The World Council for Curriculum and Instruction (WCCI) is a world organization committed to mission of a just and peaceful world community by providing a platform for educators from various parts of the world to engage in efforts to ensure that education contributes to the promotion of equity, peace and the realization of human rights. It promotes person-to-person contacts and professional relationships. WCCI encourages and facilitates collaboration in curriculum and instruction projects, dialogue in global educational and social issues, exchange of ideas, concerns and solutions to problems, and learning from one another cross-culturally and transnationally.
Organized at a conference in Asilomar, California in 1970, WCCI is a non-governmental organization (NGO) formally recognized by the United Nations and has been accorded consultative status with the world body’s Economic and Social Council (ECOSOC). Educator Alice Miel of Michigan, USA is recognized as the Founder of WCCI.
世界課程與教學委員會是致力于建設(shè)一個公正和平的國際社會的國際組織,通過搭建平臺讓來自世界各地的教育工作者可以保證發(fā)揮教育在促進平等、和平以及實現(xiàn)人權(quán)方面的作用。它可以促進人與人之間聯(lián)系及職業(yè)關(guān)系。該組織鼓勵并支持課程及教學項目的合作、關(guān)于全球教育及社會問題的對話和跨文化跨國界的有關(guān)思想、解決問題方式的交流與學習。
1970年,在加拿大阿西洛瑪成立的世界課程與教學委員會是一個非政府組織,后正式被聯(lián)合國承認并為聯(lián)合國經(jīng)濟社會理事會咨詢機構(gòu)。來自美國密歇根的教育家Alice Miel為該組織創(chuàng)始人。
The Mission of WCCI is clearly defined in the Preamble of its Constitution which articulates that “... As educators in the world community, we have the responsibility to ensure that education contributes to the promotion of equity, peace and the realization of human rights. To this end, all curricular and instructional programs should facilitate in every person the development of :
(1)a comprehensive sense of respect of self, others and the environment and (2) the capacity to participate at all levels of the world society from local to global. As individuals we commit ourselves to strive toward these ideals and full purposes of the organizations within our professional responsibilities and in our organizational relationships”.
I joined WCCI in 1971, a year after its formation and I can attest firmly that the organization is true to its mission in achieving peace and justice in all forms of educational endeavor. We are proud that we are able to stick to our course in advancing Peace Education as the centerpiece of our educational mission.
世界課程與教學委員會的使命在其章程序言已被清楚寫出作為國際社會的教育工作者,我們有責任確保教育可以發(fā)揮在促進平等、和平以及實現(xiàn)人權(quán)方面的作用。為此,所有的課程及教學項目需要有利于每個人在以下方面的發(fā)展:
(1)尊重自身、他人及環(huán)境(2)融入本地及全球各級社會的能力。本著專業(yè)職責及組織關(guān)系,作為個人我們致力于追求這些理想以及實現(xiàn)組織完整目標。
我于世界課程及教學委員會成立一年后的1971年加入該組織,我可以堅決地證明該組織一直忠于其通過各種形式的教育努力來實現(xiàn)世界和平與公正的使命。我們?yōu)槟軋猿謱⒋龠M和平教育作為教育使命中心任務(wù)的努力而感到驕傲。
The major activity of WCCI is its world conferences which started in 1974 as a triennial conference held in different countries of the world. WCCI world conferences are primarily organized to promote person-to-person contact and transnational educational experiences and exchanges through collaboration with colleagues from other professional organizations around the world sharing the same educational concerns, activities, projects, and practices in education. WCCI conferences also offer the opportunity to work with officials from the United Nations, UNESCO as well as other NGO’s specifically focused on educational matters.
In advancing its objectives, WCCI has focused on the culture of peace in choosing the themes for its conferences in recent years like, “Pedagogy of Diversity: Creating a Culture of Peace”; “Building a Culture of Peace for a Civil Society”; “Creating a Global Culture of Peace: Strategies for Curriculum and Development”; “Educating for Peace and Harmony with the Earth and Ourselves” and “Integrating Education for a Lasting Culture of Peace and Care of Planet Earth”.
世界課程及教學委員會的主要活動是自1974年開始每三年一次在世界不同國家召開的國際會議。該國際會議主要是為了促進人與人之間的聯(lián)系及跨國界教育經(jīng)驗的交流。來自世界各地專業(yè)機構(gòu)的同事們一道分享教育相關(guān)想法、活動、項目及實踐。同時相關(guān)會議也提供了同聯(lián)合國、聯(lián)合國教科文組織以及其他專門從事教育事業(yè)的非政府組織官員合作的機會。
為了推進目標的實現(xiàn),在近幾年的會議主題選擇上都著重于和平文化,如“教育學的多樣性:創(chuàng)造一種和平文化”、“為民間社會構(gòu)建和平文化”、“構(gòu)建世界和平文化:課程與發(fā)展的戰(zhàn)略”、“為地球及人類自身和平與和諧的教育”和“為實現(xiàn)持續(xù)和平文化及保護地球的整合教育”。
These triennial WCCI World Conferences were held in countries who offered to host them with a theme always built around the mission of peace and justice and with emphasis on the promotion and sustainability of a person-to-person relationship among members which has now grown to a thousand plus membership from nearly forty countries. Such close interaction over the years has evolved in to a global WCCI Family which is certainly a unique feature of our world organization of educators in action. In the 2004 World Conference held in Australia, it was decided that triennial format creates a large gap between world conferences, thereby taking away the opportunity for the increasing membership to come together and deliberate on needed action in the field of education promoting peace and justice. There a decision was made to hold the world conference every two years. The first biennial world conference was held in 2006 in Manila, Philippines, which already hosted a WCCI conference in 1981.
The listing of the world conferences with their host countries clearly shows the expanse of WCCI’s outreach in all parts of the world as well as the diversity of its membership: (1) 1974: Keele, United Kingdom;(2) 1977: Istanbul, Turkey; (3) 1980: Tagaytay, Philippines; (4) 1983: Edmonton, Canada; (5) 1986: Hiroshima, Japan; (6) 1989: Noorwijkerhout, The Netherlands; (7) 1992: Cairo, Egypt; (8) 1995: Amritsar, India; (9) 1998: Bangkok, Thailand; (10) 2001: Madrid, Spain; (11) 2004: Wollongong, Australia; (12) 2006: Manila, Philippines; (13) 2008: Antalya, Turkey; (14) 2010: Pecs, Hungary; (15) 2012: Kaohsiung, Taiwan; (16) 2014: San Diego, USA.
三年一屆的世界課程及教學委員會國際會議于各國召開,會議主題始終圍繞其促進和平與正義的使命,并強調(diào)促進人與人之間聯(lián)系的發(fā)展及可持續(xù)性,該組織已經(jīng)有來自近40個國家的超過1,000多名會員。年復一年的親密互動已發(fā)展成全球性的大家庭,是國際組織的教育工作者們行動的一大特色。2004年國際會議在澳大利亞召開,會議認為三年一屆的模式讓會議之間的間隔拉開得過大,從而失去了加強會員之間關(guān)于教育促進和平與正義方面的聯(lián)系與交流以及審議相關(guān)行動的機會。會議決定改為每兩年召開一次。第一次兩年一屆的會議于2006年在菲律賓的馬尼拉召開,該市已于1981年舉辦過一次國際會議。

I am blessed to be able to attend ALL the WCCI conferences and to serve WCCI in different official capacities namely: as Chair of the Invitation Committee, as Conference Director, as Vice President, as President, as Member of the Board of Directors and since 1995 to the present as Executive Director. All these positions have been voluntary and honorary but nothing can match the intrinsic rewards those have brought to me.
Let me highlight in this article the WCCI 16th World Conference held at the Town and Country Resort and Convention Center in the US city of San Diego, California in August 2014. The theme of this conference, “Integrating Education for a Lasting Culture of Peace and Care of Planet Earth” has put together two important issues that WCCI is very concerned with and involved in. It connected education with the culture of peace for the humanity as well as with the sustainability of the Planet Earth, our home. The San Diego conference represented a model and prototype of WCCI as a world organization in action. The theme speaks to its mission. Its session devoted to United Nations inspired and created a special excitement of the participants on the UN-WCCI relationship and interaction. The inclusion of a presentation by the Soka University of America of its Master of Education program provided an example of a university that responds to an international model of education program.
我非常有幸參與到所有的國際會議以及通過擔任不同的職位來盡責:邀請委員會負責人、會務(wù)主管、副主席、主席、董事會成員以及自1995年至今擔任執(zhí)行主任。雖然所有這些職位都是自愿擔當并帶給我榮譽的,但是沒有任何東西能比得上它們帶給我的內(nèi)在嘉獎。
我要強調(diào)的是于2014年8月在加利福利亞圣地亞哥城鄉(xiāng)度假及會議中心召開的第16屆世界課程及教學委員會國際會議。此次會議的主題是“為實現(xiàn)持續(xù)和平文化及保護地球的整合教育”,將組織非常關(guān)注并參與的兩個重要議題聯(lián)系在了一起。它將教育同人類的和平文化以及地球的可持續(xù)發(fā)展聯(lián)系到了一起。圣地亞哥會議已成為世界課程及教學委員會開展國際行動的模板。這一主題證明了其使命,致力于聯(lián)合國的會議激勵并讓參與者們熱衷于聯(lián)合國與該組織之間的聯(lián)系和互動。美國索卡大學的相關(guān)展示及碩士教育項目成為大學參與國際教育項目的典范。
I would like to conclude by quoting our keynote speaker at the 2012 world conference Ambassador Anwarul K. Chowdhury, former Under-Secretary-General of the United Nations who said very succinctly that “Peace education needs to be accepted in all parts of the world, in all societies and countries as an essential element in creating culture of peace. To meet effectively the challenges posed by the present complexity of our time, the young of today deserves a radically different education –'one that does not glorify war but educates for peace, non-violence and international cooperation.' They need the skills and knowledge to create and nurture peace for their individual selves as well as for the world they belong to. Learning about the culture of peace having the potential of personal transformation should be incorporated in all educational institutions as part of their curricula, and should become an essential part of our educational processes as reading and writing.” He went on to affirm that “Indeed, this should be more appropriately called 'education for global citizenship'. Such learning cannot be achieved without well-intentioned, sustained, and systematic peace education that leads the way to the culture of peace.”
This is so relevant to the broader mission and objectives of WCCI which will be observing its 45th anniversary this summer as a world organization in action. It continues to be very vibrant and living up to its mission of peace and justice.
最后我想要引用2012年大會發(fā)言人、聯(lián)合國前副秘書長Anwarul K. Chowdhury大使的話,“和平教育需要被世界、社會、國家所接受,并成為構(gòu)建和平文化的必要因素。為了有效地應對當今世界復雜的挑戰(zhàn),青年人需要徹底改變的教育——這樣的教育不會贊美戰(zhàn)爭而是呼吁和平、非暴力及國際合作。他們需要創(chuàng)建并培育屬于個人及世界的和平的能力及知識。學習和平文化能夠促進個人的轉(zhuǎn)變,因而應該被整合到所有的教育機構(gòu)的課程當中,同時也應作為像是讀書、寫作等教育過程的組成部分。”他肯定地表明“這個更適合被叫做‘全球公民教育’。這樣的學習如果沒有好意、持續(xù)及系統(tǒng)的可以促進和平文化的和平教育是無法實現(xiàn)的。”
世界課程及教學委員會的相關(guān)使命及目標更加廣泛,同時夏季將召開45周年紀念活動。組織將會繼續(xù)積極地行動并致力于完成其和平與正義的使命。
