In May 2015， The Opinion on Accelerating Ecological Civilization Construction by the CPC Central Committee and the State Council for the first time conceives the concept of greenness， and requests the coordinate promotion of new-type industrialization， urbanization，informationization， cultural modernization and greenness. Greenness is a profound innovation from theory to practice， pioneers a new path of ecological civilization construction， and should permeate through the whole process of ecological civilization.

Greenness is a new breakthrough for ecological civilization construction from theory to practice

Greenness is a significant historical mission. On the occasion that the reform and opening-up are pushed toward a blue-water zone in a formidable period， the CPC advocates resolutely promotion of greenness， having raised it to the height of a political task from merely routine means of environmental protection， and embodied the responsibility and accountability of the CPC. To promote green development is a solemn political commitment of the CPC to the people， the world and the future. Green development is an important aspect of building a moderately prosperous society in all respects， and conducive to attaining a new expectation of people toward green benefits and ecological welfare. Green development is compatible with the era new trend of world development and favorable to building a image of a responsible major country. Green development is related to substantive space for generations to come， and beneficial to the future long-term development of the Nation.

Green development is a profound social revolution. Green development requests accelerating the green production mode，structuring industrial structure and production mode with higher tech-content， lower consumption of resources and less environmental pollution， greatly upgrading green economy， and accelerating development of green sectors so as to cultivate new growth points of society and economy. Green development requests accelerating green life style， achieving a transition to life style and consumption mode with thrift and hard work，green and low-carbon， and civilization and healthiness， and try our utmost to prevent luxury and waste as well as irrational consumption. Green development requests both overall and long-term concepts， and its integration into all areas of economic， political，cultural， social and ecological construction and their whole construction process， which cannot restrict only individuals occasionally or case by case， but rational exploration and high-efficient utilization of natural resources must be required.

Green development is innovated ecological practice. First of all， "green" development is practice of thinking innovation. The traditional extensive mode of development is the development at the expense of the environment，which growth is abominable growth so it is unsustainable. Green development requests changing the thinking for development， firmly establishing the development concept of"maintaining both resources-available mountains and green mountains， and the green mountains are resources-available， and integrating the greenness gene into the whole process of development. Secondly， the green development is the practice of system innovation. The traditional development mode of the old institutional mechanism forms an institutional dependence， transforming the mode of development is bound to break the system barriers to the green development. In terms of institutional arrangement， the government should innovate the institutional mechanisms that lead to positive guidance. Thirdly， the "green" development is the practice of scientific and technological innovation. To comprehensively improve the ecological environment and promote the green development is a systematic and difficult task，and must be relied on scientific and technological innovation. These high-tech innovations can be used to govern environmental pollution， but also lead to development of high-tech industry， and provide a strong support for the improvement of social productivity.

"Greenness" requests transformation of the mode of production and life style and system institutional building

To promote "green" development should realize the green production mode. At present，China's economy has entered the New Normal phenomenon， and economic development a new stage from high-speed growth to rapid

growth， and from pursuit of "quantitative GDP" to the pursuit of "green GDP"， the optimization and upgrading of economic structure will be the most important task. "Green" development will provide a steady and lasting green power to promote the economic development under the conditions of the New Normal. At the same time， the power-conversion for economic growth and structural optimization against the background of the New Normal have also opened up a huge market space for the "green" development. There is a view that the green production mode will increase business costs and make it more difficult to attract investment，which is clearly one-sided. Sound ecological environment is a "soft power"， a strong "soft power" can attract more talents and capital. Meanwhile， a green industry can also provide many new opportunities for economic development， and create many new investment spaces for enlarging and developing the industry. To attain the green production mode，efforts should be made in the industrial structure adjustment and production links. On the adjustment of industrial structure， we should vigorously develop newly emerging industries with high technological content， and eliminate backward production capacity；vigorously develop energy-saving and environmental protection industries， and strictly control highly polluted， high energy-consuming and high emission industries； and vigorously accelerate development of green energy and increase green energy utilization. In the production process， the ecological factors should be integrated into the whole process of industrial design， raw material selection，production process， product consumption，waste disposal and others in order to reduce the harm left to the environment.

To promote "green" development should realize the green way of life. Everyone is closely related to the environment， whoever destroys the environment is bound to get revenge by the environment， which is the truth having proved repeatedly. Therefore， everyone should take the responsibility of protecting the environment. As President Xi Jinping stresses that it is the responsibility of everyone to green the motherland， and improve the ecology. This requires everyone to cognate environmental protection， and get involved in environmental protection. Green lifestyle requests the public to actively perform environmental responsibility， starting individually， from doing bit by bit and the trivialities， and to try the best to reduce pollution to the environment； requests the public to maintain a lifestyle civilized and healthy， green and low carbonized， such as using more public transport， categorized garbage disposal， buying energy saving and environmental-friendly products and so on；requests the public to practice thrift and guard against extravagance and waste and irrational consumption. Only as everyone undertakes theresponsibility of environmental protection， and achieves the green life style， can the "green" development concept get engraved on the minds of people， the social new trend of advocating ecological civilization by everyone，on everything and all the time be shaped so as to lay a solid foundation in the society and the public for the construction of ecological civilization.

To promote "green" development should realize the green institutional building. First of all， overcome the obstacles to development of "green" systems and mechanisms， and establish a systematic and complete modern institutional system. To reform the system and mechanisms incompatible with green development， improve the property-right system of natural resources， establish a system of auditing the natural resources and assets on public servants upon leaving their offices， establish a system of ecological environmental damage compensation and position-accountability， ecological compensation and so on. Secondly， adjust the policy orientation focusing on "green" development， and improve the economic and social development evaluation mechanisms. Cadres assessment cannot be simply determined by the GDP growth， the economic and social development assessment mechanisms by integrating indicators of ecological civilization construction such as the resource consumption，environmental damage， ecological benefits and others should be improved， which should provide the important guidance and request to promote the green development， and guide local governments to promote the green， recycling and low-carbon development. Meanwhile， we should make the goal of "green" development an orientation and construct an all-dimensional energy-saving and emission reduction statistical index system so as to integrate the energy-saving and emission reduction work into all aspects and the whole process of the economic and social development， and to guide the whole society to attach importance to， care for and participate in energy saving and emission reduction work， and promote the green development of China's economic and social development.

Integrate the "greenness" with the whole process of ecological civilization building

The construction of ecological civilization is to radiate the concept of "green" development and its requirements into the people's production mode， life style and conduct mode， and carry them out in the specific work of economic construction， political construction， cultural construction and social construction. On March 6 this year， attending the deliberations by the Jiangxi provincial delegation to the Third Session of the 12th National People's Congress， President Xi Jinping fully affirmed the Jiangxi proposed "green rise" strategy， requesting the Jiangxi to pioneer a complementary path integrating economic development with ecological civilization，consolidate and upgrade the ecological advantages of Jiangxi， and build the Jiangxi model of ecological civilization construction. According to the instructions of the CPC Central Committee and President Xi Jinping， Jiangxi should go all out and summon its energy to take a solid step in its green development，and serve as a role model for the whole nation.

To develop green sectors， and enlarge and build stronger green economy should vigorously build a green industrial system focusing on developing the green industry， ecological agriculture and modern services， and gradually shape an industrial system and economic model on green， low-carbon， circular and sustainable development. Protect green ecology， and vigorously govern environmental pollution. Strengthen law enforcement， heavy-weight govern environmental pollution， and genuinely strengthen ecological restoration and ecological protection. Intensify reform， and build a green institutional system. Strengthen the green awareness， and actively cultivate the ecological culture. Based on guidance of the concept of ecological civilization， shape a strong ecology-cultural atmosphere. Only as the green consciousness is deeply engraved on the minds of people internally， can the green consciousness be displayed in their production， life， and conduct externally. Intensify the green culture publicity，promote green achievement concept， green production concept， and green consumption concept， explore new experiences for integrating the ecological civilization construction concept into the whole process of economic and social development， promote the ecological civilization education into the programs of national education， cadre training and enterprise management training， etc.， build an all-dimensional ecological civilization educational system from home to school to society， promote green production， green life style and green consumption patterns， and actively cultivate ecological culture conducive to promoting "green" development.
