The legalization process of marijuana has proceeded for nearly 40 years in the United States, and has gained substantial progress up to now. If the case of Colorado goes well, other states will follow suit. In face of the trend of marijuana legalization, Colorado officials said that the freedom was indeed commendable, but everything was just at the beginning, and a lot of questions and details still waited to be settled, such as how to formulate laws and manage, how to adjust the existing government facilities and existing institutions, how to treat marijuana related criminals in prison, etc. Many people with lofty ideals called for doing further relevant scientific researches and popularization and education about relevant knowledge for citizens, and promoting the use of marijuana in medicine and so on. So we can minimize the negative influence of the legalization of marijuana.
大麻合法化在美國緩慢推進(jìn)了近40年,到現(xiàn)在已有實(shí)質(zhì)性進(jìn)展。如果此次科羅拉多州娛樂性大麻合法政策運(yùn)行良好,其他各州必然會(huì)紛紛效仿。面對(duì)大麻合法的趨勢(shì),美國科羅拉多州的政府官員表示,自由誠然可貴,但一切僅是開始,很多問題和細(xì)節(jié)尚需時(shí)間來理清,譬如如何立法和管理、如何調(diào)整現(xiàn)有的政府設(shè)施和機(jī)構(gòu)、監(jiān)獄里現(xiàn)有的大麻相關(guān)的罪犯怎么辦等,但更多的仁人志士呼吁的則是繼續(xù)相關(guān)的科學(xué)研究,完善相關(guān)知識(shí)的公民普及和教育,推廣醫(yī)藥學(xué)領(lǐng)域的使用等,以期最大限度地減少大麻合法化的負(fù)面因素。
In fact, about more than a half of the states have relaxed restrictions on marijuana. But the federal government makes no progress on the legalization of marijuana. Actually, many states’ polices about medical marijuana run counter to those of the federal government. The federal government holds that marijuana is likely to be abused, so its safety cannot be guaranteed even in the case of medical supervision. The U.S. government should eliminate divergences between the federal government and states as soon as possible. Now as California banks do not know if they can open accounts for medicine pharmacies of marijuana, many pharmacies have to do transactions in cash, and robberies often happen. In order to pay taxes, many pharmacies must take several sacks of cash to the tax authorities. Whether the congress has realized it or not, American citizens hope to have a result as soon as possible. The federal government will eventually revise laws about the use, manufacturing and selling of marijuana.
其實(shí),大約一半以上的州已經(jīng)放松了對(duì)大麻的監(jiān)管。然而聯(lián)邦政府卻在大麻合法化的問題上沒有任何進(jìn)展,事實(shí)上很多州關(guān)于醫(yī)用大麻的政策都和聯(lián)邦政府相悖。聯(lián)邦政府認(rèn)為大麻是一種極易引發(fā)濫用的藥品,即便在醫(yī)務(wù)監(jiān)管的情況下也缺乏可靠的安全性。就其本身而言,美國政府應(yīng)該盡快消除聯(lián)邦和各州在大麻問題上的分歧。現(xiàn)在加州的銀行不清楚是否能給出售大麻藥品的藥房開設(shè)賬戶,結(jié)果很多藥房不得不現(xiàn)金交易,因此經(jīng)常被搶劫。為了交稅,很多藥房必須拿著幾麻袋現(xiàn)金去稅務(wù)機(jī)關(guān)。不管國會(huì)是否意識(shí)到這個(gè)問題,很多美國公民都希望盡快有個(gè)結(jié)果。最終聯(lián)邦政府會(huì)重新修訂關(guān)于大麻使用、制造和出售的法律。
