陳偉:“亞投行”將幫助重慶保持外向型經(jīng)濟(jì)競(jìng)爭(zhēng)優(yōu)勢(shì)

管理學(xué)博士、四川外國(guó)語(yǔ)大學(xué)國(guó)際商學(xué)院陳偉副教授在接受記者采訪時(shí)表示:“亞投行”設(shè)立之后,在對(duì)外口岸硬件建設(shè)、外向型產(chǎn)業(yè)均衡發(fā)展、社會(huì)輿論環(huán)境等多個(gè)方面都將會(huì)幫助重慶保持競(jìng)爭(zhēng)優(yōu)勢(shì),增強(qiáng)重慶的開(kāi)放與外向型經(jīng)濟(jì)的活力。
毫無(wú)疑問(wèn),“亞投行”對(duì)未來(lái)重慶的開(kāi)放與外向型經(jīng)濟(jì)的影響將全面而深遠(yuǎn),但“將作為重慶口岸建設(shè)可靠的資金渠道”則是陳偉認(rèn)為最為重要的一個(gè)方面。在他看來(lái),通過(guò)連續(xù)多年大量的資金投入和政策支持,重慶目前已初步形成三大交通樞紐、三個(gè)一類(lèi)開(kāi)放口岸、三大保稅監(jiān)管區(qū)“三個(gè)三合一”的內(nèi)陸開(kāi)放平臺(tái),航空、鐵路、水運(yùn)三方面國(guó)家一類(lèi)口岸均齊備,“渝新歐”也成為了中歐鐵路大通道中的“知名品牌”。但是,要保證重慶外向型經(jīng)濟(jì)和口岸經(jīng)濟(jì)的活力與競(jìng)爭(zhēng)力,已經(jīng)建成的口岸基礎(chǔ)設(shè)施就必須不斷升級(jí)、提升,在各個(gè)口岸的附近還要興建一大批投資巨大的配套項(xiàng)目,動(dòng)輒就是百億工程,如:今年1月重慶西部現(xiàn)代物流園當(dāng)月開(kāi)工和簽約的9個(gè)子項(xiàng)目總投資達(dá)人民幣500億元;重慶目前正在積極爭(zhēng)取的,用于“渝新歐”建設(shè)升級(jí)的資金更是高達(dá)400億美元?!皝喭缎小闭竭\(yùn)行后,必然將為重慶的對(duì)外口岸建設(shè)提供一條可靠的資金渠道,對(duì)于保證重慶各個(gè)口岸的建設(shè)進(jìn)度和維持競(jìng)爭(zhēng)優(yōu)勢(shì)都具有極大的現(xiàn)實(shí)意義。
陳偉還認(rèn)為,目前重慶的外向型經(jīng)濟(jì)雖然已經(jīng)取得了巨大的發(fā)展,但是同時(shí)也應(yīng)該看到
存在產(chǎn)業(yè)發(fā)展不夠均衡等結(jié)構(gòu)性問(wèn)題。比如,重慶筆記本電腦的生產(chǎn)已經(jīng)占到全球生產(chǎn)總量的三分之一左右,以筆記本為核心的IT制造業(yè)在工業(yè)產(chǎn)值中外向度的比重已經(jīng)達(dá)到了80%以上,但是,同時(shí)跨境電子商務(wù)等典型外向型行業(yè)的發(fā)展應(yīng)該說(shuō)還處于起步階段,云計(jì)算、大數(shù)據(jù)、離岸金融等領(lǐng)域的發(fā)展也還相對(duì)比較緩慢。對(duì)于這一現(xiàn)狀,陳偉認(rèn)為主要的瓶頸問(wèn)題還是資金,尤其是建設(shè)多個(gè)大型數(shù)據(jù)處理中心等基礎(chǔ)設(shè)施的建設(shè)資金。由于這些投入具有基礎(chǔ)設(shè)施性質(zhì),也大多需要數(shù)十億上百億的投資,投入巨大回收緩慢,所以讓多數(shù)企業(yè)望而止步,需要像“亞投行”這樣的金融機(jī)構(gòu)積極介入。而一旦突破了資金制約,在重慶已有的完備開(kāi)放口岸和現(xiàn)代物流的支撐下,重慶的跨境電子商務(wù)、云計(jì)算、大數(shù)據(jù)、離岸金融等行業(yè)將快速發(fā)展,重慶的外向型經(jīng)濟(jì)結(jié)構(gòu)將趨于均衡。
作為一直致力于重慶外向型經(jīng)濟(jì)研究的學(xué)者,陳偉副教授一直呼吁重慶應(yīng)該在公眾范圍加強(qiáng)對(duì)重慶對(duì)外開(kāi)放和發(fā)展外向型經(jīng)濟(jì)的宣傳普及工作,吸引更多的公眾和企業(yè)參與重慶建設(shè)西部?jī)?nèi)陸開(kāi)放高地。他建議:重慶應(yīng)該把握住目前“亞投行”話題在公眾中積聚的極高關(guān)注度,結(jié)合重慶近幾年來(lái)在對(duì)外開(kāi)放中取得的巨大成績(jī),系統(tǒng)性地對(duì)市民開(kāi)展重慶對(duì)外開(kāi)放的宣傳普及活動(dòng),既全面體現(xiàn)已經(jīng)取得的巨大成就,喚起重慶人的自豪感,又充分介紹未來(lái)重慶在外向型經(jīng)濟(jì)方面所蘊(yùn)涵的巨大機(jī)遇與國(guó)家賦予重慶的在外向型經(jīng)濟(jì)發(fā)展上的資源優(yōu)勢(shì),激發(fā)重慶本土公眾和企業(yè)對(duì)外向型經(jīng)濟(jì)的參與熱情,掀起關(guān)注重慶對(duì)外開(kāi)放的熱潮。
Chen Wei, PhD in management and associate professor with the School of International Business, Sichuan International Studies University, says in this interview that the AIIB’s establishment will help Chongqing to maintain its competitiveness in various areas, such as the hardware construction of foreign trading ports, balanced development of export industries, and public opinions, so as to boost Chongqing’s opening-up and export economy.
It is beyond question that in the future AIIB will exert an overall and profound influence on Chongqing’s opening-up and export-oriented economy. According to Prof. Chen, the overriding aspect is to understand that AIIB will become a reliable financing channel for the construction of foreign trading ports in Chongqing. In his opinion, thanks to the consecutive years of tremendous capital injection and policy support, the city has by far formed a comprehensive platform for inland opening-up with three transportation hubs, three Class-A ports and three bonded zones under supervision, which include national Class-A ports for air, railway and water transportation as well as the Chongqing-Xinjiang-Europe Railway which has become a well-known brand among all railways from China to Europe. On the other hand, in order to maintain the vitality and competitiveness of Chongqing’s export and port economy, it needs to constantly update the existing infrastructure of ports. Meanwhile, numerous supporting projects around ports are also necessary, and any of those projects will need no less than tens of billions yuan. For example, in this January, Chongqing Logistic City signed and started nine sub-projects worth a total investment of 50 billion yuan; and this city is now actively seeking for $40 billion to update its Chongqing-Xinjiang-Europe Railway. When the AIIB is put into operation, it will with no doubt become a reliable financing channel for the construction of foreign trading ports in Chongqing, which has an immediate significance on ensuring the construction schedule of each port and maintaining its competitiveness.
Despite Chongqing’s tremendous achievements in its export economy, Chen added, it should address the imbalance in its industrial development. For instance, Chongqing’s laptop output has accounted for some onethird of the global production, and the export volume of its IT manufacturing industry driven by laptops takes a share of more than 80% in this industry’s total volume; on the other hand, the typical export industry, say, crossborder e-commerce, still stays at a very early stage, and the development levels of cloud computing, big data and offshore finance are comparatively slow. Considering the status quo, Chen pinpointed capital as the bottleneck, especially capital for building several large centers for data processing. He said, the infrastructural nature of such projects usually requires billions of investment which daunts many companies, financial institutions like AIIB are expected to play a role. Once capital is no longer a problem, various industries including cross-border e-commerce, cloud computing and offshore finance will grow rapidly with the support of the existing ports and modern logistics, which will gradually balance Chongqing’s export economic structure.
As a scholar who eyes on the export economy of Chongqing, Professor Chen has long been calling on the municipal government to beef up its publicity work to raise the awareness of the city’s opening-up and development in its export economy, so as to attract more individuals and companies to participate in building Chongqing as a Western inland highland of opening-up. Chen suggested, with the AIIB’s immense popularity and Chongqing’s tremendous achievements in opening-up, the government should seize the propitious time to carry out systematic publicity for raising public awareness on these topics. This is supposed to boost our citizens’ pride for their hometown, as well as to fully introduce them the great opportunities that come with the development of the export economy and the resource advantage given by the Central Government. With the AIIB’s massive exposure, the government should spark local citizens and companies to participate in promoting Chongqing’s export economy, so as to draw the public attention to the opening-up of this municipality.
