kuò)大互利合作，深化民間友好，推動(dòng)中斯真誠(chéng)互助、世代友好的戰(zhàn)略合作伙伴關(guān)系煥發(fā)新的生機(jī)活力。西里塞納在賀電中表示，斯中友好源遠(yuǎn)流長(zhǎng)。建交60年來(lái)，兩國(guó)關(guān)系持續(xù)健康發(fā)展，并提升為戰(zhàn)略合作伙伴關(guān)系。斯方堅(jiān)定致力于加強(qiáng)同中國(guó)的關(guān)系，相信“一帶一路”倡議將在古代海上絲綢之路基礎(chǔ)上開(kāi)辟斯中合作的新時(shí)代。祝斯中關(guān)系不斷向前發(fā)展。

Recently， Chinese President Xi Jinping and President Maithripala Sirisena of Sri Lanka exchanged congratulatory messages， warmly congratulating on the 60th anniversary of the establishment of diplomatic relations between the two countries. Xi Jinping pointed out in the congratulatory message that since China and Sri Lanka established diplomatic relations 60 years ago， bilateral relations have stood the test of international vicissitudes and maintained a healthy development momentum. "I attach high importance to the development of China-Sri Lanka relations and appreciate Sri Lanka for its active participation in the Belt and Road initiative. I am willing to work with you to consolidate political mutual trust， expand mutually beneficial cooperation and deepen people-to-people friendship， so as to let China-Sri Lanka strategic cooperative partnership featuring sincerity， mutual assistance and long-lasting friendship shine with new vigor and vitality，" President Xi Jinping said in the message. Maithripala Sirisena expressed in the congratulatory message that the friendship between Sri Lanka and China has a long history. Since the two countries established diplomatic relations 60 years ago， bilateral relations have gained constant and healthy development， and are later upgraded to a strategic cooperative partnership. Sri Lanka is firmly dedicated to strengthening its relations with China. It is believed that on the basis of the Ancient Maritime Silk Road， the "Belt and Road" initiative will open up a new era for Sri Lanka-China cooperation. He wished bilateral relations for constant development.

近兩年，借助中國(guó)的“一帶一路”倡議，中斯兩國(guó)各領(lǐng)域互利合作不斷拓展。截至2016年底，中國(guó)在斯里蘭卡簽訂工程承包合同額約180多億美元，包括公路、鐵路、機(jī)場(chǎng)和港口等重點(diǎn)項(xiàng)目。中斯兩國(guó)大項(xiàng)目合作也在不斷推進(jìn)。

In the past two years， driven by the "Belt and Road" initiative of China， China and Sri Lanka have further expanded the mutually beneficial cooperation： China has made an accumulated project contract value of more than 18 billion US dollars in Sri Lanka by 2016 including highways， railways， airports and ports and so on. Now the cooperation on large projects between the two countries is moving smoothly， too.

當(dāng)前斯里蘭卡致力于將自身打造為印度洋航運(yùn)、金融和物流中心，這一戰(zhàn)略同中國(guó)的“一帶一路”倡議相契合，中斯正不斷加強(qiáng)戰(zhàn)略對(duì)接，為共建“21世紀(jì)海上絲綢之路”通力合作。相信以今年的中斯建交60年為契機(jī)，中斯合作將結(jié)出更加豐碩的成果。

Now Sri Lanka is committed to building itself a shipping， finance and logistics center in the Indian Ocean， which is in line with Chinas "Belt and Road" initiative. Both countries are continually strengthening the strategic alignment and cooperating on build the "21st century Maritime Silk Road". It is believed that more achievements will be recieved this year since it is the 60th anniversary of the establishment of diplomatic relations between China and Sri Lanka.

Sri Lanka is endowed with advantages of its geographical location， being an important stop of Indian Ocean alongside the "Belt and Road". The friendship between China and Sri Lanka dates back to ancient times and growing stronger and stronger. There is solid and deep foundation with fruitful achievements in economic and trade cooperation between the two countries. In 1952， the signing of Rubber-Rice Pact between the two countries initiated the landmark of bilateral good relations of economic and trade cooperation. Since 1957， when China and Sri Lanka established formal diplomatic relations， the exchange of high-level visits has kept being frequent， the mutual trust of politics being consolidated， and economic and trade ties being closer and closer. All of these paved the way for the elevated relation between the two countries to be Strategic Partnership. In recent years， bilateral trading is increasing rapidly. More and more Chinese companies are making investments in Sri Lanka. China has become the second largest trade partner of Sri Lanka and the biggest source of FDI. Every successive government of Sri Lanka responds positively and supports Chinas initiatives of the "Belt and Road"， and is willing to push forward cooperation on investment and trade in every sector under the framework of jointly constructing the 21st Century Maritime Silk Road. The two countries have had broad consensus and reached prominent achievements in financing， infrastructure， port operation， and industry capacity cooperation etc. Many projects have been completed and brought about significant social and economic benefits. Nowadays， both sides are focusing on the consensus reached by the two leaders of the two countries， striving for matching the development strategies， pushing forward negotiations of China-Sri Lanka Free Trade Agreement and implementation of the great significant projects including Colombo Port City， Operation of Hambantota Port and establishment of Hambantota Economic Zone， as well as actively exploring the trade and economic cooperation opportunities. Both sides are well expecting for the deeper and broader practical cooperation in all fields.

This year is the 60th anniversary of China-Sri Lanka diplomatic relations and the 65th anniversary of the signing of Rice-Rubber Pack， in which China-Sri Lanka relations will enter into a new development era. It is hoped that both sides shall work together to take full advantages of cooperation opportunities in such a historical period， steadily push forward existing projects， explore new practical cooperation opportunities， further consolidate bilateral traditional friendship， and push bilateral relation of Strategic Partnership to step into a new stage.

2017年是中斯建交60周年暨《米膠協(xié)定》簽署65周年，中斯關(guān)系將迎來(lái)新的發(fā)展機(jī)遇期。希中斯雙方攜手共進(jìn)，抓住歷史機(jī)遇期，在穩(wěn)步推進(jìn)現(xiàn)有合作項(xiàng)目的基礎(chǔ)上，發(fā)掘中斯合作新亮點(diǎn)，進(jìn)一步鞏固傳統(tǒng)友誼，推動(dòng)中斯戰(zhàn)略合作伙伴關(guān)系邁上新臺(tái)階。

I am very pleased to write this message for the Special Issue ， celebrating the 60th Anniversary of Diplomatic Relations and the 65th Anniversary of Trade Relations between China and Sri Lanka. I congratulate CCPIT for taking this initiative to mark the long and historic relations between the two countries.

能夠?yàn)閼c祝中國(guó)與斯里蘭卡建交60周年暨兩國(guó)貿(mào)易關(guān)系建立65周年的特刊致辭，我感到非常高興。祝賀中國(guó)貿(mào)促會(huì)在兩國(guó)長(zhǎng)期且歷史悠久的關(guān)系中發(fā)揮標(biāo)志性作用。

China-Sri Lanka bilateral relations have been recorded since ancient times， with diplomatic， cultural and trade exchanges along the ancient Maritime Silk Route. In modern times， the friendship between the two nations was highlighted by the signing of the Rubber-Rice Pact between China and Sri Lanka in 1952， perhaps one of the earliest South-South agreements and a reflection of the close cooperation that already existed between the two countries. This was followed by the establishment of diplomatic relations in December 1957.

自古以來(lái)就有關(guān)于中斯兩國(guó)交往的記載，沿著古代海上絲綢之路的外交、文化和經(jīng)貿(mào)交流接連不斷。到了現(xiàn)代，最突出的事件是1952年中斯《米膠協(xié)定》的簽署，見(jiàn)證了兩國(guó)的傳統(tǒng)友誼，可能這是最早的南南協(xié)定之一，也是兩國(guó)業(yè)已存在的合作關(guān)系的體現(xiàn)。1957年的12月，中斯正式建立了外交關(guān)系。

In the decades that have followed， economic relations between the two countries have continued to grow and strengthen， encompassing diverse sectors of trade， investment and broader economic cooperation. China is now Sri Lankas fourth largest export partner and second largest import partner， with bilateral trade reaching USD4 bn. While the trade balance remains heavily in favour of China， Sri Lankas exports have diversified in recent years. In recognition of this strong trade relationship， the two countries are now engaged in negotiations on a bilateral free trade agreement.

在隨后的幾十年間，兩國(guó)的經(jīng)濟(jì)往來(lái)不斷發(fā)展和強(qiáng)化，雙邊合作深入到貿(mào)易、投資以及更廣泛的經(jīng)濟(jì)領(lǐng)域。中國(guó)目前是斯里蘭卡第四大出口伙伴和第二大進(jìn)口伙伴，雙邊貿(mào)易額達(dá)40億美元。盡管貿(mào)易平衡依然大大有利于中國(guó)，近年來(lái)斯里蘭卡的出口也呈現(xiàn)出多樣化的態(tài)勢(shì)。鑒于兩國(guó)強(qiáng)大的經(jīng)貿(mào)聯(lián)系，雙方正在就簽訂雙邊自貿(mào)協(xié)定進(jìn)行談判。

China is also one of Sri Lankas largest FDI partners， with investment in infrastructure， manufacturing， agriculture， and tourism， and has also been one of Sri Lankas strongest partners in terms of technical and economic assistance. With a cohesive economic development program in place and dynamic opportunities for investment in these and other sectors， Sri Lanka continues to welcome investment from China with a view to furthering mutual beneficial cooperation.

中國(guó)也是斯里蘭卡最大的外國(guó)直接投資來(lái)源國(guó)之一，投資主要流向基礎(chǔ)設(shè)施、制造業(yè)、農(nóng)業(yè)和旅游業(yè)；在技術(shù)和經(jīng)濟(jì)援助方面，中國(guó)也是斯里蘭卡最強(qiáng)大的合作伙伴之一。在上述提到的和其他的一些領(lǐng)域，斯里蘭卡對(duì)于投資區(qū)域的設(shè)置和創(chuàng)造富有活力的機(jī)遇有著統(tǒng)一的規(guī)劃。我們將一如既往地歡迎來(lái)自中國(guó)的投資，促進(jìn)互利合作。

At the same time， cooperation between the two countries continue to expand in other areas， most notably tourism， education， and culture and arts， and knowledge and research. Mutual exchanges in these sectors help to build people-to-people connectivity and deepen the understanding and friendship between the two countries.

與此同時(shí)，兩國(guó)不斷擴(kuò)展其他領(lǐng)域的合作，其中，旅游、教育、文化藝術(shù)，以及知識(shí)、研究領(lǐng)域最為突出。隨著相互間交流的深入，有助于兩國(guó)人民建立聯(lián)系，加深理解，深化友誼。

This year will mark a welcome celebration of the strong foundations and deepening relations between the two countries， and I strongly believe that it will also be a launch pad for continued growth and mutual cooperation in the many years to come.

I am honored and privileged to send this message to coincide with the celebrations of the 60th anniversary of the establishment of diplomatic relations between Sri Lanka and China. The year 2017 is significant milestone in the history of our two friendly countries since， it also marks the 65th anniversary of the Rubber-Rice pact between Sri Lanka and China.

值此中國(guó)與斯里蘭卡建交60周年之際，我很榮幸能受邀于此執(zhí)筆。2017年是中斯兩國(guó)友好關(guān)系史上具有里程碑意義的一年，同時(shí)也是中斯契定《橡膠-大米條約》65周年。

The relationship between Sri Lanka and China in the recent years have grown from strength to strength， and have moved to a strategic cooperative partnership. China has invested significantly in the field of infrastructure development in Sri Lanka， which includes the Hambantota sea port， the Mattala International airport， motor highways， two important expressways and several others. Yet another significant project is the‘Port city now renamed the ‘Financial city ， where land is reclaimed from the sea to construct a financial hub and an upend commercial property.

中斯兩國(guó)近年來(lái)關(guān)系日益緊密，已提升到了戰(zhàn)略合作伙伴關(guān)系。中國(guó)在斯里蘭卡的基礎(chǔ)設(shè)施開(kāi)發(fā)領(lǐng)域做了大量投資，包括漢班托塔海港、馬塔拉國(guó)際機(jī)場(chǎng)、高速公路、兩條重要的國(guó)道等。另外一個(gè)重要項(xiàng)目是“港口城”，該項(xiàng)目目前已重新命名為“金融城”，系填海造地而來(lái)，并將建設(shè)成為金融樞紐和顛覆性商業(yè)財(cái)產(chǎn)。

Sri Lanka was an important pivot on the ancient Maritime Silk Road and will continue to be so， in President Xi Jinpings accelerated initiative of building the "21st Century Maritime Silk Road". It offers a great opportunity to Sri Lanka in becoming an important partner in this strategic initiative by facilitating its location based advantage to connect the Africas， the Middle East with Asian and South Asian subcontinent. The impending 15，000 hectare investment zone to be managed by a Chinese enterprise to promote investment in industry will be just the beginning of leveraging Sri Lankas location based competitive advantage.

斯里蘭卡是古代海上絲綢之路上的一個(gè)重要節(jié)點(diǎn)，根據(jù)習(xí)近平主席加快構(gòu)建“21世紀(jì)海上絲綢之路”的構(gòu)想，斯里蘭卡仍將繼續(xù)發(fā)揮重要作用。海上絲綢之路的構(gòu)想為斯里蘭卡提供了成為這一戰(zhàn)略計(jì)劃重要合作伙伴的偉大機(jī)遇，將擴(kuò)大其作為連接非洲、中東、亞洲與南亞次大陸橋梁的地緣優(yōu)勢(shì)。將由中資企業(yè)管理規(guī)劃的15000公頃投資區(qū)，會(huì)促進(jìn)產(chǎn)業(yè)投資，并且這僅僅是發(fā)揮斯里蘭卡地緣競(jìng)爭(zhēng)優(yōu)勢(shì)的開(kāi)始。

The Sri Lanka-China Business Council， now in its 16th year of operation， has played a pivotal role in promoting bilateral trade between the two countries. Over the years， the council have had carried out several initiatives to promote trade and investment between Sri Lanka and China. Commencing from holding catalogue exhibitions， taking part in trade exhibitions， conducting seminars and investment forums， hosting meetings with visiting Chinese investment groups from numerous trade chambers and eventually leading a delegation of Sri Lankan enterprises on a trade and investment mission to Guangdong， Qingdao & Hangzhou， the council continues to promote economic ties between our two countries. The council boasts of 156 members， representing the Tea， Rubber， Spices， Gems & Jewelry， Tourism， Shipping & Logistics， Apparel， Banking & Finance， Information Technology， Automobile， Consumer goods， Retailing， Fisheries and a host of other industries. Under the leadership of the new government， Sri Lanka is encouraging the establishment of export led industries. Towards this end， the opportunity exists for Chinese investors to form partnerships with prospective Sri Lankan enterprises to set up industry， with a view to targeting the large Indian market as well as the African and Middle east markets. Sri Lanka and India has signed a preferential trade agreements， which covers a range of goods to be exported to India under special tariff measures. This provides a good opportunity for Chinese enterprises to set up operations in Sri Lanka and use it as a launching pad to market to India， a market consisting of 1.2 billion people. In addition， the proposed Free Trade Agreement that is envisaged to be signed between our two countries， will also pave the way for several Sri Lankan origin products to enter the lucrative Chinese market in the comming years. Thus， the future looks bright and prosperous for both our nations！

斯里蘭卡-中國(guó)商務(wù)理事會(huì)已成立16年，它在促進(jìn)兩國(guó)雙邊貿(mào)易方面發(fā)揮著舉足輕重的作用。多年來(lái)，該委員會(huì)實(shí)施了多項(xiàng)促進(jìn)中斯兩國(guó)間貿(mào)易和投資的舉措。從舉辦目錄展、參加貿(mào)易博覽會(huì)、開(kāi)展研討會(huì)和投資論壇、會(huì)見(jiàn)來(lái)訪的各商會(huì)中的中國(guó)投資團(tuán)隊(duì)，并且最終帶領(lǐng)斯里蘭卡企業(yè)代表團(tuán)前往廣東、青島和杭州進(jìn)行貿(mào)易投資，理事會(huì)一直促進(jìn)中斯兩國(guó)之間的經(jīng)濟(jì)聯(lián)系。委員會(huì)共有156名成員，分別從事茶葉、橡膠、香料、珠寶、旅游、物流、服裝、銀行金融、信息技術(shù)、汽車(chē)、日用消費(fèi)品、零售、漁業(yè)以及其他行業(yè)。在新一屆政府的帶領(lǐng)下，斯里蘭卡開(kāi)始鼓勵(lì)建立出口導(dǎo)向型產(chǎn)業(yè)。在實(shí)現(xiàn)這一目標(biāo)的過(guò)程中，中國(guó)投資者有機(jī)會(huì)與具備實(shí)力的斯里蘭卡企業(yè)攜手共建出口導(dǎo)向型產(chǎn)業(yè)，并有望將目標(biāo)鎖定在龐大的印度市場(chǎng)以及非洲和中東市場(chǎng)。斯里蘭卡和印度簽署了特惠貿(mào)易協(xié)定，協(xié)議覆蓋了一系列通過(guò)特別關(guān)稅措施出口到印度的商品。這為中國(guó)企業(yè)在斯里蘭卡運(yùn)營(yíng)提供了良機(jī)，中國(guó)企業(yè)可以以此為契機(jī)登陸有著12億人口的印度市場(chǎng)。此外，中斯兩國(guó)間還有望簽訂自由貿(mào)易協(xié)定，將為眾多斯里蘭卡產(chǎn)品在未來(lái)的幾年打入利潤(rùn)豐厚的中國(guó)市場(chǎng)鋪平道路。由此可見(jiàn)，兩國(guó)未來(lái)有著廣闊而光明的前景！
